In the Opium Wars, Great Britain was determined to subdue China by flooding them with dope, which also financed British worldwide interests. It was likewise a great ongoing profit to the British Monarchy. Now American Big Business wants to merge some of their doings with Red China. So IBM, Boeing, and other multi-national Big Feet want to tap into Red China's large pool of low-cost labor. To conceal what is going on, the American monopoly press seldom tell us what is necessary to know to understand all this.

Here are some items, to be dealt with in this series, that the pressfakers do not tell US, the common people of the United States:

When the Korean War ended, 1953, the U.S. made a peace accord, of sorts, with North Korea. There were no surrender terms, however, apparently with mainland China which had intervened in that war. The Red Chinese Secret Police, one of the most accomplished in the world, had a score to settle with the United States. After all, the Beijing government was disgruntled in that the U.S. Military, supposedly acting for the U.N., under Gen. Douglas MacArthur, had caused Red China to intervene in the war. How? MacArthur ordered U.S. troops to continue their penetration of North Korea all the way to the Yalu River, the North Korea/Red China boundary line.

The result: waves and waves of Red Chinese troops, in the dead of winter, attacked U.S. troops. There were heavy casualties on both sides. Young Americans, ordered into this, froze to death. Those that survived remember the cold horror all the days of their lives. Some like MacArthur wanted to retaliate with massive force, such as nuclear bombs. Setting off a backlash and a furor, President Harry S Truman recalled Gen.MacArthur who was greeted in America with huge ticker tape parades.

Some of what happened thereafter was more or less concealed for most of the balance of the 20th Century. How and what happened requires a short lesson in seldom discussed past events.

The Chinese Secret Police have a long history, going back to 550 B.C. They have always been highly skilled at their work. By the 20th Century they were called Te-Wu and they use a clandestine dialect almost impossible even for professionals to get into and understand. How could the American CIA and FBI---the Secret Police and Counter-Intelligence of the U.S.---deal with such a situation? With only one exception, there have been no defectors to the West from the Red Chinese Secret Police.

The American Secret Political Police either were stymied by all this or did not want to deal with it at all. Certainly not effectively.

Half-heartedly, the American CIA used U.S. espionage experts left over from World War Two. Those who left the CIA predecessor group, OSS, and were supposedly out of service. Quietly, the then-young CIA asked these spy-chasers supposedly to track Te-Wu here. By 1956, the Red Chinese Secret Police launched a massive effort to infiltrate the U.S. and to punish Americans ON THEIR OWN SOIL.

To counter this, only a small number of American spooks were used. And they were not well encouraged or respected by the CIA bosses. The CIA's rationale: the Korean War was OVER, leave well enough alone. The team of trackers were puzzled and startled by what they were finding out. What were the Red Chinese doing here? They were suspected of strange bombings and murders---an on-going campaign to punish the U.S. on their OWN SOIL for causing Red China to intervene in the Korean War and suffer huge casualties.

With the coming of Chairman Mao, a wave of young, clever Chinese supposedly ran away to the U.S. They were ordered to penetrate. Many were from families that became wealthy in the dope traffic through major cities like Shanghai. To counter the dopers, Chairman Mao did not bother with legalities. He claimed the ruling families and their crimes were already too well known. Pictures ended up in Western magazines, of the Chinese financial elite, being publicly executed, shot in the head. What Courts there may have been in China, were not going to be clogged up with the purported defense arguments of long-known and tolerated criminals.

Those that left Shanghai and other major cities retained their family ownership jointly with the British Monarchy in the Hong Kong & SHANGHAI Bank. An interview I once taped with the Chicago branch manager of that Bank had the manager admitting his bank had, in the past, financed the dope trade. Funny thing, the bank branch was located inside the lobby of the building then housing the Chicago Bar Association. I always presumed the U.S. bench and the bar welcomed the fees, profits, and bribes to themselves from the dope traffic.

I find it no coincidence that the Hong Kong & Shanghai Bank later merged with the Marine Midland Bank of Buffalo, New York, run by the Jabobs family reportedly close to criminal interests. [See the details in my series on Greenspan and Bush.]

The Chinese elite, having escaped the coming of Chairman Mao, studied at high-class, rich man's universities and became scientists and super-duper laboratory technicians, and university professors. They infiltrated U.S. technology. About 350 or more were in the U.S. for the Te-Wu, as purported diplomats, some of the highest number of such on American soil.

What happened with their reportedly ill-gotten fortunes? Huge funds were quietly parked in various U.S. banks. Some merged their interests with U.S. multi-nationals, such as Boise Cascade, that retained the documents, later used, to claim ownership of assets seized by Chairman Mao. At some point, the Chinese elite also merged their interests with the Chinese Secret Police. You could not tell which was which. Were some double-agents?

Since the Red Chinese seemed to pose no further military threat from 1953 on, to the U.S., the American CIA simply did nothing but have their small team of "retired" spies track Te-Wu. One thing that made the CIA in later years hesitate was that the Chinese were age-old enemies of Viet Nam, and were a power play in THAT war. Some forget that following the end of the Viet Nam War, in 1975, for about three months, there was a war between China and Viet Nam. The weapons for the Viet Namese during the war up to 1975, came principally from the Soviets.

So, for decades after 1953, the CIA and FBI compiled the reports of the small team of trackers of Te-Wu but did nothing. The team searched out independent-minded journalists and confided what was going on. There was substantial reason to believe that the American CIA covered up the true source of the bombing in 1970 of the Army Math Center, in Madison, Wisconsin. Located on the campus of the University there, the Math Center, strange as it may seem, was sharing data with, at the time, a sworn enemy of the U.S., the Soviets. Further, the Math Center was running the Viet Nam war with computer models. And what were those models? They learned a lot from street narco-terrorist gangs on Chicago's South Side. The gangs would cow and subdue neighborhoods with a variety of horrors. Such as shooting somebody they did not like, in broad daylight, in the middle of a main street, as the target got off a bus. Those not knowing what was going on, were puzzled why the police never investigated or interfered with these terror executions. To no avail, however, some in the Chicago police tried to complain to their bosses, that they suspected the CIA, through foundation fronts, were financing these terrorist events. Those in what was once called the Gang Intelligence Unit of the Chicago Police who spoke out, were told by the police brass, to "shut up" or be suspended for a while without pay. The would-be whistle-blowers confided in independent-minded journalists and commentators.

The street gang terrorists were studied by experts of the Army Math Center as to what methods were successful in controlling neighborhoods. By example, these methods were applied, through the computer models, to controlling and subduing hamlets in Viet Nam.

The Red Chinese Secret Police, operating on U.S. soil with apparent impunity, by connivance, bombed the Army Math Center. And the American CIA and the FBI, to avoid friction with China, blamed it on a lone bomber, an anti-war activist. Later, when the dissident was "caught", his trial was carefully controlled and orchestrated. The role of the Red Chinese Secret Police was NEVER revealed by the monopoly press. Although some reporters attending the trial were puzzled by what was going on, nothing showed up in their reports, on the air, in print, nothing.

Over a period of decades, the "retired" spooks, virtually ignored by their "supervisors" in the American CIA, shared their reports with independent-minded commentators who became knowledgeable about what was being covered up to promote "international relations". They thought: Why keep such reports and notes secret when the FBI and the CIA don't give a damn to really know and do anything about such violence on U.S. soil by foreign operatives.

---How They Penetrated the Markets in Chicago---To understand the details of this series, you need to have a virtual encyclopedic knowledge of several related subjects. A short lesson on what you need to know:

[1] Primary research and investigation. I do not know if anyone has really ever written on what that term really means. Some author highly detailed stories that are followed by numerous chapter notes referring to SOMEONE ELSE'S magazine article or book followed by chapter notes, if any. So, when the article is finished, you are relying on third and fourth hand data which may or may not be true.

We rely on first hand sources. In over 40 years our group has compiled some one million documents, confidential reports, tapes, pictures, and such. Some we can safely post on Internet and elsewhere. Some not. So, from all this, what we on our own have corroborated, we put into our reports. We never, never divulge sources. We do not want to find out our sources are found dead, floating in the canal, or just now mysteriously fell off a building to their death, or that their airplane blew up in the air.

As the head of our group and spokesman, I have been put in jail over the decades some eight times. NOT FOR COMMITTING CRIMES, but for contempt of court, for refusing to divulge sources.

[2] Our work, thus obtained, has led to several dozen judges going to prison for bribery. And the removal or jailing of other corrupt high-level public officials. The results are what counts, not how many footnotes we have quoting someone else's footnotes. Yet, uninformed critics often hollar at us, "Where are you documents, Sherman?" They probably never themselves produced results. And have never, like us, obtained details, directly from those who know but whose identity cannot be revealed.

[3] You have to understand the banking system. We do. What money laundering is, and how public officials are under a malign, if not corrupt influence, by bribery and such, not in an alley at night, but in a bank by daylight.

Several terms before Clinton was Arkansas Governor, the Governor was Winthrop Rockefeller, part of a family that has long owned and operated Arkansas, a sizeable state with a small population. If there ever were "documents" linking William Rockefeller Clinton directly to the Rockefellers, such records have long since been destroyed. The Rockefellers are not stupid, leaving footprints for fools to discover. We have strong reasons to believe the person using the name "Clinton" is an illegitimate great grandson of old John D. Rockefeller, founder of the infamous monopoly called Standard Oil, broken up by Court order 1911 and in later years, corruptly re-combined.

In Chicago, a bank formed at the time of the American Civil War was called First National Bank of Chicago. Now called Bank One. Who knows, by the time you read this, the name will be changed again to confuse people. For many years it has been a Rockefeller bank.

Starting at least in the 1980s, and even earlier, this Rockefeller bank loaned billions to the Red Chinese on the promise of repayment in gold from China's western provinces. But, gold mine "inspectors" were never permitted. So, China was permitted instead to repay by flooding the U.S. with dope, with impunity, through Chicago. The highly crooked Drug Enforcement Administration has been all along willfully blind.

The resulting huge money river enabled China, with the connivance of their partners/patrons, the Rockefellers, to penetrate the markets in Chicago: principally the Chicago Board of Trade, and to an extent as well, the Chicago Mercantile Exchange, the Chicago Board Options Exchange, and the Midwest Stock Exchange [since a scandal in 1991, renamed Chicago Stock Exchange].

Brokerage and trading firms and their people are supposed to do "due diligence". They are required to find out who their customers are. But, in Chicago, more than one such firm really does not know, OR WANT TO KNOW, who their Red Chinese customers are. It is well accepted, however, that the Red Chinese and their multitude of "spooks" have an armlock on the markets in the Windy City.

For many years, Chairman of the Chicago Mercantile Exchange, was Leo Melamed, more recently, Chairman Emeritus. He reportedly grew up in the Orient and understands and/or speaks Chinese. Have the reporters who have interviewed him over the years, ever asked HIM about his reported role in promoting the Red Chinese Secret Police and their domination of the Chicago markets? When, if ever, does the financial press even mention the Red Chinese and the Chicago markets, the prices of items by them referred to worldwide? For a hundred and fifty years the Rothschilds have controlled the Chicago Board of Trade, later joined by the Irish Catholic aristocracy. Do we all understand that the Rothschilds are interwoven with the Vatican? In a simplistic explanation, the world is divided between the Rothschilds and the Rockefellers. At the annual super-secret Bilderberg Group meetings, each year in a different country, the Rockefellers and the Rothschilds, although age-old competitors and "enemies", sit together. Business is business.

On behalf of espionage interests, interwoven with the Rockefellers, Rahm Emanuel helped propel William Rockefeller Clinton into high office. In earlier stories, on my website, I wrote how 3 million dollars was siphoned off a secret federal agency 50 million dollar fund used to keep Bill and Hillary Clinton from being federal criminally prosecuted for bank embezzlement. The 3 million dollars put into the hands of Rahm Emanuel jump-started Clinton's 1992 campaign for President.

[The 1992 presidential election was a fraud. Clinton ran against his mentor/buddy, George Herbert Walker Bush, former head of America's secret political police, the CIA, which created "Clinton". Bush/Clinton agreed never to really attack each other. No "October Surprise" and Iran-Contra revelations against Bush. No criminality, rape, and such against Clinton.]

Clinton was created by, and is owned and operated by, the Rockefellers and their business partners, the Red Chinese Secret Police. And the Rockefellers use the American CIA worldwide as a private security army to protect the Rockefellers' oil interests. The huge dope money, proceeds of the Red Chinese dope into the U.S. via Chicago, is disguised as soybean and other commodity and currency trading.

Brokers are supposed to aid in enforcing the U.S. Treasury regulations requiring detailing the origin of cash in excess of ten thousand dollars. Among brokers, it is generally not enforced and the top-level corruption of the Chicago IRS keeps it that way. So, the Red Chinese with the aid of their secret political police are able to funnel billions from dirty business coming out looking like soybean and foreign currency deals in Chicago.

An instrumenal reputed player/facilitator in all this has been Rahm Emanuel and his gang. On a local PBS TV outlet show in Chicago, Rahm bragged how as Clinton White House Senior Advisor he had a desk closest to the Oval Office. The TV cameras were allowed right into the White House to show this. In effect, Rahm is reportedly the Deputy Chief, for North America, of Israel's secret police, The Mossad. Rahm is permitted to have dual citizenship. During the Persian Gulf War, he went to Israel to serve in their armed forces, reportedly in an espionage capacity.

And Rahm Emanuel apparently has two faces. He supposedly has been a Clinton administration loyalist. BUT, at the same time, he reportedly controlled and directed the Israel/Red Chinese secret police circle that manipulated Clinton on sexual scandals, diverting our attention from the oil fraud and similar important matters.

Rahm's gang ostensibly included Monica Lewinsky, whose parents for years were reportedly assets of The Mossad. Clinton/Rahm Emanuel sent Monica to the Pentagon to sniff out what Admirals and Generals were planning a coup against Clinton. In the process, she got pregnant and had an abortion. Included apparently in the circle is Linda Tripp who previously was a covert operative of the Delta Forces, one of the few women in that capacity.

There was a stand-off between Clinton and supposed "Independent" Counsel Kenneth W. Starr. They are both master blackmailers against each other. Result: Starr's work dribbled down, no treason, just sex and Monica. Starr had as a PRIVATE law client Wang Jun, the reputed head of the Red Chinese Secret Police. Starr is also reportedly the UNREGISTERED foreign lobbyist of the Red Chinese government. From time to time, Wang Jun visited Clinton in the White House. Clinton reportedly gave him U.S. industrial, financial, and MILITARY secrets. To a sworn enemy of the United States. Knowing about this was White House intern Mary Caitrin Mahoney. She was silenced, July, 1997, when a foreign intelligence team murdered her in a Starbucks Coffee Shop right in the District of Columbia.

So who was going to arrest who? Starr arrested by Clinton's Justice Department? Or Starr to have arrested and prosecuted Clinton for treason with Starr's private law client, Wang Jun, being the common factor?

Bill and Hillary's crony/pal, Vincent W. Foster, Jr., understood about the Red Chinese money laundered through the Chicago markets and going, in part, to be parked offshore for Bill. That is one reason another intelligence team murdered Foster. [See my website stories about Greenspan-Bush, Part Three.]

After being Clinton White House Senior Advisor, on and off for six years, Rahm Emanuel became a bigshot with the Chicago office of Wasserstein & Perella, New York-based so-called "investment bankers" purportedly for the Red Chinese and their secret police. Through that firm, Rahm has reportedly been able to promote the agenda of China's Gestapo operating on U.S. soil. And Rahm with the financial "muscle" of the Chinese spy machine has reportedly been able to dominate various other brokers, facilitating the money laundering of illicit funds.

Keeping tabs on all this with his own spy shop, Chicago Mayor Richard M. Daley reportedly ordered the Irish Catholic aristocracy that manages the Chicago Board of Trade for the Rothschilds: "Get those Red Chinese 'spooks' out of there!" Result: soon thereafter on April Fool's Day, 2000, Richie Daley had a bout of hypertension that put him in Northwestern Memorial Hospital. Was it an accident or did someone send the Mayor a message?

The pressfakers have yet to run stories about the open secret, how the Red Chinese Secret Police have an armlock on the Chicago markets. And how the federal regulators, the Commodity Futures Trading Commission [(312)353-5990], at their Chicago headquarters are corruptly willfully blind. CFTC reportedly allows "due diligence" provisions to be violated by various brokers to conceal illicit trading arranged by the Red Chinese and their Gestapo.

Long owned jointly by the Vatican, the Jesuits, and the Rothschilds, Bank of America took over another Vatican-owned money ship, Continental Bank of Chicago. For decades, Continental has been the depository and transaction point for the Chicago markets. And Bank of America is a major player in foreign currency trading. B of A plays a key role in concealing the Red Chinese illicit river of money flowing through Chicago.

On some levels of business, the Rothschilds and the Rockefellers do get along. Chicago is also reportedly the center of buying and selling of human body parts harvested from Red Chinese political prisoners. Those with the wrong politics in Red China are put in jail. [About 2 per cent of Americans in jail here are in the same fix.] If they are in good health and an order comes in from America for a human heart, liver, kidneys, to be transplanted through Rockefellers' hospitals---Well, the Red Chinese suddenly condemn the prisoner to death and behead him. [Shooting such prisoners would most likely injure the body parts.] More about this in a later part of this series.

Two key judges on the Federal Appeals Court in Chicago have reportedly been supervising Rockfeller's University of Chicago stock portfolio of over a Billion Dollars, including huge investments in Red China. That is 7th Circuit Chief Judge Richard A. Posner [(312) 435-5806] and his shadow/sidekick, 7th Circuit Judge Frank H. Easterbrook [(312) 435-5808]. Both were once law professors at Rockefeller's University of Chicago Law School. [So you did not know the Rockefellers founded and run this University? Waiting for the New York Times to tell you?] On my website, see my story about Posner the major crook, for a while negotiator in the Microsoft case.

With the assistance of my TV Show associate, Joseph Andreuccetti, I did several programs pointing out the high-level corruption and judicial perjuries of Posner/Easterbrook. Chief Judge Posner inflicted a reprisal on us: he ordered that we be barred from all the federal courts in the Midwest. [Do not waste my time explaining my constitutional rights. At the hands of crooked judges, our rights are cancelled. And the multi-multi-millionaires on the U.S. Supreme Court refused us a remedy.]

Little-known, the French Secret Political Police has a crack team in Chicago. They intensely track both the Mossad, and the Red Chinese Secret Police, and the huge illicit funds washed through the markets in Chicago. The French are moreover upset that Israel and Red China share nuclear and electronic weaponry secrets to the detriment of the French who would like to target their missiles on both nations.

Heaven, in its Judgment, has cursed us, the common people of America, with a traitor-infested central government, with an evil and fraudulent banking system,with a mendacious press, and with a venal and corrupt judiciary condoned by rapacious and cowardly lawyers. Thus, some say our Constitution is deservedly dead since, in our name, innocent folk on foreign shores are butchered and bombed. We ordinary Americans, if loudmouthed ---Are we quickly approaching the time when foreign secret police on U.S. soil, with impunity, will knock at our door in the dark of night and take us away, who knows, to a world government concentration camp? And will we be the most well-informed inmates of why and how we are there, inside the barbed wire?

Tell me if you can: WHAT IS THE REASON, NONE DARE CALL THIS TREASON?

The Human Body Parts Business and the Rockefeller Hospitals

Eating lunch one day in a well-known south-east side restaurant in Chicago was the State Senator representing the Hyde Park district. After he finished eating, since he knew of me, and I was at the next table, he allowed me to interview him with my tiny tape recorder.

I asked him a few routine question. And then I asked, "How did you come to represent Rockefeller's University of Chicago?" (which is the dominant force in Hyde Park). "Rockefeller's University of Chicago?" he asked, puzzled, like I was just bringing up an unfounded rumor. To try to undercut my question, he added "I own six acres of land in Texas. So far as I know, oil has not been discovered there."

In its simplest form, censorship is never bringing up routine facts when they are pertinent. Or denying known facts. On land they supposedly owned, the Rockefellers founded the University of Chicago sometimes before the 20th Century. [Some claim the land was actually stolen by them. Considering their history, that would not be unusual. The Rockefeller fortune was founded on murders and bombings. To begin to understand, read the series of books from early in the 20th Century by Ida Tarbell.] With their ancient look, the gothic buildings on the University of Chicago campus include a group of hospitals. These stone fortresses seem to represent a hardened view of the world. [In more recent years, some modern looking buildings were added.] An example, is one such place with an almost unknown history. It is called the Home for Destitute Crippled Children. In the 1930s, a well-known orthopedic surgeon there took time off to visit Nazi Germany. He came back, pro-Hitler, and refused to administer the only Jewish child in the hospital.

In the 1980s, on campus was a seminar on Germany and World War Two. I asked a question about the pro-Hitler past of the University and their hospitals. A seminar participant, Milt Rosenberg, demanded I turn off my tape recorder and that my question not be answered. [A forbidden subject: Rosenberg reportedly speaks for the Jewish aristocracy, not the common people, that favored Hitler.] With an intelligence agency background, Rosenberg has for many years conducted a talk show on the Chicago Tribune-owned WGN Radio. His Tribune bosses in the past were very pro-Nazi.

Is it still a secret that after World War Two, the newly-created American CIA brought Nazi war criminals to America to the University of Chicago, to supposedly promote "science"? Documents showing this are in the on-campus Regenstein Library, Rare Books Collection. Not supposed to be copied but we did copy them. Also see: "Project Paperclip" by Clarence Lasby.

A heavily-documented book spells out the details of the Rockefellers collaborating with the Nazis: "Trading With the Enemy-The Nazi-American Money Plot 1933-1949" by Charles Higham, Barnes and Noble Books, N.Y., re-issued 1995.

The Rockefeller family did business with the Nazis all during World War Two, to the detriment of the common Americans who fought and died in the conflict. When the U.S. was sucked into the war, the Rockefellers'Standard Oil of New Jersey refused to participate in the manufacture of synthetic rubber tires for the U.S. war effort. They had a deal with the German petro-chemical octopus, I.G. Farben, to split patents and royalties. War or no war, Standard Oil was not going to counter the secretive deals. Few ordinary Americans knew of this treasonous arrangement. Some still do not know.

So, by the 21st Century, the press seldom mention the Rockefellers linked to the Unversity of Chicago and their hospitals and such. A rare example, however: "The University of Chicago wants to break the contract it made with John D. Rockefeller, Jr. to operate the International House so that it can turn the property over to its profit-making business school, students and their supporters charged in a class-action lawsuit filed Tuesday in Cook County Circuit Court....In 1930, John D. Rockefeller, Jr. agreed to donate the land on which International House is located." Chicago Sun-Times, 4/12/2000. [You will read about that newspaper and the Red Chinese Secret Police in a further part of this series.]

Over a period of years, the Rockefeller's University of Chicago hospitals became major advertisers in the local newspapers, on local radio and TV. So no paid reporters who valued their jobs would ever write negatives about the Rockefellers and submit it to their editors.

By the 1970s, the Rockefeller-owned First National Bank of Chicago began to loan billions of dollars to Red China. Nixon as President paved the way for this. [You can thus understand why, after Nixon resigned in 1974, he was given a townhouse to live in Manhattan, wall-to-wall with David Rockefeller.] Also paving the way was George Herbert Walker Bush, who aided the Red Chinese Secret Police operations in the U.S., when Bush was head of America's secret political police. And he continued, when he was Envoy to Red China in the late 1970s.

The Red Chinese promised to pay back the loans with gold supposedly from their western provinces. BUT: they never allowed westerners to inspect these "gold mines". Among the ways the Red Chinese paid back the Rockefellers was flooding dope, from Southwest China into the U.S. via Chicago. Their dope is referred to by law enforcement as "China White". The Rockefeller-dominated press seldom, if ever, discuss thus. Instead they bombard us with talk about dope from Mexico and Colombia.

As I have written, the proceeds from dope and other such contraband is laundered, disguised as "soybean" and "foreign currency" deals on the Chicago markets: The Chicago Board of Trade, the Chicago Mercantile Exchange, the Chicago Board Options Exchange, and the Chicago Stock Exchange. The highly corrupt U.S. Drug Enforcement Administration is willfully blind to "China White". And as we have said, Rockefeller agent, James "Big Jim" Thompson, former Illinois governor, is reportedly instrumental in the dope traffic arrangements worldwide. Another form of business with Red China, supervised by their secret police there and in the United States, is the human organ business. Human body parts are bought and sold like parts for a car.

On January 9, 2000, a story in the South China Sunday Morning Post tried to blunt the impact of this, by implying that the Red Chinese harvest human organs from their political prisoners for USE ONLY IN CHINA. They said a Southern Chinese hospital is selling livers from executed prisoners to wealthy Asian transplant patients. Undercover reporters were urged to book a liver from a "good young" prisoner during the then current spate of mass executions that precedes the Chinese New Year.

"Our experience tells us that there are many organs before the Lunar New Year", a doctor from the Sun Yat Sen University Hospital in Guangzhou told the newspaper. "If you miss this chance, you may have to wait until Labour Day".

China has always insisted that donations are voluntary. But doctors from the hospital told the newspaper that consent was not required for criminals and most organs came from executed prisoners. The hospital, which subsequently denied the doctors' comments, charges about 20 thousand pounds for a liver transplant. [Cheap by Chicago standards.] Rockefeller's University of Chicago Hospitals are the largest so-called "transplant center" for human body parts in Illinois, if not the entire U.S.

" 'Thirty percent of liver transplant patients are from out of state, and about one-third more of kidney and pancreas transplant (patients) are from out of state,' says Dr. Michael Millis, head of the liver transplant program at University of Chicago Hospitals. 'We should have an expanded donor pool to draw from.' U. of C. performs more transplants than any other hospital in the state. In 1998, it performed 288 procedures, or more than 22% of all transplants in Illinois, including 78 liver transplants, according to the Illinois Health Care Containment Council." Crain's Chicago Business, 3/13/2000.

The newspaper pointed out that "a liver transplant averages $241,000".

Rockefellers' hospitals are reportedly a center for the human body parts from Red China, supervised by the Red Chinese Secret Police IN THE UNITED STATES. The whole procedure is highly clandestine. One cannot expect the Rockefellers and their hospitals, cozy with the press-fakers, will ever admit this. If ever forced to answer, which is doubtful, they will certainly vigorously deny this.

[An example of denial: I interviewed on tape an official of the Rockefeller's University of Chicago Hospitals Public Relations, regarding Gulf War Syndrome. He said there is no such thing and that a doctor on their staff had been a key person on a semi-government group that came to the same conclusion. I told him that sources at their hospitals contend that some doctors and nurses themselves have somehow reportedly contracted this "Gulf War Syndrome" and are severely ill if not dying. In so many words, he said it is all in their mind. And the hospitals only treat the matter as different forms of ailments, he said. So if the medical people themselves are sick with this "imaginary" syndrome and are severely ill or dying, somebody should say, "Get up out of your bed, Doctor, it is all in your imagination. And if your wife has given birth to mis-formed children, or your children are themselves sick with the same syndrome, or your dogs or cats---it is all in their imagination, doctor."]

How does the transplant business reportedly work? Young, healthy political dissidents in Red China are put in jail. [Funny thing, about 3 per cent of those in U.S. jails are likewise political dissidents that some believe were framed up. In some parts of the U.S., the jail population has ballooned by 700 per cent in 30 years.Note the Clinton/Arkansas scandal of selling prisoners HiV-tainted blood to Canada, resulting in a number of deaths.]

Here is how orders for human body parts are filled from the prison/warehouse in Red China. So they are informed that there is an order for a human heart, kidney, lung, liver, pancreas, and such in Chicago. The Red Chinese political prisoners are condemned to death on a human-organ-when-needed basis. The doomed prisoners are not shot but beheaded. That way, their organs are not damaged. Then the parts are packed and quickly shipped to Chicago. Those in the shipment business usually do not ask questions. [Remember the stories of airplanes bringing into the U.S. containers marked "medical items" from Central America, which actually contained cocaine. A favorite trick of the secret police, such as the American CIA.]

And the authorities at the airports and other shipping points are willfully blind. Like the corrupt DEA top officials, they do not know about or see "China White" flooding into the U.S. via Chicago. Or human body parts reportedly headed for the Rockefeller Hospitals.

And where does some of the money from the "transplant business" go, supervised by the Red Chinese Secret Police? Some is washed through the Chicago markets, like dope proceeds, disguised as something else, such as "soybean" or "foreign exchange" trading. Some ends up in Rockefeller's University of Chicago billion dollar stock portfolio, which includes huge investments in Red China. And who reportedly supervises that? Why, two Rockefeller cronies, formerly law professors at the University of Chicago Law School: 7th Circuit U.S. Court of Appeals Chief Judge Richard A. Posner [(312)435-5806] and his court shadow/sidekick, 7th Circuit U.S. Court of Appeals Judge Frank H. Easterbrook [(312) 435-5808].

Because I and a TV assistant of mine, Joseph Andreuccetti, have pointed out these things about the two federal appeals judges, on behalf of the Rockefellers, the two Judges have ordered that we are BARRED from all the federal courts in Illinois, Wisconsin, and Indiana. [Do not waste my time explaining to us our First Amendment rights which have thus been cancelled. And the multi-multi-millionaires, owned by the Rockefellers, on the U.S. Supreme Court have refused us a remedy.]

The French secret police have a crack team in Chicago watching all this for themselves. They have their own beef with the Red Chinese secret police.

To confuse matters and divert attention from what is really going on, the Clinton White House has been picking a bone with some members of Congress. Regarding who gets first choice of human organs. That whole issue evades the secret importing of human organs from Red China. The first choice goes to the one who pays the price, not the one most in need. The ultra-rich, when they need a transplant, they ask no questions and are not interested in how the Red Chinese Secret Police arrange to have political dissidents beheaded, the body parts shipped to Chicago, and some of the proceeds laundered in Chicago.

Among the "liars and whores of the press", are key people in a position to know but are silent. Do not waste my time that I should talk to the Chicago Tribune or the New York Times, or any of the pressfakers. This has to be a public issue, without submitting it to be approved by the monopoly press.

"WAL-MART and the RED CHINESE SECRET POLICE, Part One"

To understand Wal-Mart, you have to have a handle on Arkansas. And to figure out Arkansas, you have to be knowledgeable about the Rockefellers. And to fathom the Red Chinese Secret Police, you have to know a lot about the richest family in the world.

To begin. The Rockefellers like to own and operate entire states with a sizeable geography, good natural assets, and a relatively small population. That way, if need be, to win a so-called "election", they could more or less find it cheap to buy all the votes they may need to install their people. West Virginia is such a state. Like an ancient Colossus of Rhodes, astride the entrance to a harbor, the Rockefellers have a foot on both sides. On occasion, they pretend to be Democrats. Other times, as Republicans. They have installed as U.S. Senator (W.Va., D.) John D. Rockefeller 4th, great grandson of John D. Rockefeller, founder of the bloody and infamous Standard Oil Trust. Broken up by a U.S. Supreme Court decree in 1911, the Standard Oil Trust, changing its name slightly to fool novices, is back together again.

Historically, Standard Oil would bomb their own obsolete plants, to blame onto a competitor, thereby gaining public support and strangling competition. [Ida Tarbell wrote early in the 20th Century detailed accounts of Rockefeller crimes.]

As U.S. Senator he calls himself Jay to be cute. His wife, Sharon Percy Rockefeller, has a key position in so-called "public" broadcasting. Consequently, we call it National Petroleum Radio. NPR and PBS would never finger the Rockefellers and Big Oil. [Happily, she has no sayso whatever in local public access Cable TV, where we operate an opposition to the monopoly press.]

We have determined to our satisfaction, by confronting them, that Chicago-based Harris Bank reportedly has dozens and dozens of secret joint accounts of the Percy/Rockefeller Family with so-called "terrorist" Osama bin Laden, tied together through Mid-East construction contracts. Ha! Ha! The oil-soaked White House says they would like to freeze bin Laden's bank accounts if they can find them. Really?

Another Rockefeller owned and operated state is Arkansas. Sizeable land, small population. You cannot be so much as a successful dog-catcher there without the blessings of the Rockefellers. Several terms before Clinton, Winthrop Rockefeller was Governor. Our interviews with middle-level members of the Rockefeller Family convinces us his proper name should be WILLIAM ROCKEFELLER CLINTON. We feel certain, from all we know, that Sludge Willy is the illegitimate great grandson of the unsmiling Rockefeller patriarch.

The Rockefellers are not naive plutocrats. If there ever were ANY documents proving that Winthrop Rockefeller fathered five illegitimate children around the nation including the person who calls himself "Bill Clinton", those records, if any, have long since been destroyed.

So please, like some ninny, do not heckle us with "Where are your documents?" Until the Rockefellers are ready to throw away Bill and Hillary as no longer useful, they are untouchable. At the Senate Clinton Impeachment trial, the U.S. Senators certainly understood all this. [As an example, is it necessary for us to point out that the so-called "Watergate Affair" was touched off without a single document?]

It is surprising how some people look at a backward state like Arkansas, and yet do not wonder about the so-called great fortunes headquartered there. Tyson Chickens. Wal-Mart Stores, Inc. and all their subsidiaries, and J.B. Hunt Transport Services, Inc.

The U.S. Drug Enforcement Administration, DEA, reportedly has undercover agent reports how Tyson, in the past, has been partly financed by dope trafficking. Cynics point to Puerto Rico where Tyson supposedly got some of their chickens. Was contraband tucked into some of the birds who were so old, wags claimed these chickens were eligible for Social Security pensions? Tyson has supposedly offered their chicken preparation expertise to Red China. Really? The Chinese have been handling chickens for centuries. Do they REALLY need consulting with Tyson? Need we point out, that Southwest China, where Tyson may have visited, are producers of "China White" dope, a major export to the U.S., much, often via Chicago.

Starting about the late 1970s, the Rockefeller banks, such as the First National of Chicago, now to confuse people re-named Bank One, began loaning billions and billions of dollars to mainland China. The promise was that Red China would pay back with gold from their western provinces. BUT, China did not allow in any inspectors to determiine if there is that much gold there to be used to re-pay the loans. Instead, China has been allowed to pay back with "China White" flooding into the U.S. All the while the pressfakers keep falsely saying that most of the dope is coming from Colombia.

The American CIA, after all, are the security force worldwide protecting the assets and oilfields of the Rockefellers. So it should come as no surprise that ethnic Chinese, the Riady Family, suddenly got big in Arkansas. A money laundry vehicle has been Stephen & Co., the Rockefeller-linked bond house, second only to Wall Street, headquartered in Little Rock.

In the 1980s, the CIA was shipping through the southern states, guns to Central America, and return trips of dope. Some originating in Colombia and a few other places. It was centered around a small community in western Arkansas, Mena, and the Mena Airport. The Riadys bought the tiny First National Bank of Mena reportedly as a laundry vehicle to the Chicago markets. You can understand how profound the corruption is. Instrumental in the past in covering up this massive dope smuggling has been Asa Hutchinson. Get this. He has been recently named head of the DEA.

Wal-Mart and J.B. Hunt Transport Services. Where did the funding come from in the 1980s, for them to get so big? If you think they spread out simply because they are clever, then you are a firm believer in fairy tales. In simple terms, the backward state of Arkansas, controlled by the Rockefellers, with Rockefeller-agent calling himself "Bill Clinton" (or whatever his real name is), became the shuttle point for the Red Chinese in America.

When it comes to "evidence", you have to recognize that circumstantial proof can be as powerful as paper records. How about those in murder cases sentenced to the death penalty, not by way of eyewitnesses, but only circumstantial proof, not "documents".

In its simplest terms, Wal-Mart is a front for the Rockefellers and the Red Chinese Secret Police. Do not the top honchos at Wal-Mart know that their cheap prices are based on production by Chinese slave labor, in camps and factories operated by the Secret Police? By the way, there has been a movement in the U.S. to pay reparations to the descendents of American slavery. Will there some day be a similar movement in mainland China, to compensate the families and descendents of slave laborers?

Items that other stores sell for twenty dollars are sold by Wal-Mart for ten dollars. And Wal-Mart reportedly pays only twenty cents for the item made by slave labor. There is very little about the period of the 1980s as to Wal-Mart, when the Rockefellers were installing the Chinese in Arkansas and in American business. Who was noticing when the Rockefellers were playing their China card?

Who is a major transporter for Wal-Mart and got likewise big in the 1980s? Why, J.B. Hunt Transport Services, Inc., now headquartered in Lowell, Arkansas. Some of J.B. Hunt's drivers have confirmed to us, off the record, because they do not wish to jeopardize their good jobs (1) that reportedly they have reason to believe on occasion they are transporting contraband, believed by them to be narcotics and (2) that state authorities, such as in Illinois, know J.B. Hunt trucks are untouchable, not to be stopped for searching such as for contraband, or suspected overloading, or any other trucking or other violations. In Illinois, the trucks are headed for a J.B. Hunt terminal in a Chicago suburb.

On their own website, www.jbhunt.com, here is how they describe their founder Johnnie Bryan Hunt, "J.B. Hunt embodies the American rags-to-riches FABLE in its most engaging personification. A living example of the AMERICAN DREAM fulfilled. He guided his billion-dollar trucking empire with the same enthusiasm and raw fortitude from which it began. But the young Hunt was an unlikely candidate for financial success of such magnitude." (Emphasis added.) [At this point is where the Rockefeller violins start playing.] "Born in 1927 to a family of sharecroppers, Hunt grew up working the cotton fields of north-central and eastern Arkansas."

We think the term FABLE is well-chosen as is the myth promoted by the monopoly press of "American Dream". On their website is the purported "History" of J.B. Hunt Transport Services, Inc. They tell us little about how they got big in the 1980s, at the time the Rockefellers were setting up Arkansas as a Red Chinese outpost in America. And at a time when the Red Chinese Secret Police got bigger and bigger in the U.S. using their front, Wal-Mart Stores, Inc., and its various units.

A few years ago, some local TV stations heckled Wal-Mart with small-time criticisms. Why? Well, Wal-Mart did not advertise much on local TV, so one way of jacking them up, is to start raising small questions about them. Wal-Mart got the message. Now that Wal-Mart advertises on TV more heavily than in the past, you can bet that stories like this one are totally unacceptable to the liars and whores of the press.

To understand the picture that Wal-Mart and other "big dealers" headquartered in Arkansas fit into, you have to study the extensive stories on our website about "THE RED CHINESE SECRET POLICE IN THE UNITED STATES". As we have stated, the Red Chinese Secret Police, since shortly after the Korean War, have been allowed, with impunity, to create murder and mayhem, on U.S. soil.

In April, 2001, a U.S. surveillance plane was forced down in an incident near mainland China. They held those from the plane hostage. For a while, some savvy sorts who know of Wal-Mart's tie to Red China and slave labor there, started a boycott of Wal-Mart stores. The monopoly press reported little if anything about this.

Why are so many Americans generally so BLANK when it comes to understanding the origins of the supposed fortunes like Wal-Mart? Many grow up knowing only what they are taught from the Establishment's propaganda school textbooks. And from what they see and hear on the mass media. Seldom is mentioned documented studies, such as Gustavus Myers "History of the Great American Fortunes", showing they were founded by the most rotten criminals who were never prosecuted and jailed as they should have been. His other heavily-documented book "History of the Supreme Court" shows our legal system, at the highest level, has been riddled with crime-committing judges. Such as the so-called renowned Chief Justice John Marshall from early in the 19th Century. His gold-framed portrait hangs in many law schools. In Chicago, a law school is named for him. Yet, as Myers documents, Chief Justice Marshall covered up on America's highest tribunal , the U.S. Supreme Court, where he presided, massive land frauds INVOLVING HIS OWN FAMILY.

Another important book is "The Corrupt Judge" by Joseph Borkin, showing how important judges were corrupted primarily in patent cases. The press whores are not about to have these books reprinted and promoted as best-sellers. You would be fortunate if you could on some dusty shelf of a public library find even one copy.

The Final War and
the Dark Millennium

The Future of Warfare — The Economist (8 March 1997) — delves into the subject of hi-tech warfare, of which Desert Storm, we are told, was but a primitive prototype. The most advanced elements are still only in the idea stage, but others are well along in development, or already deployed, and the whole program is on a fast-track priority for the U.S. military:

"The world is in the early stages of a new military revolution...

"...over Bosnia the Americans have deployed JSTARS [Joint Surveillance Target Attack Radar System], a ground-surveillance system in the sky: a single screen can display, in any weather, the position and type of every vehicle within an area 200 kilometres (125 miles) square...

"The revolution in military affairs revolves around three advances. The first is in gathering intelligence. Sensors in satellites, aircraft or unmanned aircraft can monitor virtually everything going on in an area. The second is in processing intelligence. Advanced command, control, and computing systems, known as C4, make sense of the data gathered by the sensors and display it on screen. They can then assign particular targets to missiles, tanks or whatever. The third is in acting on all this intelligence in particular, by using long-range precision strikes to destroy targets. Cruise missiles, guided by satellite, can hit a building many hundreds of miles away...

"The Pentagon already has, or is developing, most of the technologies required for space weapons. For instance it has just awarded a $1.1 billion contract for an airborne laser to hit ballistic missiles. If that technology works, it could be adapted for a satellite...

"Aircraft carriers, like other surface ships, risk being sunk by cruise missiles. Some will be replaced by ‘arsenal ships’, semi-submersible, stealthy barges, carrying hundreds of missiles but few sailors..."

The technologies mentioned above may not sound strikingly futuristic — after all GPS services are available commercially. But employing them as part of a total system, as we saw in Desert Storm, can provide very effective "control of theater," neutralizing weapons and defenses of the enemy, while permitting one’s own weapon systems to have free play throughout the field of battle. One could imagine someone touching a screen in the Pentagon, causing a cruise missile to be launched from a "stealthy barge," and destroying a specific target on the other side of the world — with all the action displayed up-to-date on the screen via secure digital satellite links.

These kind of information-intensive systems are as much software as hardware — permitting radical system advances to be deployed very rapidly, overnight in some cases. One must take seriously the Economist’s claim that we are indeed in the early stages of a "new military revolution."

What’s the Point of This Arsenal?

More important than the technology details are the why questions... what is all this for?...why the urgency? The Economist’s own answers to these questions are both brief and naive on all points:

"This embryonic revolution, unlike the development of nuclear weapons, has not emerged in response to any particular threat to the United States or its allies. It has come about because it is there, that is, because generals want to play with new technologies in case a future threat emerges. In that it may resemble Blitzkrieg, which was based on the technologies of the 1920’s, when defence budgets were declining and there seemed little prospect of another world war."

During the Manhattan Project, the scientists developing the first "atom bomb" were told Germany was making rapid progress on its own atomic research, and thus the Los Alamos team did believe they were rushing against the clock to protect against an enemy atomic threat. But allied intelligence knew the Nazis were stymied in their efforts, and lied to the scientists in order to create a false sense of urgency and keep the project going at full steam. Some of the scientists had serious moral reservations about working on the bomb, and the project might have been in jeopardy if the fiction of an imminent German atomic threat was not maintained. But fiction it was, from the perspective of top-level U.S. strategists.

The strategic motivation for urgent development of The Bomb lies elsewhere than Germany. In the film Day After Trinity, narrated by Robert Oppenheimer, he matter-of-factly explains how Hiroshima and Nagasaki had been carefully spared bombing during the war so that they could serve as clean, live-target test sites for the two new types of weapons (U-235 and Plutonium). Following the Hiroshima bombing, the Japanese sent out urgent communiques expressing a desire to discuss surrender — these were blocked by U.S. intelligence in order that the second test could be carried out. And as planned, when the medical inspectors descended on the rubble, they knew that all the bizarre injuries and diseases they cataloged could be credited to The Bomb.

So in truth, The Bomb was not developed in response to a comparable threat, but rather, quite simply, for the enhanced geopolitical advantage which it afforded. The urgency, as well, did not arise from a threat, but rather from a desire to carry out the tests while there was still an enemy the weapons could be deployed against. The bombings, too, were carried out for reasons other than those found in naive historical accounts.

The official party line — that those particular bombings were necessary to shorten the war — does not stand up to analysis. It ignores the fact that the first bomb already cracked Japanese resolve, and that a military target could have been attacked first, with escalation to a city left as an option. On the other hand, the bombings — as carried out — did accomplish two other objectives: they allowed the effects on people and buildings to be observed (of both weapon types), and they demonstrated to the Russians and allies alike that the U.S. had the stomach to use these new weapons in anger against civilians.

These objectives related to the postwar geopolitical situation — not to the defeat of Japan. When the cover-story smokescreens have been all cleared away, it becomes apparent that the Manhattan Project — taken in its entirety, including the two tests — was designed to give the U.S. a strong postwar geopolitical advantage: the possession of an unmatched, proven weapon of mass destruction, and a world which knew the U.S. would use the weapon if deemed necessary.

Also contrary to the Economist’s theories, Germany’s development of blitzkrieg weapons was not a case of "playing" with new technologies and was not carried out with "little prospect" of another war. William Manchester tells the story in The Arms of Krupp: beginning in the 1920’s, a select team of engineers, with the connivance of German intelligence and long before Hitler, took on the top-secret task of designing a suite of advanced military hardware that was aimed at achieving military superiority in a specific time-window (late 1930’s, early 1940’s) — during which period Germany was to regain its honor and further its expansionist ambitions. Krupp supported Hitler in his election campaign, and became Fuhrer of industry in the Third Reich. The scheme came close to working, and the weapons systems can hardly be blamed for Germany’s eventual defeat.

There is a reason so much space has been devoted to these issues in an article whose topic is China. If we want to understand the strategic significance of America’s current rushed development of a next-generation weapons system, then the Economist is right: we should compare it to previous similar developments. In both examples the Economist cited, it turns out the programs were designed to achieve military superiority over known future adversaries, in an anticipated future conflict scenario. The anticipated scenarios did come to pass, and the weapons systems served their objectives rather well. Contrary to the Economist’s off-the-shelf historical assumptions, these were examples of well thought-out projects, in pursuit of real strategic goals.

Similarly as well, permit me to suggest, America’s current hi-tech-warfare developments do not arise primarily from the play of generals nor even the profit-seeking of arms developers. As with both the A-bomb and Nazi blitzkrieg, what we are seeing with hi-tech warfare is the preparation of a weapons suite crafted with particular — and once more not defensive — missions in mind.

Missions for the Arsenal: 

(1) Enforcing Globalization

The end of the Cold War, to state the obvious, has created an entirely new geopolitical situation. In the immediate postwar era the primary geopolitical reality had been the rivalry between the two superpowers; in the post-cold-war era there is not, as yet anyway, any similar rivalry between more-or-less comparable powers. Instead, the U.S. and its NATO allies have become, on a collaborative basis, the world’s sole dominant military power.

With UN resolutions serving as the source of legitimacy, a multilateral system for policing international "order" has been adopted by the Western powers — the old days of competitive, sphere-of-influence imperialism are long dead. The evolution of the new multilateral policing system can be traced in the headlines of the nineties — in the hot spots of Iraq, Bosnia, and Albania...

Desert Storm, although almost entirely an American operation, was carried out under UN approval and no expense was spared recruiting and publicizing participation by allies.

In Bosnia, non-U.S. NATO troops carried the multilateral flag most of the time, but the U.S. joined in at a critical moment and provided cruise-missile support which was decisive in assuring a military outcome deemed acceptable to the U.S. and its allies.

In Albania we see a multilateral intervention without direct U.S. military involvement and which has, for the first time, an open-ended military mandate. Italy took the lead by suggesting that individual Western powers volunteer to join in an Albanian intervention. The troops — primarily from Italy and Greece — don’t have their hands tied by restrictive rules of engagement. From The Militant (28 April 1997):

"The occupying troops have been ordered to shoot ‘if they face dangerous situations.’ The plan for the... intervention, drafted in Rome by the participating governments, lists potential ‘dangerous situations.’ Among them are ‘involvement in clashes between government forces and the rebels and attacks by armed civilians that may attempt to appropriate the humanitarian aid.’ Among the ‘potential problems’ that the [participants] expect are ‘planted mines at regional roads and the chance of facing guerrilla warfare.’

"Italian Adm. Guido Venturoni, who is commanding the operation, told reporters April 14 that the force ‘will not go into Albania as the blue helmets went into Bosnia, where they were constrained to stand by during grave acts of violence without intervening because the rules of engagement did not permit it.’"

Thus, under the auspices of the UN and NATO, the world now has a de facto official policing force. The force is of, by, and for the dominant Western powers, and there is no effective court of appeal to protect the sovereignty of any country this police force decides to invade. To the rebels in Albania, and for the Third World in general, there would seem to be little difference between this new regime and traditional European imperialism. Instead of competitive, sphere-of-interest imperialism, there is now a collaborative arrangement — but the result is a system where the Euro-American powers take it upon themselves to intervene when and where they desire, maintaining global "order" according to their own criteria.

With ongoing tension in the Muslim world, chronic civil war in black Africa, near chaos in the former Soviet sphere, and a rising sense of activism on the part of the new policing partners, the prospects are for collective intervention — or the threat of same — to become routine, rather than for emergency use only.

This policing regime is the military branch of globalization. The U.S. and the European powers make up the multilateral force and they are also the prime instigators of globalization. As the legislative/administrative branch of globalism (WTO, GATT, IMF, etc) consolidates its dominion over planning the world’s future, the military branch is coming online just in time to assure that the globalist designs will not be thwarted by upstart Third-World peoples who have more nationalist or socialist agendas than globalism finds acceptable.

Some readers may find this assessment a bit harsh — after all, haven’t NATO interventions been for humanitarian purposes? To be sure, the humanitarian angle has been emphasized in the media, and it is humanitarian sympathies that create support in Western populations for the interventions. But a close look at the interventions — how they were carried out, their timing, which local parties were favored — reveals that humanitarian concerns played very little role, and that the real purpose has been to promote regimes that are favorable to globalism (ie international capital investment.) The much-delayed intervention in Bosnia, for example, could hardly have been worse-timed to reduce human suffering, but succeeded quite well in promoting the territorial gains of the Western-preferred Croat side.

The globalist program for the Third World has become very clear. IMF guidelines require explicitly that social spending be cut, as part of focusing Third-World finances on debt servicing. Meanwhile, corporate employers pay starvation wages to their Third-World workers and offer very little economic stability — moving their plants whenever they find a better deal elsewhere. As if that weren’t enough, the free-trade agreements wreak havoc with Third-World economies, as internal markets are lost to cheap imports, and export markets become unpredictable. The squeeze on Third-World peoples is immense, and globalism — both in policy and practice — seems intent only on tightening the screws still further.

This is a sure-fire formula for social unrest, and insurgencies of one stripe or another are in fact already widespread, as we see in Albania, Mexico, Columbia, Peru, and elsewhere. As the globalist squeeze continues, one can only expect the constituency of these insurgences to increase.

There is a common focus for the discontent: neoliberalism, the IMF, corporate policies, and repressive governments subservient to outside interests. International capitalism itself — and its globalist agenda — is increasingly being perceived as the root cause of the troubles. Whereas in the old communist world anti-capitalism was a subject of public indoctrination and rhetoric, in much of the Third World it is becoming a heartfelt general sentiment.

Keeping the populace under control has become the primary occupation of many Third World governments, and sophisticated arms and training are routinely supplied by Western powers to facilitate this mission — increasing the local debt burden in the process.

But when an insurgency grows to civil-war proportions — as in Bosnia, Albania or Zaire — it then shows up on the globalist radar screens, indicating that elite global leaders (euphemistically referred to as the international community) had better formulate a tactical approach to the situation, and alert the media to begin producing whatever emotional news stories (riot scenes, suffering refugees, strutting dictators, whatever) are appropriate to generating support for the chosen tactics — tactics appropriate to the scenario...

If there is disagreement as to which side to back (as in Zaire) then the tactic might be to let the locals fight it out, making money on arms sales in the process. In this case the media’s job is to paint the situation as confusing, with no clear good guys and bad guys — too messy to "entangle ourselves" in.

If an unfavored side gains more territory than the West deems appropriate, as did the Serbs in Bosnia, then the tactic might be to call in the multilateral force to tilt the battlefield toward a more global-friendly side, as we saw with Croatia. In this case the media’s job is to demonize the unfavored side with regular atrocity stories, while portraying the favored side as victims.

Finally, if a general popular uprising threatens to overthrow a global-friendly government, as in Albania, the tactic may be to rush to the support of the government, beef up its security infrastructure, and make sure the rebels get the message that their antics won’t be tolerated. In this case, the media’s job is to sensationalize scenes of anarchy and disorder, to portray the operations of the multilateral force as being "defensive" actions against "unruly mobs," and to leave out mention of the political content of the uprising.

It should be clear that the media can easily spin the news coverage in any direction called for by the interventionist agenda. In Bosnia, for example, the Croats could have been demonized just as easily as the Serbs — the Croats practiced large-scale ethnic cleansing, raped and pillaged, and carried out mass executions of civilians; they also provided excellent demon sound-bites with their overt fascist rhetoric and nazi salutes — but the camera goes where it’s directed to go, and the Serbs have socialist leanings.

Elite corporate interests openly control the major news distribution channels, own much of the media outright, set the overall globalist agenda, control the flow of investments and loans to the Third World, are the major players in the international arms business, and have intimate ties with the Western governments and intelligence services which set the agenda of the multilateral force. It should not be at all surprising that news coverage, official pronouncements, and interventionist operations are all coordinated smoothly so that when intervention occurs, it seems natural and inevitable — perhaps even too little and too late — to the general public.

So we can expect the multilateral force to be used wherever the perpetrators of globalism see fit — the media can always find material to paint the picture as required to achieve popular (and UN) acquiescence in whatever missions are proposed. The only danger to this well-polished military/media policing scheme is the spectre of friendly casualties — when Western boys start coming home in body bags, non-interventionist sentiment can be expected to arise spontaneously, putting the operation on the defensive in the media, and perhaps causing domestic political difficulties of all sorts. Minimizing Western casualties is a strategic political necessity to the globalist planners, and this ties back in to the significance of next-generation hi-tech weaponry.

The task of global management can be expected to involve conflicts of various sizes, from anti-"terrorist" operations (Tripoli bombing), to brushfire civil wars (Bosnia), to restructuring of "renegade" regimes (Grenada, Panama) — all the way up to full scale wars (Desert Storm and worse). To handle flexibly this wide range of conflicts — and without sacrificing too many of "our boys" — one can understand why the U.S. needs its multi-faceted, hi-tech, C4-based arsenal. The U.S. will most likely specialize as the heavy artillery of the multilateral force, to be brought in when only the latest weaponry can do the job without major risk to multilateral personnel.

But why does this arsenal need to be upgraded with such urgency? Isn’t it already far ahead of all comers? Didn’t Iraq (which had a highly-rated military) find itself totally immobilized by the weapons the U.S. already had available in the early nineties? Who is the anticipated adversary, and what is the anticipated scenario, which could explain the strategic sense behind this intensive buildup?

One thing is clear, and that is America’s determination to upgrade its military prerogatives on the world stage. A trial balloon was sent up not that long ago whose aim was to add nuclear capability to the internationally-approved war chest. I refer, of course, to Libya and its purported biological warfare plant, a plant which seems, significantly, to no longer be of serious concern. If that balloon had not met with international alarm, Libya might well have become the next in the sequence of America’s field-test blitzkrieg deployments — this time bringing tactical nukes (precise and clean?... but of course) into the arsenal. Once that precedent is achieved, by whatever means, tactical nukes will, presumably, be thereafter a routine tactical option, albeit used reservedly, of the multilateral force.

Missions for the Arsenal:

(2) The China Question

In considering why tactical nukes would be deemed necessary by U.S. military planners (not in Libya, but in the long run) — and in considering why the U.S. seeks to advance further its hi-tech capability when it is already so far ahead of the pack — one is led inevitably to look at the China question.

China is the only remaining significant wild card in the globalization game. There are small countries which are anti-globalist, notably Cuba, but their size precludes them from challenging the steamroller in any serious way. Medium sized "renegades" like Libya can cause a bit more trouble, but Iraq stands as an example of how readily they can be humbled if they get too far out of line. But China — if it does not conform to the demands of the new globalist regime — could be a significant thorn in the side of that regime.

What does globalism demand of China? Economically — to abandon socialism (gradually) and to embrace free-trade (right away); politically — to abandon hopes of creating a Chinese-dominated Asian sphere of influence; human rights and democracy are not a requirement, as "most favored nation" status testifies, rhetoric on the topic notwithstanding.

I assume the economic requirement, as stated above, is obvious to everyone — that’s simply the public agenda of economic globalism.

The political requirement relates to the role of the multilateral police force, whose task it is to maintain a world order harmonious with globalist investment needs. A regionally hegemonous China would be perceived as threatening to a NATO-centric world order, just as Japan’s Co-Prosperity Sphere was considered threatening to U.S. and European national interests at the time. The West has traditionally been comfortable when powers balanced one another in Asia, and this attitude has had no reason to change.

China seems to be doing well in reaching an accommodation with globalism’s economic demands, but China’s nationalist aspirations may turn out to be deep-seated and stubborn.

There are a pair of articles in Foreign Affairs (March/April 1997) — a Council-on-Foreign-Relations journal highly revealing of the globalist agenda — called The China Threat — A Debate. In the first article — The Coming Conflict with America — Richard Bernstein and Ross H. Munro present the case that armed conflict between the U.S. and China may be inevitable.

They tell us: "China’s sheer size and inherent strength, its conception of itself as a center of global civilization, and its eagerness to redeem centuries of humiliating weakness are propelling it toward Asian hegemony." And they pass on an ominous sentiment attributed to General Mi Zhenyu, vice-commandant of the Academy of Military Sciences in Beijing: "For a relatively long time it will be absolutely necessary that we quietly nurse our sense of vengeance. We must conceal our abilities and bide our time" — giving fair warning to be wary of what may appear to be softening in Chinese behavior.

What makes these observations especially dire is the article’s evidently authoritative description of Uncle Sam’s attitude on the matter:

"China’s goal of achieving paramount status in Asia conflicts with an established American objective: preventing any single country from gaining an overwhelming power in Asia. The United States, after all, has been in major wars in Asia three times in the past half-century, always to prevent a single power from gaining ascendency."

The implication is clear that the United States can be expected to act decisively to alter what seems to be China’s expansionist path, even by warfare if that becomes necessary. This traditional American attitude toward Asian balance-of-power is consistent with globalization’s need for an orderly world system, and with Europe’s own military traditions. In what follows, the focus is on the U.S. vs. China — but the U.S. role should be understood in the context of the U.S. as the heavy artillery of the multilateral globalist police force.

The article tells us that China is spending astronomical sums on military modernization — aimed at the ability to knock out U.S. Carrier Task Forces, as well as dominating Asia. We are told that China’s leaders "cannot be counted on to relinquish their monopolistic hold on power" and that "The most likely form for China to assume is a kind of corporatist, militarized, nationalist state, one with some similarity to the fascist states of Mussolini or Francisco Franco."

We are shown a map with seven "flash points," and various plausible scenarios are explored, each of which could easily lead to armed conflicts. It is explained that Japan must be our special partner in counter-balancing Chinese hegemony.

Robert S. Ross, in Beijing as a Conservative Power, takes up the debating position that "engagement" is the proper approach to China — "Treat China as an enemy and it will be one." Details are revealed regarding air and sea power, showing that China cannot be any kind of real threat for a long time to come. That provides time to build relationships and seek to integrate China, adequately if not ideally, into an acceptable scheme of things.

Recent history is visited, and we learn that China has been acting quite to U.S. benefit in geopolitical terms. It balanced the Soviet Union; it stabilized Southeast Asia when Uncle Sam was forced out of Vietnam. We are urged to "invite China to participate in international rule-making," and to "reinforce China’s interest in regional stability and strengthen its commitment to global stability. Engagement, not isolation, is the appropriate policy."

Both articles take it as a given that the U.S. has the "strategic interest" — translation: the right — to insure that a "favorable" balance of power is maintained in Asia: it is categorically unacceptable that China achieve outright hegemony and freedom-of-action in Asia. The debate is about means, not ends.

I must say that the first article is more convincing — the fundamental case for eventual confrontation seems more solid than the likelihood of namby-pamby coaxing bringing about a paradigm shift in China’s thousands-year-old sense of national greatness and sovereign pride.

Given the degree of societal dedication to be expected, and the prowess of China’s scientific and engineering communities, one might anticipate (in this age where offense dominates defense) that China may be able to achieve some technological leap-frog in the local military balance of power — something as surprising as a Sputnik that neutralizes, at least temporarily many of the American advantages.

For strategic military planners on both sides, one must assume that the race has been joined. Can China create a window of opportunity — based on focused achievement of regional military parity — during which time it could establish a firm hold on its own sphere of influence? Could it hold this parity long enough for the new status quo to become accepted by the international community, as has, it seems, the occupation of Tibet?

The China scenario, it must be observed, is strikingly similar to the interwar scenario — when there were similar debates regarding engagement vs. confrontation re/ Japan and Germany. China evidently has the same brand of soul-deep national ambition shared then by Japan and Germany, and a similar potential to express it effectively in action. Japan and Germany could only be tamed — the historic lesson seems to clearly say — by complete destruction and unconditional surrender, followed by complete rebuilding under U.S. tutelage.

These are precedents that cannot be far from the minds of our Foreign Affairs authors, although their pens would be unlikely to develop such comparisons until closer to the climax.

The parallels with the interwar period are only accentuated by what we learn in 'China preys on American minds — The U.S. this week', Guardian Weekly (6 April 1997). Martin Walker describes the on-the-ground implementation of the engagement agenda. We are told of the Beijing-based U.S. Business Council, "a formidable group of U.S. executives whose corporate lobbies back in Washington have worked hard to ensure that no U.S. politician dare confront the engagement-trade-investment model." We are also reminded of "fat Chinese consultancy fees earned by those former secretaries of state, Dr. Henry Kissinger and General Alexander Haig." Clearly Foreign Affairs (Robert Ross) was providing philosophical background for what turns out to be an already operational corporatist agenda — an investment-intensive era parallel to that of the interwar years.

Interestingly, Mr. Walker casts moral derision on this money-grabbing behavior: "There ought to be scandal in the way U.S. corporations scurry to serve Beijing’s interests." He reports with explicit admiration some words of Newt Gingrich, delivered recently at the Foreign Affairs College in Beijing:

Americans cannot remain silent about the basic lack of freedom — speech, religion, assembly, the press — in China. In the most basic sense, we are simply asking the Chinese government to enforce its own constitution.

Perhaps one can presume Gingrich is replaying the crowd-pleasing Churchill role: espouse the high moral ground, encourage a simmering pool of popular suspicion toward the future enemy, and wait in the wings for the moment of fame when the bugle finally sounds. Like Churchill, he would be seen as morally untainted (as regards what in the endgame is known as appeasement), although I imagine his constituency gets its share of Chinese opportunities in the interim. The interwar parallels are again underscored.

The article next reveals an interesting clue as to how the increasingly confrontational climate is to be spun in mass media doublespeak:

The Clash of Civilisations, the book by Harvard professor Sam Huntington, may not have hit the bestseller lists, but its dire warning of a 21st century rivalry between the liberal white folk and the Yellow Peril — sorry, the Confucian cultures — is underpinning the formation of a new political environment.

To adapt one of Mao’s subtler metaphors, Huntington’s Kultur-kampf is becoming, with stunning speed, the conceptual sea in which Washington’s policy-making fish now swim.

Mr. Walker lays out for us — and this seems to be the official mass-media party-line — the proposition that the only reason for the U.S. to be concerned about China is the question of human rights, and that the only other reason conflict might develop is due to some mythical notion of inevitable cultural warfare. Nowhere in this party-line is mentioned the fact, so obvious to not-so-mass-media Foreign Affairs, that Western balance-of-power interests (not human rights, culture, or ideology) will be the primary counter-consideration to investment opportunities, vis a vis China policy.

Teddy Roosevelt said "Walk softly, and carry a big stick." The more profitable version of this admonition, as carried out in the interwar years, in Iraq, and apparently again with China, is: "Profit through engagement, then deliver a just-in-time death blow."

The popular-consensus/media-propaganda version of history looks nothing like what we’ve been talking about. According to the consensus myth, WW II was caused by a pair of maniacal monsters — Fanatic-Yellow-Peril and Racist-Nazi-Demon — who were driven by disturbed psyches (personal and collective) more than normal national ambitions, and whom the other nations of the world were compelled to subdue — solely in the interests of freedom, democracy, and human rights. People don’t want to fight to obtain balance-of-power adjustments, but they’ll fight valiantly if they can be sold a cover story that taps into appropriate emotional-response triggers.

An offensive war by a modern democratic society must always be represented to the domestic population as being defensive, in pursuit of lofty goals, and necessitated by a maniacal aggressive enemy, or at least that’s been the pattern to date.

As previously with Nazi-Demon and Yellow-Peril, a new mythology is being prepared for us to justify the final round of major geopolitical adjustments. Sam Huntington, via his Kultur-Kampf Clash of Civilisations, is the canonical proponent of this new mythology. As with the previous mythology, there is ample factual basis for its thesis — but its overall effect is to distract from the larger operative forces. Yes there are real cultural differences between China and an idealized West, but the cultural differences could be accommodated — what may not be so easily accommodated is China’s culture-independent nationalist aspirations. Balance-of-power realpolitik is not dead — not yet.

Kultur-Kampf is the mythology to be foisted on the public to cover the real motives behind the anticipated violent adjustment of great-power relationships — ie. the coercion of a destroyed and re-engineered China into the global system on globalist terms, by replay of the Japan-Germany unconditional-surrender scenario.

The propagation of a Kultur-Kampf Big Lie — especially with China being likened to the already demonized Arab states — provides a sound basis for evoking the emotional climate appropriate for war popularization. With the bass-drum of Kultur-Kampf beating a steady rhythm in the popular media, the pace can be jazzed up with juicy Chinese atrocity stories whenever necessary, and the warpath-kettle can be kept just below boil. This is astute war-preparedness, as regards strategic propaganda.

What, in fact, America (leading proponent of globalization) seems to be doing with China is to consciously replay the interwar scenario: profit maximally from trade and investments in China, encourage U.S. public opinion to maintain a simmering hostility toward what may become a future enemy, tacitly facilitate China’s military development, closely monitor developments — and most important — be sure that the U.S., together with its projected allies, maintains strategic dominance militarily. In this last regard, the U.S. may have skirted danger in WW II more closely than it will need to this time around.

This time around the U.S. is on a continual wartime footing, with fleets sufficient for simultaneous conflicts, nuclear submarines, satellite superiority, strategic missiles, and the new gadgets the Economist tells us about. This is a far cry from the comparative state of U.S. preparedness in the interwar years. And — due to the Grenada-Panama-Iraq precedents — the U.S. has field-tested formulas for arranging hostilities with favorable publicity at any time of its own choosing.

The first step in preparation for actual military engagement with China would be a demonization campaign, and it would need to be a globally effective campaign, not just for U.S. consumption. Need I point out how incredibly easy that campaign would be? Slave labor camps, all but outright genocide against minorities such as the Tibetans, killing off infant females, religious suppression, massacre of peaceful demonstrators, legions of political prisoners, no semblance of human rights or free press by Western standards, heartbreaking behavior, perhaps, toward Hong Kong, a dictatorial regime — the mix may change over time, but China will for quite a while be a very easy target for modern demonization campaigns.

The immediate war-initiation scenario might not be much different from that which brought the U.S. into WW II. Sinking a carrier task force would have the same emotional impact on the U.S. public as did the attack on Pearl Harbor, and no holds would then be barred the U.S. military by domestic opinion. We saw how China’s recent belligerency toward Taiwan (one of Bernstein and Munro’s seven flash points) resulted in the dispatch of American fleets which then flouted their electronic superiority to the chagrin of the Chinese navy and the embarrassment and frustrated anger of Chinese leaders.

A more assertive China with a more formidable military capability — and this is where we’re most likely heading — would make similar confrontations both more likely and more dangerous. And for the U.S. to back down from what it perceived as strategic challenges would be to yield to that very Chinese hegemony which Foreign Affairs informs us is categorically unacceptable to "American Interests."

The Combat Scenario; 

Hi-tech Arsenal Considered Mandatory

Let us consider the parameters of the hypothetically resulting military conflict. The U.S. strategy would have certain mandatory objectives, which one can presume, based on common sense and precedents, would include:

(1) no nuclear strikes tolerated on U.S. soil
(2) nuclear annihilation of China not desired
(3) tactical nukes in China OK
(4) land war in China out of the question
(5) unconditional Chinese surrender a must

For such a full-scale offensive, encumbered with such objectives, to be feasible, the U.S. would need to quickly achieve the same total mastery-of-theater that it obtained in Iraq. The U.S. could achieve its objectives only if it could suppress all air-defense measures, prevent China from launching strategic weapons, and have the unrestricted ability to pound China with cruise missiles and bombs — nuclear armed in the case of unusually large, hardened, or strategic targets.

China is a good bit bigger than Iraq, and would be much better prepared, and so the Desert Storm technology would need to be radically upscaled and refined. The race to re-invent C4 (hi-tech warfare) systems, as reported recently by the Economist and others, seems to be a straightforward strategic imperative for U.S. planners.

Armaments and public opinion are both being systematically prepared, apparently, for the anticipated conflict. There will be no time to build a thousand bombers and no dissension will be tolerated — when the decisive moment for action arises. When the "innocent" U.S. fleet is blown out of the seas, as it rushes, say, to protect Taiwan, Plan B (blitzkrieg warfare) must be ready for instant execution — there will be critical first-strike missions that cannot be allowed to fail. And once the show starts, the pace will not slacken.

It would have to be planned as a one-campaign war, a full-court press all the way. The modern warfare model is a blitzkrieg model, and we saw its field tests in Grenada, Panama, and Iraq. All weapons systems, including those of the endgame, must be in full readiness at conflict start. We can therefore expect C4 development to continue to accelerate over the coming months, and expect at least one additional test prior to the big event, timed to suit the requirements of systems evaluation more than any real geopolitical emergency. Hence the media (and U.S. foreign policy) endeavors to keep demonization quotients at chronically high levels for Iran, Iraq, Libya, and North Korea — so that a sizable weapons test can be arranged quickly and conveniently whenever needed.

After the final war — or, perhaps, after China submits peacefully to globalist authority out of an unexpected prudence — we will enter the era which some prematurely claim we have already entered — a post-national context in which other primary forces will be allowed to shape the global architecture in new ways, as fades the structuring force of competitive nationalism. The "other" structuring force, it should be clear, is megacorp-dominated globalism.

The current world system, now coming to an end, is an anarchistic (not centrally controlled) one — based on nation states, shifting alliances, imperialism, warfare, and trade. Just as capitalist monopolies constitute the natural final stage of an anarchistic economic system, so political/military monopolies constitute the natural final stage of an anarchistic political system.

Thus over the past few centuries, as technology has been knitting a global infrastructure, we’ve seen ever more powerful empires vying for dominance. At the end of WW II, the system finally reached the stage where a single nation-state had achieved an effective near-monopoly of political/military power, cold-war rhetoric notwithstanding.

When a system reaches its final stage, that stage may be stable or unstable. If it is stable (e.g. ancient Incas and Egypt), then that system may persist until outside events intervene. But if it is unstable, as happened with Rome, then the result will be either degeneration/fragmentation or else the birth of a new organizing principle — a principle strong enough to bind together the elements brought together by the predecessor system — but a principle that adds greater stability.

Within the context of the anarchistic nation-state world system, the all-but-implemented final stage is a Global Imperial America. But if such were to be formally instituted, it would be highly unstable. Uncle Sam trying to rule a traditionally-structured world empire would make the Vietnam debacle look like a Sunday picnic.

It is a tribute to the acumen (I didn’t say wisdom) of our world leaders that they were well aware of this final-stage instability, and that they took effective steps to institute a new organizing principle.

Preparations began during WW II (FDR & Churchill’s United Nations Declaration) for the first-ever hierarchical world system. Since that time, by means (both overt and covert) of treaty arrangements, economic/political pressures, and military interventions, the U.S. has used its dominant position to guide, bribe, and coerce the world into its current globalist phase.

Globalization brings the necessary new organizing principle, a principle stable enough to create and maintain a new world order — at least for a while. The new principle is capitalist/corporate hegemony, and the infrastructure which supports it is the collection of transnational corporations, with their astronomical resources and control of the global economy.

To a large extent, the megacorps already are the world system. They operate globally, they directly control global finances and much of the world’s economic activity, and they’ve put together a set of mechanisms (WTO et al) that regulates, on a harmonious collaborative basis, the rules of their collective game.

Globalization, at its heart, is the yielding of political sovereignty to this proven corporate system — acknowledging that nation-states have evolved themselves into a historical cul de sac. If the corporate elite can keep the world-system trains running, so to speak, that seems to be preferable, to many, to the uncertain future of nation-state political developments.

The price to be paid — disenfranchisement and exploitation of the citizenry — is not clearly marked on the price tag of globalization. As the price becomes widely evident — as it already is in the Third World — instability will arise from citizen unrest.

Police-state structures are being rapidly implemented (more about this later) to contain such unrest in the First World, and have already been deployed in the Third World. Meanwhile, the soporific mind-control mass media carries the primary burden of population control.

The transition to megacorp rule is being accomplished in the First World by the dismantlement of national infrastructures, the bankrupting of governments, and the imposition of treaties which officially grant authority over the world’s major economic and trade (and other) policies to corporate-dominated commissions (WTO et al).

This transition program was launched in the early 1980’s by Ronald Reagan and Margaret Thatcher, acting as crowd-pleasing standard bearers for the corporate-sponsored agenda. With the rhetorical flags of "efficiency" and "reform" flying high, the wheels were set in motion for dismantlement (privatization and program cutbacks), bankruptcy (corporate tax cuts and reckless borrowing), and transfer of social and economic sovereignty ("free trade" and GATT). This program is rapidly spreading, with occasional temporary setbacks, from its original US-UK base to the other leading Western nations.

In most of the Third World, corporate domination has been a fact of life for some time. Over the past several years the IMF, using as leverage the immense Third-World debt burden, has been increasingly assuming the authority to dictate, at a micro level, economic and social policies in Third World nations. In India, for example, many public officials take their instructions directly from the international commissions, rather than bothering to go through the central government at all.

The transition program for First-World nations, as outlined above, has the effect of downgrading the First World to Third-World status. By ceding control of their own infrastructure (privatization), by undertaking unmanageable levels of debt, and by subscribing to disempowering treaties, First World nations are voluntarily caging themselves into a permanently weakened position. Regardless of which future governments might be elected, and regardless of what agendas they might espouse, First World nations will find themselves as powerless to overrule the dictates of the corporate commissions as do Third-World nations today.

Already the commissions, and the corporations which they serve, are beginning to lay down the law to the First World. The WTO just this month overruled the EU’s ban on U.S. hormone-treated beef, and the Ethyl Corporation is using the NAFTA agreement to sue Canada for $251 million over a new Canadian environmental law. Earlier a Canadian no-fault insurance law was repealed, in preference to defending against expensive litigation by a U.S. insurance firm. Under the guise of "free trade," we can expect domestic social, economic, and environmental policies to be increasingly dictated to the First World by the new globalist regime, as has already become commonplace in the Third World.

The policy agenda of the WTO, therefore, should be of serious concern to citizens everywhere, given that it is the agenda they’ll be living under. That agenda is being determined totally un-democratically — the membership of the commissions is dominated by megacorp representatives — and is being drawn up outside of public view. The agenda is not entirely secret, however, and what is known about it is more than a little alarming.

A highlight or two from this agenda will serve to illustrate the magnitude of the problem. The Codex Alimentarius Commission (Codex), for example, is taking charge of worldwide food and drug regulations. We learn from the FDA’s world-wide-web site that "Since its inception, Codex has developed in excess of 200 Commodity Standards, more than 40 codes and guidelines, about 2,500 pesticide/commodity maximum limits, and has reviewed the safety of over 500 food additives and contaminants." Codex is dominated by the largest pharmaceutical companies, and it is their profit interests that will determine — without any meaningful review — the health and safety of all of us. Among the radical measures being pursued by Codex is the outlawing worldwide of all non-prescription vitamins and health products.

Scott Nova and Michelle Sforza-Roderick of Preamble Center for Public Policy, Washington, D.C., describe the work of another commission:

Virtually unreported, the latest and potentially most dangerous of these agreements is now under negotiation at the Organization for Economic Cooperation and Development (OECD). The purpose of the Multilateral Agreement on Investment (MAI), as the proposed pact is known, is to grant transnational investors the unrestricted ‘right’ to buy, sell and move businesses, and other assets, wherever they want, whenever they want. To achieve this goal, the MAI would ban a wide range of regulatory laws now in force around the globe and preempt future efforts to hold transnational corporations and investors accountable to the public. The agreement’s backers (the United States and the European Union) intend to seek assent from the 29 industrial countries that comprise the OECD and then push the new accord on the developing world.

The scope of the issues being addressed, the radical nature of the policies being adopted, and the pace of the proceedings should, by rights, make the work of these commissions one of the hottest news stories of the day. But the story shows up not on the front page, but, if at all, in the business pages. The commissions have no need to build public constituencies for their endeavors, since they are outside the province of democratic process, hence the corporate mass media has no reason to inform the public about what’s going on.

Similarly, as the elite-controlled multinational force takes over control of international affairs, the media has recently announced a planned reduction in coverage of international news. Purportedly reflecting changes in viewer preferences, the reduced coverage can more reasonably be taken as a verification of the fact that military interventions are now to be decided above the level national governments, and that popular rabble-rousing for such activity will no longer be required.

What I’m describing, in case it’s not apparent, is the death of democracy. After a brief two-centuries of existence, democracy is being superseded by a corporate variety of neo-feudalism. Weakened and subservient nation-states are becoming hardly more than fiefdoms, whose governments have little role other than to keep the population in line and extract tribute (personal taxes) to be passed on to the corporate overlords as repayment of debt. All foreign policy and activity, and most domestic policy and activity, is to be managed offline from the democratic process by the lords of the manor — corporations and their representative agencies.

The democratic institutions themselves may continue to exist, with elections, legislatures, courts, etc., but the governments are being disempowered, and the whole notion of meaningful popular sovereignty via representative democracy is rapidly becoming only a nostalgic memory.

Thus the anarchistic nation-state world system is being replaced by a hierarchical world system with the WTO et al at the apex of the social and economic power pyramid, and the US-NATO axis at the apex of the military power pyramid — both controlled by the same elite corporate interests. This leaves us, however, with an anarchistic economic system. To be sure the WTO et al lay down the ground rules as a central authority, but the operating economy itself — who owns what, which development projects are to be undertaken, whether beans or corn will be planted, who will merge with whom, etc. — is an anarchistic competitive game.

The endgame of this economic scenario is readily predictable from numerous historical precedents: a small number of monopoly operators will emerge and dominate each industry and market. Just as competitive nationalism leads ultimately, as we have seen, to a single dominant clique, so does unrestrained laissez-faire capitalism lead ultimately to fraternities of monopoly operators.

The classic example, of course, is the Seven-Sisters gang of major oil companies — transnationals long before their time. More recently we’ve seen a dramatic spate of mega-mergers in the media and communications industries — creating whole new merged-industry categories of commerce. One could also mention the airline industry, retail food chains, book sellers, discount bulk-shopping chains, and many others. The advantages of scale — not only cost savings but the ability to control markets and pressure suppliers — are so overwhelming that large monopolies do inevitably form, force the development of similar competitors, and drive everyone else into marginal market niches.

This is a familiar pattern. It ran rampant in the latter half of the nineteenth century, leading not only to extreme wealth and power concentration, but also to wide-scale corruption and chronic economic instability, signalled by frequent and severe depressions. The lesson became clear to everyone at the time that capitalism’s invisible hand works best if government creates a level playing field and forces competition on the markets. The regulations which evolved from that hard-earned lesson, and which succeeded in stabilizing Western economies, are the very regulations which are being wholesale abandoned as part of the globalization process. History is being totally ignored, while "market forces" is being touted as a brave new idea, whose beneficent economic efficacy should be self-evident to all — a blatant example of Orwellian historical revisionism, accomplished by omission.

The disenfranchisement, exploitation, and instability that is in store for everyone is bound to lead, as noted earlier, to chronic social unrest in the First World as well as the Third. In the meantime, social services, unemployment, infrastructure maintenance, and crime have all been greatly worsened by the intentional bankrupting of governments. Already we’ve seen massive protests of globalist measures in the First World, including Australia, France, and Germany.

This prognosis for the future may appear speculative and perhaps even surprising to some readers, but it has been understood for some time by those pushing globalism. In preparation for containing the expected increase in social unrest, there has been a decades-long concerted campaign to appropriately re-invent law enforcement across a broad front: more prisons, mandatory sentences, paramilitary police forces, significantly reduced civil protections, increasingly arbitrary conspiracy laws, diminished right to trial by jury, routine surveillance of persons, transactions, and communications, and, last but not least, the development of a prison-labor industry.

Not only can a greater quantity of troublesome individuals be processed by these modernized crime-management systems, not only can those individuals be put to profitable use while incarcerated, and not only does the criminal justice system drive a profitable industry in its own right, but the new enforcement regime is particularly well designed to monitor and disband any politically-oriented organization that might threaten to rouse the population in protest to its disenfranchised, serf-like status.

It has been a testament to the effectiveness of media spin-masters that this wholesale installation of a police state — a globalist trend being led as usual by the U.S. and U.K. — has been largely a stealth affair. Under cover of the mania over drugs, crime, and terrorism, the various repressive measures have been adopted one after the other, each time with debate — and hence public awareness — stifled by some media-linked crime or act of terrorism that was receiving intense news coverage at the time. One need only recall the Oklahoma bombing and how that event helped rush through the far-reaching Anti Terrorism Bill, or the World Trade Center bombing and the new precedents set there for conspiracy convictions, or the TWA 800 crash and the invasive airport security measures that were promptly adopted.

The point is not that the problems of crime, etc., aren’t real — it’s that the "solutions" don’t solve the problems, couldn’t reasonably be expected to solve the problems, and have "collateral" consequences that move us systematically toward a police state. This process may appear to be a case of incremental, if faulty, responses to difficult problems — indeed it’s been designed to appear that way — but it has been in fact the very preparation — and none too soon — necessary to manage popular unrest under the rapidly foreclosing globalist regime.

This then is the overall picture of our globalist future: nations — possibly devolved in size — reduced to police-state, tax-collecting fiefdoms, paying tribute to outside-the-law corporate overlords — who in the meantime are organizing themselves into global monopolies while they operate the world’s affairs. One is reminded of the evidently prophetic visions of such futuristic films as Rollerball and Blade Runner, with their haunting images of megacorp splendor contrasted with social squalor, repressive police, and political bankruptcy.

If at a future time some nation might decide to re-assert its sovereignty through repudiation of treaties and debts and the expropriation of corporate facilities, then the multilateral force can make short shrift of such boldness, much as the U.S. has done for decades in Latin America. That which globalism joins together, none may dare set asunder.

It is perhaps ironic that the final end of major warfare — an achievement right-thinking people for centuries have yearned for — seems destined to usher in an ominous new Dark Millennium. Be careful what you ask for, warned the sage, you might get more than you bargained for. So true. But there is a ray of hope: corporate globalism is not the only possible future. It is not mandated by natural forces — media propaganda notwithstanding — but is the intentional result of think-tank research, elite planning, and corporate political activism.

For a few years yet — very few — democratic institutions may retain enough power that an aroused citizenry could achieve political ascendency in their several nations in time to moderate the plunge into a global laissez-faire corporatist regime. The time is running short for political movements of sufficient breadth and vision to emerge from the sea of vague dissatisfaction and provide a focus for citizen awakening. Any potential leaders and organizers who want to make a difference had better focus on the Main Problem and seek, with others, to form broad, inclusive, coalition movements around reclaiming democracy, reasserting national sovereignty, and restructuring the relationship (tax and regulatory) between governments and corporations.

Secret Report Shows China Using Canada To Infiltrate US Report Obtained By 'Seeds Of Fire' Author Gordon Thomas From Carol Adler DandelionBooks.com  2-9-2

Canada is the launch-pad for a multi-billion dollar assault by The People's Republic of China (PRC) against the United States. A top- secret report reveals that "a dangerous consortium of Chinese triads, agents of the Chinese Secret Intelligence Service (CSIS), and Hong Kong tycoons has established itself in Canada.

"They operate on several fronts. Smuggling heroin into Canada for shipment to the United States. Using Canada as a key in the lucrative human smuggling trade to Europe and the United States. By obtaining ownership of key companies in Canada, the PRC uses them to infiltrate the United States, says the report.

"The original version of the report has been suppressed because of its far-reaching political, economic and military implications, says Gordon Thomas, author of Seeds of Fire: China and the Story Behind the Attack on America (Dandelion Books). "A watered-down version is beginning to circulate within senior Washington and Canadian circles.

But a well-placed source in Canada's intelligence community has passed Thomas a copy of the original report. Revelations of its contents are bound to cause embarrassment within the Bush Administration as it prepares for the President's visit to Beijing and to the Canadian government.

Codenamed "Sidewinder, the report is officially titled "Canadian Intelligence Services and Triads Financial Links in Canada.

It was jointly prepared by Canada's Secret Intelligence Service and the National Security Division of the Royal Canadian Mounted Police (RCMP).

Seeds of Fire details how both the CSIS and RCMP were involved in tracking China's theft of nuclear secrets from Los Alamos.

Since the book's publication, Thomas has continued to monitor the activities of Chinese intelligence across North America.

"The report shows the PRC has infiltrated Canadian society with a network of spies and organised crime figures. Many of them have Canadian nationality, making it easy for them to go to the United States, he writes.

Confirmation of the explosive nature of the report has come from two senior Canadian investigators.

One is Brian McAdam, an internationally renowned expert on Chinese Triads networks of professional criminals dating back to Imperial times. The other is Michel Juneau, a former high-ranking French- Canadian intelligence officer who has spent 21 years monitoring Chinese intelligence activities in the Asia-Pacific region.

"As well as what the Sidewinder report states, both men confirm that China is using Canada as the prime base for world hegemony, beginning with the United States, says Thomas.

Copies of the original "Sidewinder report were shredded. Those on disc were electronically destroyed.

But a copy survived and was passed to Gordon Thomas. He says the document reveals:

*Triads own one-third of downtown Vancouver.

*China had invested over one billion dollars in 2001 to buy Canadian businesses in strategic areas. A number have links to U.S. corporations.

*China is one of the largest stockholders 10 per cent in Canada's Imperial Bank.

*China has "virtual control of 15 corporations in the country's technology sector.

*China's Secret Intelligence Service has "established some 30 companies, fronted by Canadian nationals, for traditional and economic espionage purposes. These companies are used as cover for Chinese spies to get them into important business and political circles.

*CIA and Canadian intelligence do not understand the "sinister nature of the elaborate networks established in Canada.

But the original version of "Sidewinder was spiked after pressure from the business community in the U.S. who feared the revelations would lead to a backlash against China and so damage the thriving trade links President Bush hopes to encourage during his upcoming visit to Beijing.

The joint Canadian intelligence team that prepared the original report was told by the Canadian Security Intelligence Review Committee that "the report was too extreme and given to scare mongering. They were ordered to give "a more favourable politically correct spin to the facts they present, Thomas has been told.

"Sidewinder reveals that more than 200 Canadian companies and corporations are, in 2002, under the direct control of China's International Trust and Investment Corporation (ITIC).

"It operates directly under the general staff of the People's Liberation Army (PLA). ITIC is the world's largest private operator of container terminals. It has lucrative stakes in 17 ports in Europe, including Rotterdam. These ports are directly implicated in the traffic of humans for the sex slave markets, for domestic slavery, for use as organ donors, reveals Thomas.

In Seeds of Fire, Thomas has detailed how the U.S. has successfully "all but wiped out the memory of the massacre on Tiananmen Square by the PLA acting on the orders of the Chinese leadership.

China Prepares to Execute Christians

The first five people listed above have been sentenced to death by the Jingmen City Intermediate People’s Court in the central province of Hubei, China.

All five were condemned to death on 29 December 2001 in connection with their membership of an unofficial Christian organisation, the "Huanan (South China) Church”. They were tried with 12 others who were sentenced to between two years and life imprisonment.

All 17 were arrested in April 2001 and accused of leading or being members of a ‘heretical religious organisation’ called the "Huanan Church” ("South China Church”).

Their trial began on 18 December 2001. Gong Shengliang and and his niece, Li Ying were convicted of "using a heretical organisation to undermine the implementation of the law” and "intentional assault”.

This latter charge referred to allegations that since 1991 the group had caused serious injuries to four persons and slight injuries to 10 others while "putting the church in order”.

Gong and Li, as leaders of the church, were held responsible for the alleged injuries. Gong Shengliang was also charged with "rape”, a charge often brought by the Chinese authorities against detained leaders of banned religious groups.

The defendants have all reportedly denied their guilt and have appealed against the sentences to the Hubei Provincial High People’s Court. Successful appeals are rare in China and execution can take place hours after the rejection of an appeal.

Gong Bangkun's sentence is suspended for two years. This means that he will only be executed if he "intentionally commits crimes” during that period.

According to official Chinese sources, such prisoners generally have their sentences commuted at the end of the suspension period, usually to life imprisonment. Amnesty International is concerned that the five men sentenced to death may have been tortured to force them to confess.

The authorities have banned the "Huanan Church” as a "heretical organisation”. Since May 2001, dozens of alleged members of the church have been arrested in Hubei province, and some have allegedly been tortured in police custody.

Among those who claim they were tortured by police are three young women, identified as Zhang Hongjuan, Li Tongjin and Yang Tongni, who were reportedly detained on separate occasions between August and October 2001.

In letters to their families, which have recently been made public, they claim that they were tortured during interrogation in an apparent attempt to make them confess to having had sexual relations with Gong Shengliang. Gong Shengliang was sentenced to death on charges reportedly including "rape”.

In her letter, Zhang Hongjuan states that police officers at the Public Security Bureau detention centre in Zhongxiang City, Hubei Province, shackled her hands and feet, ripped open her shirt and beat her on the chest with an electric baton.

Li Tongjin wrote to her family that police officers at the same detention centre shackled her feet and tried to pull off her shirt, before beating her on her chest and legs with an electric baton.

Yang Tongni described how police officers at Jingmen Police School and Jingmen No.1 Detention Centre kicked and beat her, whipped her with a leather belt, cuffed her hands behind her back and wedged books between the handcuffs and her back, and tied her up with rope.

All three claim that others detained with them received similar or harsher treatment.

Yang Tongni and Li Tongjin are reported to be serving three-year terms at Shayang Labour Camp in Hubei Province. The current whereabouts of Zhang Hongjuan are not known.

Twenty-eight relatives of Li Ying and Xu Fuming have publicly appealed to the Chinese authorities to review the case, pointing out that the secrecy which surrounded all the judicial proceedings was a violation of both Chinese law and international human rights standards.

The relatives complain that the authorities did not tell them about the prosecution and trial. The appeal continues: "Even at this very moment we still don't know the whereabouts of our loved ones, how their life is, whether they are still healthy, even whether they are still alive or what awaits them eventually”.

BACKGROUND INFORMATION

China maintains the death penalty for a large number of offences, including non-violent crimes and economic crimes such as tax, financial fraud and counterfeiting.

Execution is by shooting or lethal injection. The death penalty is used extensively, arbitrarily, and frequently as a result of political interference. It is particularly used during periodic "Strike Hard” anti-crime campaigns, when defendants may be sentenced to death for crimes which at other times are punished by imprisonment.

There is currently a "Strike Hard" anti-crime campaign, which initially targeted violent organised crime, but this has been expanded to include a wide range of other crimes.

Amnesty International is concerned that this campaign, which stresses "quick arrest, quick trial and quick results", may influence the proceedings and outcome of criminal trials. Amnesty International has recorded at least 2,960 death sentences and 1,781 executions in China in the 3 months following the start of the campaign from April to June 2001.

These figures, taken from a limited number of sources, show that more people were executed in China between April and June 2001 than in the rest of the world for the last three years.

It is reported that the "Huanan Church” has over 50,000 members and was classified by the authorities as a "heretical organisation” (or "cult”) in April 2001. The authorities have also classified many other Christian church groups and Qi Gong groups as ‘heretical organisations’, which are banned under the Chinese Criminal Law.

The government is currently waging a fierce and unprecedented crackdown on the ‘Falungong’ movement which was also classified as a "heretical organisation” in 1999. Amnesty International has monitored scores of cases of torture and death in custody of Falungong followers.

*The Beijing-Washington Back-Channel and Henry Kissinger's Secret Trip to China*

Washington, D.C., 27 February 2002 - Today the National Security Archive publishes for the first time the verbatim transcripts of Henry Kissinger's secret trip to China in July 1971, as part of an electronic briefing book of 41 recently declassified U.S. documents on Sino-American communications that led to Richard Nixon's historic visit to China in February 1972, 30 years ago.

The transcripts of meetings between Kissinger and premier Zhou Enlai contradict Kissinger's memoirs and show Kissinger readily acknowledging Beijing's position that Taiwan was part of China. Kissinger declared that "we are not advocating a `two Chinas' solution' or a `one China, one Taiwan' solution." Only after Kissinger had taken this position would Zhou declare that he was "hopeful" about prospects for U.S.-China diplomatic relations. In other words, without conceding to Beijing's position on Taiwan's status, it would have been most difficult for substantive discussions to continue and a presidential visit would have been most unlikely. Kissinger made other commitments on Taiwan, e.g., to withdraw two-thirds of U.S. forces from the island once the Vietnam War had ended, but nowhere in his memoirs does he discuss these dramatic concessions. Instead, Kissinger wrote on p. 749 of White House Years (1979) that "Taiwan was mentioned only briefly during the first session."

Besides the transcripts of the Kissinger-Zhou meetings (which covered a range of issues, including Vietnam, South Asia, and Japan), the briefing book includes the first publication of U.S. records of the secret channel that the Pakistani government to provided to expedite Sino-American communications during 1970-1971. The briefing book also documents some of Kissinger's efforts to find other channels of communication with Beijing, such as the Romanian government and French contacts with the Chinese embassy in Paris. A record of a conversation between Nixon and Kissinger on 1 July 1971, before the secret trip, shows the president urging Kissinger to press the Chinese to keep U.S. "political visitors"--Democratic senators--away from China until Nixon had made his trip (giving an ironic twist to the notion that "only Nixon could go to China"). Nixon is also shown urging Kissinger to manipulate Chinese fears of a "resurgent Japan" and the "Soviet threat on their flank."

The documents in this briefing book were compiled by William Burr, editor, The Kissinger Transcripts: The Top Secret Talks with Beijing and Moscow (New Press, 1999), for a conference on the Sino-American rapprochement that was sponsored by the George Washington University Cold War Group of the Elliott School of International Affairs, on 8-9 February 2002. Among the participants in the conference were three veterans of the Nixon National Security Council Staff, Winston Lord, William R. Smyser, and Helmut Sonnenfeldt. Both Lord and Smyser accompanied Kissinger during the July 1971 secret trip. Today's posting includes an audio recording of their public discussion of their experience.

Sizing Up the Competition -- Is China The Endgame?

Sept. 25, 2002, 16:00 PDT (FTW) - In the last 50 years of the United States' quest for hegemony, it has viewed its chief antagonists either ideologically (the Soviet Union and Red China), or economically (Germany and Japan). These antagonists were either overcome or co-opted. In the last decade of the 20th century, the U.S. occupied the unparalleled position of being the world's only superpower. Now, as we enter the 21st century, this unopposed superpower -- at the peak of its military supremacy -- may have an Achilles heel. It is running out of energy and so is the planet as a whole.

The 20th century was an era of technological, industrial and economic progress predicated upon the virtually unrestricted consumption of resources. But the rampant consumption of the 20 century cannot last, not on a finite planet where such consumption is dependent upon nonrenewable resources. The coming century will be an era of resource depletion, as the greed of the last century takes its toll upon the planet.

> Be this as it may, the world public does not yet recognize this change. Consumer demand is ever increasing. In fact, the capitalist economy is dependent upon ever increasing consumption -- without it, the economic base will stagnate and collapse. And while consumer demand for the key item of energy is expected to increase over the next couple of decades, energy production has reached a plateau and will begin an unalterable decline within the next decade. Very soon there will not be enough. In the coming years, continued U.S. hegemony will depend upon maintaining control and access to the world's dwindling hydrocarbon reserves, most of which are contained in the Middle East. In achieving this goal, the U.S. will have to find some way to deal with those countries which are expected to take the lead in rising energy demand. Those countries just happen to be the world's most populous countries, and all three are Asian. Ranked by population and projected energy demand, they are China, India and Indonesia.

INDONESIA With a current population of 228.4 million, Indonesia has proven oil reserves of 5 Gb (billion barrels), and in 2001 was producing oil at a rate of 1.49 million bbl/d (million barrels per day). Oil consumption for Indonesia currently stands at 1.022 million bbl/d. 1 Oil production has actually declined over the past five years by an average of 2 percent per year. Of an ultimate 30 Gb in oil reserves which this country is expected to contain, 19.4 Gb have already been produced, leaving an estimated 10.6 Gb in independently assessed reserves (1.6 Gb of that yet to be found). There is, however, some discrepancy in the reporting of Indonesian reserves. The Oil & Gas Journal reports 5 Gb, while World Oil reports 9.67 Gb; independent review of industry assessments by C.J. Campbell suggests 9 Gb of reserves. Indonesia reached peak production in 1977 but did not hit the midpoint for depletion of its oil reserves until 1992. It is currently depleting its oil reserves at a rate of 4 percent per year. 2 Natural gas reserves stand at 92.5 Tcf (trillion cubic feet). Natural gas production is 2.34 Tcf per year, and consumption is 0.97 Tcf per year. Indonesia currently exports 30 percent of its oil production and 51 percent of its natural gas production. 3 Indonesia is a member of the Organization of Petroleum Exporting Countries, though it may have to withdraw in time as production declines from its aging oil fields. U.S. oil companies have been heavily invested in Indonesia's oil resources. Unocal, Conoco and Exxon-Mobil are involved in new projects slated to begin production within the next couple of years. However, even with these major new projects, Indonesia could become a net importer of oil by the end of the decade. 4 On the other hand, Indonesia is the world's largest exporter of liquefied natural gas (LNG). Exxon-Mobil, Conoco, BP, Shell and Italy's Agip are all involved in Indonesian Natural Gas production. McDermott International has been awarded a contract for a major gas pipeline to Singapore. Yet despite its natural gas reserves, Indonesia still relies on oil for half of its energy needs. It is attempting to shift to domestic natural gas for power generation, but this attempt has been thwarted by lack of domestic natural gas distribution infrastructure. Indonesia's energy demands have lessened slightly in response to the Asian financial crisis of the late-1990s, which severely impacted the Indonesian economy. The growth rate of the Indonesian gross domestic product (GDP) in 2001 was 3.1 percent, down more than a third from 4.8 percent in 2000. The GDP growth rate is expected to be 3.5 percent for 2002. Indonesia's economic collapse in 1998 saw 75 percent of Indonesian businesses filing for bankruptcy. The country is now indebted to the International Monetary Fund to the tune of $43 billion. 5 As a result of the economic collapse, a number of domestic power generation projects have failed, and several proposed projects were cancelled. The country is expected to run into a domestic power supply deficit within a few years, but up to now foreign investors have shown little interest in new power generation projects.

INDIA With a current population of 1 billion, India is the second most populous country in the world. 6 The population of India is growing much faster than the population of China, adding 16 million people per year. 7 India has proven oil reserves of 4.8 Gb, a production rate of 734,000 bbl/d and a consumption rate of 1.9 million bbl/d. The difference yields a net import of 1.1 million bbl/d. India's natural gas resources are likewise meager, with 22.9 Tcf of proven gas reserves. Domestic natural gas production is just keeping up with current natural gas demand, at 752 Bcf. 8 However, natural gas demand has risen faster than any other fuel in recent years, and domestic production cannot keep up with this growing demand. India is currently the world's sixth largest energy consumer. 9 In total contrast to its population and the size of its economy, India is an energy poor country. India's ninth Five-Year Plan stated that India would run out of oil reserves by 2012. The plan emphasized the need for new discoveries. However, there have been no new major finds in recent years. In the late 1990s, India advertised the sale of 48 oil and gas blocks, in an effort to boost international investment in exploration. The initial response was extremely disappointing, with no bids received from major international oil companies. The domestic energy picture is further clouded by low recovery rates, averaging only about 30 percent. This is far below the world average. 10 Natural gas does not fare much better. The proven gas reserves peaked a decade ago. Bangladesh is considered the most likely source for natural gas imports. However, Bangladesh is very sensitive to the idea of selling off its natural resources. India is also considering importing gas from Myanmar. 11 Then there is the more costly idea of importing LNG, most likely from Indonesia and the Middle East. However, before this would be possible major investments in LNG infrastructure would be necessary.

Natural gas and oil pipelines from the Central Asian and Caspian Sea regions have been proposed, but these are complicated by the territorial dispute between India and Pakistan. The Enron-backed Dabhol power plant was to be powered with natural gas piped from Central Asia. This project, India's single largest foreign investment project, has significantly undermined foreign investor confidence in India. Troubled first by payment and contract disputes with the power plant's sole customer, the Maharastra State Energy Board (MSEB), the Dabhol project was also troubled by a lack of cheap fuel. Enron-backed Dabhol Power Corporation notified MSEB in April 2001 that it considered MSEB in breach of contract. Construction activity was suspended in June 2001. Enron is still seeking a buyer for this asset, along with three offshore oil and gas fields. 12

Even the coal situation for India is rather bleak. India is the world's third largest coal producer after China and the U.S. Coal satisfies more than half of India's energy demands. Power generation consumes 70 percent of Indian coal, with much of the remainder consumed by heavy industry. Unfortunately, India's coal is of a low quality with a high ash content and a low calorific value. All coking coal must be imported. 13 In 1999, India became a net importer of coal. 14 While India is energy poor, its energy demands have grown considerably and are expected to continue to do so. By 2020 India's energy demand is expected to increase by more than 2.5 times its present consumption. This will be the result of population growth, urbanization, higher living standards, growth of industry, and growth of transportation demands for both goods and people. 15 CHINA China is the world's most populous nation, with a current population of 1.3 billion. The GDP, currently $1.27 trillion, is growing at 6.7 percent, down from 7.3 percent last year. Its major trading partners are Japan, the United States, the European Union, South Korea and Taiwan. China has maintained a trade surplus for some time, which is responsible for a significant portion of the bubbling U.S. trade deficit. While China's trade surplus has been falling in recent years, this is largely due to imports of capital goods needed to refurbish outdated industrial facilities. 16 This is taken to be an investment which could lead to a resurge in the trade surplus.

After the U.S., China is the second largest energy consumer in the world. The country holds 24 Gb in proven reserves with potential for significant new discoveries both inland and offshore. Oil production amounts to 3.3 million bbl/d. Oil consumption is currently 4.9 million bbl/d and rising. Net oil imports are currently 1.6 million bbl/d, and also rising. China holds 48.3 Tcf of proven natural gas reserves, with production at 0.96 Tcf per year, even with consumption. 17 However, natural gas consumption is also expected to rise. China is 10th on the list of countries ranked by conventional oil endowment. For the past five years, oil production has risen by 1 percent per year, which is well below the rise in demand. To date, China has produced 27 Gb of oil, out of 52 Gb so far discovered. Another 5.2 Gb are estimated to still be awaiting discovery, for a total of 57 Gb. They are expected to reach the midpoint to depletion this year, with the production peak following next year. The depletion rate is currently 3.9 percent per year. 18 China's primary energy consumption is now equivalent to a fifth of the Organization for Economic Cooperation and Development (OECD) total, and one tenth of the world's total primary energy consumption. The International Energy Agency (IEA) expects that China alone will account for 23 percent of world primary energy demand increase between 1995 and 2020. The OECD will account for another 23 percent, leaving a little more than half for the rest of the world (which will include India and Indonesia). 19 Currently, China is the world's third largest oil consumer, behind the United States and Japan. It is expected to surpass Japan within the decade and by 2020 reach a consumption level of 10.5 million bbl/d. 20 China only recently became a net importer of oil, as consumption exceeded production for the first time in 1993. By 2020, China is expected to import 8 million bbl/d, more than the projected net imports of Japan, Korea, New Zealand and Australia combined. 21 Oil production in China was virtually nonexistent 50 years ago. Production rose from 0.5 mb/d (thousand barrels per day) in 1970 to 3.2 million bbl/d in 1997. In 1990, China exported five times more crude oil than it imported, yet by 1997 its imports had grown to twice the size of its exports. 22

TARIM BASIN

China has many other unexplored oil prospects, but the country seems to be pinning its domestic production hopes on the far western Tarim Basin. This is actually three separate basins in the Xinjiang Uygur Autonomous Region. This region, a desert the size of Poland, borders Kazakhstan, Kyrgyzstan and Tajikistan to the west.23 Estimates of its potential reserves still vary from a few billion barrels to 80 Gb. Many obstacles impede exploration and development: deep pay zones, high drilling costs, complex geology, high subsurface pressures and temperatures, a harsh climate (temperatures can hit 117 degrees Fahrenheit in summer and -86 degrees in winter24), and lack of infrastructure.25 Xinjiang also suffers from antigovernment violence blamed on its biggest minority group, the Uighurs.26

To get the oil out of the distant Tarim Basin and bring it to markets in the east and southwest, China has committed itself to a 2,604-mile pipeline system. However, with construction costs estimated at $5.2 billion and Tarim's output growing more slowly than expected, Chinese officials are struggling to figure out how to make the pipeline pay for itself. The Chinese National Petroleum Corporation (CNPC) has pushed on with smaller investments to build pieces of the network, hoping that these smaller investments will render the entire project unstoppable.27 The pipeline is so costly that gas will have to be priced at 35 percent above what buyers say they are willing to pay. It is expected that this pipeline will link up with the even larger "Silk Road" pipeline proposed to bring oil and natural gas from Kazakhstan.28 To finance the Xinjiang pipeline, China has formed a partnership with the Royal Dutch/Shell Group, Exxon-Mobil, and Russia's Gazprom.29

THE ENERGY SILK ROAD

In partnership with Exxon and Mitsubishi, CNPC has submitted a preliminary feasibility study for the world's longest gas pipeline. Dubbed the Energy Silk Road, this pipeline would start in Turkmenistan, and stretch across Uzbekistan and Kazakhstan to Xinjiang's Tarim Basin, a distance of some 4,161 miles. In Xinjiang, it would link up with the Tarim pipeline to continue the journey eastward across China. The estimated cost of $10 billion has stifled investor interest in the project.30 Similarly, a proposed oil pipeline from Kazakhstan eastward across China has spurred little investor interest due to the high price and the difficult terrain which the pipeline would have to traverse.

31 OFFSHORE OIL

While 90 percent of Chinese energy production is located inland, it is beginning to invest more money into offshore production, with significant prospects to be found in Chinese waters. The Chinese National Offshore Oil Corporation (CNOOC) is the company which handles offshore oil production and exploration. Proven offshore reserves are currently 10.7 Gb in 20 offshore oil and gas fields. Offshore production quadrupled between 1994 and 1996, and doubled again by 2000. CNOOC has hopes of major increases in production from fields in the South China Sea. Unconfirmed Chinese reports place potential South China Sea reserves at 213 Gb. However, in 1994 the United States Geological Survey estimated resources at 28 Gb. 32 Exploratory geologists who have worked in the area or who have reviewed studies of the area, say that the results are very disappointing and estimate the South China Sea area could contain as little as a few billion barrels in isolated fields.33 Furthermore, the area is troubled by numerous territorial disputes involving China, Vietnam, Chinese Taipei, Malaysia, the Philippines and Indonesia. These disputes have prevented systematic exploration of the area. There is little indication that the disputing parties will come to an agreement any time soon. 34 There is some likelihood that increased U.S. military involvement in the Philippines is at least partially due to potential or perceived energy resources in the South China Sea.35

IMPORTS AND SHIPPING LANES

Far from relying on inland pipelines for their future natural gas supply, China is planning on building and updating several LNG ports so that it might increase its imports of LNG. In a blow to Indonesia as the top world exporter of LNG, China has recently awarded a coveted natural gas supply contract to Australia.36 Part of the reason for favoring Australia over Indonesia is probably due to the questionable ability to further crowd traffic in the Strait of Malacca shipping lane. Currently 1,142 ships per day ply the waters through this entrance to the South China Sea. Virtually all Middle Eastern oil shipped to Asian customers must pass through the Strait of Malacca. A trans-shipment pipeline across the Malaysian peninsula has been proposed to ease congestion in the strait.37

ENERGY TRADE AND FOREIGN INVESTMENT

China currently imports oil from many countries throughout the world, including Iraq, Iran, Saudi Arabia, Sudan, Indonesia, Angola, Nigeria, Russia, Argentina, Bangladesh, Canada, Colombia, Ecuador, Mexico, Venezuela and the United States.38 China has attempted to diversify its energy imports for security reasons. However, like all other oil importers, it must turn to the Middle East for the bulk of its needs.

Likewise, China has had to open itself to foreign investment. This was one of the conditions for admission to the World Trade Organization. Among companies investing in China's domestic energy industry and infrastructure are Saudi Aramco, several Iranian companies, Enron (until their bankruptcy), Chevron, Shell, and Exxon-Mobil.39

ENERGY INFRASTRUCTURE AND GROWING DEMAND China's energy problems are exacerbated by inadequate infrastructure. As mentioned above Chinese production is still growing at 1 percent, and production is not expected to peak until next year. However, energy consumption outstripped production in 1993. Even with all the domestic energy projects on the board, China's energy demand will still depend upon imports. Part of the reason for this is that energy reserves are located some distance from industrial centers and urban areas, and the infrastructure between energy sources and centers of demand have not been well developed.

Chinese industrial energy demand will more than double during the next 20 years. China's electricity demand has doubled within the last decade and is likely to quadruple by 2020.40

CONCLUSIONS If energy demand in China, India and Indonesia is allowed to grow as much as analysts say it will, then these three countries may very well crowd the rest of the world out of the energy market. Furthermore, the studies quoted here do not figure in oil production peak and beginning production decline by 2010. These studies are predicated on rising oil production until at least 2020. Even the Oil and Gas Journal is now issuing warnings that oil production will not be able to meet demand by the end of the decade. The IEA forecasts that world demand for oil will be at 119 mb/d by 2022. Yet even they offer no word about how this demand will be met.41

It is plain that growing energy demands will bring China, India and Indonesia into conflict with the developed world. The United States in particular,as the top world consumer of oil, will likely either have to curb consumption to make room for other countries or will have to find some way to curb the demands of the emerging energy consumers. Moreover, competition for diminishing oil resources could threaten the U.S. dollar hegemony over world oil transactions.

As competitors for diminishing oil exports, Indonesia and India might not present major problems. Being so energy poor, India may have no choice but to take what they can get. In August Pakistani President Gen. Pervez Musharaf broke from his nation's recent political course of exchanging nuclear threats with neighboring India. Musharaf said he did not object to India accessing a proposed Central Asian natural gas pipeline originating in Turkmenistan and running through Pakistan. If the proposal is materialised, Pakistan could get [a] $400 to $500 million annual royalty, according to the Pakistan's DAWN English language newspaper. It is likely that the U.S. will have no serious problems in managing India's energy demands.

As for Indonesia, they are currently in the hands of the IMF and the World Bank. If these institutions stay true to their usual scam, Indonesia should soon be completely impoverished. However, Indonesia does control important shipping routes and valuable energy reserves. Therefore, it is likely that Indonesia will see continuing U.S. intervention for the foreseeable future. U.S. approved political leaders and foreign control of energy resources will keep Indonesia under control for at least a little longer.

As a starving world struggles for the remaining energy scraps, it is foreseeable that India and Indonesia may be left to starve, with much of the Third World. Or it is possible that a nuclear exchange and/or bloody war could be spurred on between India and Pakistan strictly for the purpose of population reduction. Such designs are despicable, but not out of the range of possibility for starving nations.

China, on the other hand, will be our major competition.

China is unlikely to become involved in an open war with the U.S. The annual Chinese military budget was $32 billion in 1997, or roughly an eighth of the $260 billion U.S. military budget for the same year.42 The U.S. has military bases throughout Asia, including the Philippines and Japan, and now in Central Asia. In the event of a war, the U.S. could easily cut off Chinese energy imports through the Strait of Malacca and from Central Asia. A direct war between China and the U.S. would be a disaster for both countries, and possibly for the entire world.

Though China will avoid open warfare with the U.S., they might become sucked into a war in the Middle East. Should the U.S. become involved in a protracted war in the Middle East, it is likely that the opponents would be supplied by China. In a U.S. military conquest of the Middle East, China would have to respond by aligning itself with the Muslim resistance. They would likely do anything short of sending Chinese troops to the Middle East to fight against the U.S.

This being said, China will have to deal with the U.S. empire, and it will need to force the U.S. into recognizing China as an equal power. This will most likely be achieved through economic means, and possibly through a series of minor wars in third-party countries. Economically, China is in a very strong position with regard to the U.S. The Chinese control the U.S. trade deficit, while the U.S. has very little economic control over China. Should the Chinese step up the production and export of consumer goods, the U.S. would have no choice but to swell its trade deficit even farther. And should China supply more goods than the U.S. can consume, the economy will suffer. Likewise, should China move away from the U.S. dollar as the international currency of trade, the results for the United States would be disastrous. Ethnic Chinese control 50 percent of the private capital in the Philippines, 70 percent in Indonesia, 80 percent in Thailand and Malaysia. The countries of the Pacific produce 60 percent of the world GDP. In recent sessions of the Asia-Pacific Economic Cooperation Summit there has been a lot of discussion about a Pacific alternative to the U.S. dollar. The golden Yuan has been the leading contender.43

THE FAILURE OF COMPETITION

In the competition for declining oil reserves, ultimately everyone will lose. In the process of struggling for world domination and energy domination, both militarily and economically, we will drain the world's remaining energy supplies without preparing for the coming transition. The net result will be a tremendous increase in suffering throughout the world, the further impoverishment of the world's population, and a semi-secure, semi-comfortable position of limited power for the elite few who manage to stay on top. Yet it does not have to be this way.

If the United States would cut its energy consumption back to sane levels, there would be enough to build a better world for everyone. Instead of maximizing profits and trying to corner the market, we need to undertake a program to restructure our society. We need to increase energy efficiency and conservation. We need a massive program to provide more energy-efficient housing, transportation and industry. And we need to move from energy-intensive, export-oriented, and hydrocarbon-based agriculture to more sustainable, locally oriented, organic agriculture. Along the way, we can build a more socially responsible, and more democratic society, where everyone will benefit -- or at least not as many will perish.

First we have to deal with our own greed and indifference. And we need to realize that competition will only result in misery. To get anywhere, we must act from a foundation of cooperation and mutual aid. There is very little time left to avoid a catastrophic future.
