The CIA as a Terrorist Organization In September 2001 President George W. Bush declared a "War on Terrorism" and vowed to destroy all terrorist organizations "with a global reach". For the good of both America and the rest of the world he should start with the largest international terrorist organization of them all his own CIA.
The concept of "terrorism" is not clear and there is no generally agreed upon definition of the term. It is, however, a tactic, a means to a particular end. A tactic can always be used, and is always a possible course of action for some group or other. Once this is understood it is clear that it is ridiculous to declare a "War on Terrorism" one cannot defeat a tactic. To declare a war on terrorism is to declare perpetual war (which, in fact, is the intention).
"Terrorism" is here taken to mean the practice of the deliberate inflicting (either directly or indirectly) of harm, injury, death and/or destruction upon a civilian target sufficient to cause horror, revulsion or despair among civilian populations and/or their political leaders, with the goal of causing those populations or political leaders to act in a way desired by the terrorists.
Terrorist action differs from military action in two respects: (1) In military action the target is military (or provides direct support to the military), not civilian; in military action the military forces of some organization, usually (but not necessarily) a state, target the military forces (and supporting infrastructure) of an opposing organization, usually a state. (2) In military action the aim is to destroy a particular military capability of the opposing side rather than to effect some political goal (though, of course, military action is usually conducted in support of some larger political strategy).
The distinction between terrorist and military action may not always be clear, for several reasons.
- The distinction between a military target and a civilian target may not be clear. (A police station may be a military target or a civilian target depending on what activities its occupants are engaged in.)
- The goal of a particular militant action may be partly military and partly political, and although these aims may usually be distinguished when the instigator is a state, using its military forces, they may become blurred when the instigator is a non-state entity such as a resistance group.
- The judgement as to what is terrorist activity and what is military activity may depend on who is making the judgement. This is usually the case when there is violent opposition by the inhabitants of some territory to the unwanted control or occupation of that territory by some external entity, usually a state (as in the West Bank, the Basque region, Kashmir, etc.). Militant groups among the population of the occupied territory may carry out attacks against both military and civilian targets of the occupying power, attempting to persuade the occupying power to cease its occupation and withdraw control. From the point of view of the occupying power such groups are composed of "terrorists", but from the point of view of the inhabitants of the occupied territory they are "freedom fighters" militant groups engaged in armed conflict with an occupying enemy state (Israel, Spain, India, etc.). Thus arises the saying, "One man's terrorist is another man's freedom fighter." Actually, as Noam Chomsky has pointed out, the distinction is quite simple: If they do it, it's terrorism; if we do it then it's counter-terrorism (and so OK).
This is the excuse that Israel gives for its terrorism directed against the Palestinian people. When Palestinians detonate explosives strapped to their bodies in the streets of Tel Aviv filled with Israeli shoppers it is terrorism. When Israelis fire missiles from helicopter gunships into streets in Gaza filled with frightened Palestinians it is counter-terrorism. So if acts of reprisal against violence directed at civilians is "counter-terrorism" then acts of reprisal against those acts of reprisal is "counter-counter-terrorism". And if counter-terrorism is OK (a reply to acts of violence) then surely so is counter-counter-terrorism. The same excuse that the Israelis give for their terrorism could also be used to excuse the Palestinians.
That CIA was created just after the end of World War II (from an OSS riddled with Nazis) by an act of Congress (and Congress can eliminate it in the same way). Its official purpose is to function primarily as an intelligence-gathering organization (at least, that's what we are supposed to believe) but in fact it has always been something different from that.
The CIA is not now nor has it ever been a central intelligence agency. It is the covert action arm of the President's foreign policy advisers. In that capacity it overthrows or supports foreign governments while reporting "intelligence" justifying those activities. It shapes its intelligence, even in such critical areas as Soviet nuclear weapons capability, to support presidential policy. Disinformation is a large part of its covert action responsibility, and the American people are the primary target of its lies. Ralph McGehee, Deadly Deceits
The CIA has been a terrorist organization from its beginnings, when it included a large number of former Nazis former members of the Gestapo and the Nazi military intelligence (such as Reinhard Gehlen). Unlike smaller terrorist organizations such as ETA the CIA does not normally engage in terrorism by sending its employees to plant bombs, etc. Rather, it tends to act through intermediaries and agents, sometimes making use of U.S. military personnel.
That the CIA is a terrorist organization is clear from its record of terrorist activities (sometimes called "counterinsurgency" or "low intensity conflict"). Here are just a few examples:
- During the Vietnam war the CIA conducted Operation Phoenix, an assassination program. The goal was not only to eliminate those Vietnamese who might oppose the U.S. (which in practice meant most of the population of Vietnam) but also to terrorize the entire population of South Vietnam and to suppress opposition to the occupying U.S. forces. Over 20,000 Vietnamese were murdered, often at random.
- The CIA also recruited a mercenary army in Vietnam (financed by profits from the CIA's heroin smuggling), particularly from among the Hmong villagers, which was used to terrorize the civilian population and to prevent them from assisting the Viet Cong.
- The CIA organized and financed (with the profits from its cocaine smuggling) the activities of the Contras in Nicaragua, who murdered tens of thousands of civilians, and tried to disrupt the economy, in an attempt to destabilize the legitimate Sandinista government. (For this the U.S. was condemned in the World Court for engaging in international terrorism, and it rejected a U.N. security council resolution calling upon it to observe international law.)
- The CIA planned and organized the military coup d'etat in 1973 in Chile which overthrew the legitimately elected government of Salvador Allende (because he would not implement economic policies designed in Washington to favor American corporations doing business in Chile) and brought to power the regime of General Augusto Pinochet; this regime abducted, tortured and killed thousands of Chilean citizens in an attempt to suppress opposition.
- The CIA organized and supported the Turkish government's persecution of its Kurdish minority during the 1990s, resulting in tens of thousands of deaths and millions of refuges; the aim being the suppression of Kurdish culture and the elimination of Kurdish demands for a separate state.
- The September 11th attacks on the World Trade Center and the Pentagon are widely regarded as terrorist acts. There is evidence of CIA involvement. See Michael Ruppert's Suppressed Details of Criminal Insider Trading Lead Directly into the CIA's Highest Ranks.
Further examples could very easily be given (and may be found documented in the many books, magazine articles and web pages about the CIA). It's not that the CIA is a rogue organization, out of control. The CIA implements the policies of the President of the United States. The CIA carries out unofficial U.S. government policy. That the CIA is a terrorist organization implies that the United States is a terrorist state. Considering the millions of deaths that the U.S. has caused and the enormous suffering that its international policies produce, its hypocrisy in condemning other countries as "terrorist states" would be ludicrous if it were not so tragic.

The 'Perfect' CIA Assassination

In an article published on April 9, 1996, the British newspaper the Guardian reviewed evidence presented in a British Channel 4 documentary which suggests the involvement of the CIA in the killing of a British policewoman outside the Libyan Embassy in London in 1984. The TV documentary cast serious doubt on the orginal claim that the policewoman was shot from a first floor window of the Libyan Embassy.
Investigative journalist Joe Vialls first revealed the CIA involvement in the incident and documented how the Libyans were not responsible for the murder of the British policewoman. He set out his findings in the following exclusive report for New Dawn published in September 1994.
During the morning of the 17th April 1984 an unarmed policewoman by the name of Yvonne Fletcher was gunned down in cold blood while on duty outside the Libyan People's Bureau in St. James Square, London. British accusations that the Libyan Government was responsible were incorrect. Yvonne Fletcher was assassinated on the direct orders of the American CIA in a coldly calculated 'Psyop' (Psychological Operation) designed to generate intense British hatred against Libya. The operation was a complete success. Two years later when the US used British air bases to launch a vicious bombing attack on Libyan civilians, only a handful of British voices were raised in protest.
Early in 1984 an American oil multinational with known, direct intelligence links to the CIA opened an office at 8 St. James Square in London SW1: the same corner of St. James square as the Libyan People's Bureau located at number five. It was a strange choice as the multinational already had an office in London W1 and there was no clear corporate need for the extra office space. Perhaps stranger was the multinational deliberately choosing to locate this 'hidden' office space within spitting distance of the Libyan People's Bureau, which represented an object of hatred for American oil multinationals and the CIA.
All visitors to the building during 1984 were subject to rigid security checks, and it is known the telephone number was (01) 839 2102, with a 24 hour back-up of (01) 581 0918. The multinational facility at 8 St. James Square remained anonymous until early 1985, long after the last Libyan diplomat was expelled from London by the British Government.
What the new American multinational property had in common with the Libyan People's Bureau was a clear view of the whole of St. James Square and a very similar field of fire. Assassination was not a new venture for the multinational, which the 1975 American Church Committee established had acted as a direct contact between the CIA and the Mafia on assassination matters. Later in 1985 American author Michael Drosnin expanded on the covert paramilitary relationship between the Dallas-based multinational and Langley-based intelligence agency.
Evidence of the St. James Square CIA atrocity was freely available to the British public during 1984 on a BBC film called 'Libyan Siege' with sound by Mike McKay. But the film was visually meaningless at the time simply because the British public had no knowledge of the multinational presence at 8 St. James Square, or its covert relationship with the Central Intelligence Agency. Even if that data had been available it would have been intellectually challenging for the British public to accept that CIA officials ordered the cold-blooded assassination of a young, unarmed British policewoman on the streets of London simply to achieve a geopolitical objective.
That the Libyans were confused by the events of that day was shown clearly in the London-based paper Jamahiriya Review some weeks after WPC Yvonne Fletcher's assassination:
"Then came the news that elements hostile to Libya, with known links to the CIA, planned to stage a demonstration outside the Libyan People's Bureau in St. James Square on 17th April.
"... On the eve of the St. James Square demonstration, in London and in Tripoli, Libyan officials made vigorous representation, urging the British government to ban the event to be staged outside the Libyan People's Bureau. However, Britain ignored Libya's request.
"... It cannot have escaped the observation of most rational people that initially the police denied the presence of any firearms inside the bureau, and then the following day made claims they had discovered spent cartridge cases on the floor and weapons concealed elsewhere. In fact it was a stage managed media event which was totally irrelevant to solving or resolving the crucial issue of who shot WPC Yvonne Fletcher."
Clearly at that early stage the Libyan people knew well enough they themselves had not shot WPC Fletcher, but were at a loss to know how the assassination had been stage managed - and from where. The sound of the shots came from the same corner of the Square as their Bureau but there was no muzzle flash, no smoke and no obvious disturbance in the crowd demonstrating below. It seems likely the Libyans did not work out the firing point until much later on, if they ever worked it out at all.
The film narrated by Mike McKay could have easily provided the answers the Libyans sought, had they been privy to the multinational presence at 8 St. James Square. In ballistic terms the film confirms the shots could not have been fired from the Libyan Bureau, and further confirms the firing platform must have been located on the same side of the square as number eight, very close to the Libyan Bureau itself.
Also curious is the fact that though the crowd demonstrating in the square all wore hoods, the British media failed to report on this strange phenomenon. London is a free, open society not used to covert activities of this nature and the irregularity was therefore very newsworthy.
Initially the film shows that extensive crowd barriers had been placed around the central garden pavements of St. James Square and also to one side of the Libyan Peoples Bureau. In addition, all cars apart from two official vehicles had been cleared from the square. Both features prove the Libyan claim that the 'hooded' demonstration had been planned well in advance. The tightly controlled grouping of the demonstrators in the central portion of the square also provided a clear killing ground devoid of any obstructions on the roadway surrounding the central gardens. The latter feature was almost certainly accidental but remains highly significant.
With the demonstrators separated from the Bureau by a phalanx of British police it is very obvious from the film that Libyan personnel were under no immediate threat when the shots were fired. Thus no 'panic' situation existed within the Bureau as might be expected if the building was under physical siege. At the time the shots were fired there was no visual motivation for any Libyans to have taken such action: quite the reverse because the police can be seen providing very tight security in front of the Bureau building.
A camera crew positioned with its back to the Bureau was filming the hooded and masked demonstrators behind the barriers in the centre of the square. The camera traversed to its left, showing demonstrators stretching across the entire width of the central gardens. When the shots were fired this camera zoomed in and filmed the demonstrators flattening themselves on the ground towards the camera's left. So the instinctive fear response of the demonstrators was to a loud noise coming from their own left-hand side: exactly the position of No. 8 St. James Square. If the shots had been fired from the Bureau behind this camera crew, the spontaneous crowd reaction would have been away from the Bureau and camera, not to the camera's left hand side.
Perhaps most extraordinary was a policeman standing in the road roughly halfway between the Libyan Bureau and the crowd of hooded demonstrators. When the shots were fired he hardly batted an eyelid and merely looked casually to his right towards number 8, before turning round to look questioningly at his sergeant outside the main door of the Libyan Bureau. If the shots had been fired from the Libyan Bureau the supersonic 'crack' as they flew over his head would have produced a violent reaction. London policemen are known for being very cool in dangerous situations, but not as cool as that...
Although the noise of the shots sounds very loud on the sound track this was probably due to the proximity of the camera microphone to the source of the shots. In fact the sound of the shots swamped the microphone for a split second. What is even more noteworthy is that the crowd to the camera's far left hand side facing the Bureau did not try to dive for cover, indicating strongly that the sound at that range was perhaps no more menacing than a car backfire. This is borne out by policemen filmed in other parts of the small square looking puzzled but taking no evasive action whatever.
The intensity of sound generated by a weapon is generally very loud within 90 degrees of either side of the muzzle, then decreases the further back behind the weapon an observer happens to be, proving the Libyan Bureau was not the source. If it had been, reaction to the shots would have panicked the entire front line of the crowd facing the Bureau but failed to do so.
Eye witness B. Cartmell stated on camera: "Whoever fired the machine gun must have fired between thirty and fifty rounds..." This is proved incorrect by the film. A good average cyclic rate for an ordinary machine gun is around 600 s.p.m. (shots per minute) which implies a continuous three second burst for 30 shots or a continuous five second burst for 50 shots. The film sound track gives no indication that more than two, possibly three shots were fired with echo from the square adding distortion. There can be no doubt the clatter and whine of 30 to 50 jacketed military rounds striking the ground and ricocheting around the square would have had every policeman and member of the media diving for cover. Not one of them did so.
A second TV camera located at the far end of the Square zoomed in to show WPC Fletcher rolling from side to side on the ground clutching her abdomen. The film shows clearly that there was no blood on the ground underneath WPC Fletcher at that point in time or much later on. Thus the bullet that hit her did not pass through her body and leave an exit wound, which raises serious ballistic questions. The second camera crew also filmed police officers treating other injured persons who, like WPC Fletcher, did not leave any trace of blood on the pavement. Nor was there any evidence of bullet holes in the outer clothing of the other (hooded) injured. Indeed, a policeman was filmed looking without success for the entry point of a wound sustained by one of the masked, khaki clad demonstrators.
The lack of blood generally is the most enigmatic part of the overall film footage. If all 11 injured people were shot by a high velocity machine gun and were then treated on the same pavement, there would have been buckets of blood staining the paving. The film shows no blood on the pavement or road at all.
There was a complete lack of gouge marks on the road behind WPC Fletcher as she lay rolling on the ground. If a long 30 to 50 round burst had been fired with at least one bullet hitting WPC Fletcher in the abdomen, there should have been at least two or three clear tracks on the ground behind her from near misses as the weapon wavered. No matter whether the bullets were fired from number five or number eight the path of the bullet that hit WPC Fletcher in the abdomen was downwards at an angle. The lack of gouge marks to her rear at first seems inexplicable.
Eye witness Brian Cartmell was a man with remarkable powers of observation which is very fortunate. His statement on camera was concise, assured and very detailed:
"Whoever fired the machine gun must have fired between thirty and fifty rounds because the chippings came up from the pavement [between WPC Fletcher and the demonstrators], and I saw a young policewoman, blonde in her late twenties, fall on her right hand side and her hat rolled into the gutter, and she fell clutching her groin and her stomach. And about three officers ran to her assistance." [Author's insertion.]
The direction in which a gunshot victim falls is dictated to a large degree by the retained kinetic energy of the bullet acting on the victim and the point at which the bullet hits the body. Therefore if WPC Fletcher had been shot in her right arm the tendency would be for that retained energy to spin her to the right hand side. WPC Fletcher was shot almost dead-centre in the abdomen, which is roughly her centre of gravity. Thus the 'fall on her right hand side' proves the bullet came from her left, with its retained energy knocking her to the right towards the inner pavement where B. Cartmell saw the 'chippings' coming up. Any bullet fired from the Bureau would be in a straight line, knocking WPC Fletcher backwards rather than sideways and missing the inner pavement completely.
Further, any stray bullet fired straight down the square from the Libyan Bureau that missed WPC Fletcher would continue straight on and bypass the crowd in the centre of the square. This is borne out by the limited noise 'reaction zone' in front of the Bureau, and the policeman standing in front of the Libyan Bureau looking puzzled when he should have been diving for cover. If a very long 30 to 50 round continuous burst had been fired in a raking right to left traverse, it is certain that everyone standing in front of the Libyan People's Bureau would have reacted instantly to the noise.
It is no great secret that many embassies stock weapons for use in self defence, which are normally limited to handguns loaded with, jacketed or solid lead bullets of standard military type designed to remain intact and not expand on entry to the body. Such handguns (and compact sub machine guns which fire identical ammunition) have a strictly limited range and are generally inaccurate beyond about 25 metres or 75 feet. In like manner their retained kinetic energy falls swiftly over distance as they are only designed for close range work. WPC Fletcher was well out of killing range for any such weapon fired from the Libyan People's Bureau. Only 9mm defensive cartridges were allegedly found in the Bureau later by British authorities.
In the case of the common 9 millimetre 123 grain bullet fired by these defensive weapons, energy falls from 341 foot-pounds as the bullet leaves the barrel to 241 foot-pounds at 100 yards. Quite enough to cause serious injury but rarely death if hit in the abdomen at extreme range with hospital facilities only ten to fifteen minutes away, especially if the victim is young, healthy and fit as WPC Fletcher certainly appeared to be on the film. Conversely, the retained energy from high velocity automatic assault rifles such as the American Springfield M14 or German Heckler and Koch firing a 180 grain standard military round is a massive 2,288 foot pounds at 100 yards. Enough to go straight through two policewomen standing back-to-back if the bullet was a military full-jacketed variety.
It seems unlikely the Fletcher autopsy report will ever be made public but it would provide one of the missing answers to what happened on that day: why WPC Fletcher died from a bullet in the abdomen which did not have the velocity to leave an exit wound, but nonetheless induced unconsciousness within minutes and her death shortly afterwards.
There are three high velocity rifle bullet types specifically designed to cause massive damage without going through the body and exiting on the far side. The best known is the 'dum-dum' where a simple cross is cut on the nose of the bullet with a hacksaw, causing it to break up on entry and ensure heavy injury. The crude cross on the nose can cause severe inaccuracy so 'dum-dum' rounds are never used by professional assassins.
The 'Hollow Point' and 'Silvertip' fall into the second category and are professional hunting bullets. On impact either bullet uniformly expands to twice its diameter, causing the full retained kinetic energy to be expended inside the body, encouraging very rapid bleeding and swift unconsciousness.
Third is a bullet designed for one purpose only - assassination. Known as the 'Fragible' bullet it is designed to enter the body and then shatter into tens of high velocity splinters or shot that cause colossal damage in the body cavity itself, though there is little external indication of the damage sustained.
Although the film microphone recorded only two or three shots, the sound proves the bullets were fired by a high velocity weapon. Eyewitness Cartmell stated he saw between 30 and 50 rounds judged by the 'chippings' from the pavement between WPC Fletcher and the demonstrators, so fragible bullets must be considered the most likely villains. If three fragible bullets were fired but only one hit WPC Fletcher the remaining two would explode on impact with the paving, throwing up dozens of minuscule razor sharp metal shrapnel fragments and hard granite chippings. Quite enough to injure a large number of bystanders but not kill them. This would also account for the blood missing from the pavement, and the policeman looking unsuccessfully for a bullet entry point on the demonstrator dressed in khaki. Each shrapnel puncture wound would be tiny and almost invisible to the naked eye i.e. blood on hands and faces, but no obvious bullet holes.
Once again, with the demonstrators carefully contained behind barriers in the central part of the square, the bullets must have been fired from a point to WPC Fletcher's left-hand side rather than from her front as she stood facing the Bureau.
Without access to the film, and knowledge of the CIA linked multinational located at 8 St. James Square, it would be very difficult for the police or public to comprehend what motive either side might have had in murdering an innocent, unarmed policewoman in the prime of her life. The Jamahiriya Review got very close to the truth with a single sentence in 1984:
"It served the purpose for which the demonstration was staged, and fitted into the pattern of the American campaign to present a false image of the Libyan people..."
The demonstration certainly did that, but the Libyans apparently missed the main point of the exercise at that early stage in the proceedings. It was the assassination of WPC Fletcher which was to play the major role in presenting a 'false image' of the Libyan people during the years to come.
There are few things more sacred to the British public than the safety of its proudly unarmed police force, a fact the Central Intelligence Agency was well aware of. Therefore the slaughter of a young unarmed policewoman on the streets of London itself would generate feelings of intense loathing in the British public and direct raw hatred towards the supposed killers. That it did, but the British public rem-ained unaware of the real culprits as the horrifying television film was flashed across the nation into millions of homes.
The British police must have had suspicions of course. The shots rang out for no obvious reason, and even the most junior constable would have realized that for the Libyans to kill an unarmed policewoman in broad daylight would be tantamount to committing complete diplomatic suicide.
But what else could the British police do at the time? There were no other obvious suspects and the police (later) found 9mm cartridges in the Libyan People's Bureau: cartridges that could easily have been planted by the occupants of 8 St. James Square the night after the last Libyan left the People's Bureau. Number 8 was only a few metres away, and entry would have been simplicity itself for an agency as skilled as the CIA.
The British Government and intelligence services were clearly certain that WPC Fletcher was not killed by Libyans located in the People's Bureau, because after a bloodless siege that lasted until 22 April 1984, Britain broke off diplomatic relations with Libya and ordered the occupants of the People's Bureau to leave the country within seven days. They were allowed to depart unhindered without a single 'suspect' being arrested and charged with WPC Fletcher's assassination.
It was not until 2 May 1984 after the Libyans had left that the British suddenly 'found' 3,600 rounds of 9mm ammunition and an automatic pistol in the Bureau. If it was Libyan property it would certainly have been loaded into one of the 18 Libyan diplomatic bags which left the country unopened.
The sceptical reader should compare British Government behaviour during April 1984 with later events in 1991 when the British Government stridently demanded the extradition from Tripoli on very shaky evidence of two Libyan nationals merely suspected of being 'involved' with the downing of American Pan Am flight 103 over Lockerbie in Scotland. Back in 1984 the British Government had the entire staff of the Libyan People's Bureau in the palm of its hand, but rather than make arrests it ordered all Libyan personnel out of the country within seven days.
Central Intelligence Agency motives for the assassination are not hard to establish. It is no great secret that the agency was outraged when the American military was ejected from Libya after Colonel Al Qadhafi came to power in 1969. Following on from that there are documented incidents of covert CIA action against Libya, primarily in the form of training insurgents in Chad to undermine the Al Qadhafi government in Tripoli, all of which failed. And so it was that American F111 bombers streaked off British runways during 1986 en-route for the civilian populations of Tripoli and Benghazi.
The choice of Britain as the launching point for that attack has long puzzled many strategic analysts. Why fly all that way in relatively old-fashioned F111s when the job could have been carried out more efficiently and with less warning by American carrier-based fighter-bombers in the Mediterranean? There is no answer other than CIA determination to reinforce hostile British sentiment against Libya. In addition the CIA awarded itself a bonus by murdering Colonel Al Qadhafi's 15 month old daughter Hannah with a 2,000 pound laser bomb, guided unerringly to its tiny defenceless target by an American F111. Years later it was established conclusively that the German 'incident' used as an excuse for the bombing raids was not the work of the Libyans at all but deliberate, calculated CIA disinformation.
To judge by current developments with blanket sanctions continuing against Libya at the behest of the US, the CIA probably considers the calculated assassination of WPC Fletcher one of its finest achievements. With less than a handful of bullets the Central Intelligence Agency brought Libya to its very knees using deception alone.
Anyone outside the CIA will probably view the assassination in a different light. Much is known about CIA assistance with the successful assassinations of Congolese strong man Patrice Lumumba and President Trujillo of the Dominican Republic, and of CIA assassination attempts against Castro of Cuba, Qadhafi of Libya and Hussein of Iraq. Despicable though all those attempts were, they somehow seem distant and disconnected from the real world. But just like the events in St. James Square during 1984, every assassination or attempted assassination was planned for geopolitical motives, and to influence the populations of the countries in question. The CIA might even have sincerely believed that the human targets it selected deserved to die.
Any such rationale vanished the day WPC Fletcher's assassination was ordered by CIA headquarters. At that precise point in time the Central Intelligence Agency crossed an invisible ethical line when it decided to assassinate an innocent, unarmed British policewoman in a coldly-calculated, cynical psychological warfare operation designed to manipulate and distort the belief mechanisms of the entire British population. That single bestial operation proved once and for all time what many have suspected for decades: that 'Covert Action' officials within the CIA have become mentally unstable and are now completely out of control.

Exerpts of The Wilcher Report - The Truth About Waco 9-5-99
Rumor Mill News was started in June of 1996 by Gunther and Rayelan Russbacher and several of Gunther's colleagues. Gunther and two of his best friends were the men who gave Paul Wilcher the information that is contained in the Wilcher Report
Paul Wilcher was a lawyer and investigator who had met Gunther and Rayelan shortly after Gunther had gone public that he was the October Surprise Pilot. This revelation on Gunther's part, earned him a 21 year prison sentence.
Paul Wilcher went from Washington D.C. to Jefferson City, Missouri to help Russbacher prove that he was a CIA deep cover operative. If this could be proved, Missouri would have to release him from prison. Wilcher stayed over three months interviewing and debriefing Russbacher. Many documents and tapes were produced from these meetings with Russbacher.
he ended up dead....wilcher did...onto something apparently...if a lawyer can have difficulties proving a special forces soldier was a deep cover operative...don't expect me to be able to prove it - in a court anyway...perhaps you are more open minded than such a situation...
In addition to learning about the October Surprise scandal, Wilcher learned about the related pattern of crimes and coverups that have been committed by various branches of the United States government. Wilcher was privy to current inside information because Russbacher, even though in prison, received daily CIA briefings.
The following information was passed to Paul Wilcher via telephone by Gunther Russbacher and others. Wilcher recorded the conversations and wrote a letter to Janet Reno that was over 100 pages long. Gunther Russbacher told his wife, Rayelan and author, Rodney Stich, that the complete Wilcher letter was 105 pages. The last four pages are missing.

#16) Mind Control & Memory Blocks to Ease the Consciences of the CIA's PROFESSIONAL Killers:
Thus far, we have been discussing mind control and memory blocks in the context of the CIA's "Manchurian-Candidate-type robot assassins - those low-level individuals -- like Sirhan Sirhan, David Hinckley, Mark David Chapman (who assassinated the Beatles' lead singer/song writer John Lennon), and the six (6) Black men murdered in Pershing Park -- as discussed starting on Page 22 above -- persons who are programmed by the Agency to be used only once and then "thrown away" and discarded -- i.e., persons who are destined either to be killed or imprisoned for the rest of their lives, once they have performed their pre-ordained secret mission. In other words, these low-level individuals are highly expendable -- particularly when getting rid of them will 'preserve the "plausible deniability" that the Agency had anything to' do with their training, conduct, or activities.
In the context of these low-level individuals, the mind control programming we have been discussing is used not only to condition the desired robotic response to a pre-ordained secret signal, but also to prevent the subject from remembering anything about the conditioning and programming experience, so that he is virtually helpless to counteract or overcome it -- without many years of deep hypnosis and therapy -- as in the case of Candy Jones, discussed on pages 20 and 21 above. There is, however, a totally different category of covert operatives employed by the CIA -- the real PROFESSIONAL killers -- who are used for multiple high- level, top secret missions, over an entire life time. These top-level "black" operatives are generally men of extraordinary intelligence, education, talent, training, and experience, and it is into their hands that most of the real 'dirty work" of the Agency -- including top-level assassinations is entrusted.
For example, the Agency will use a low-level programmed robot like a Sirhan Sirhan or a David Hinckley -- to be the "patsy" for a top-level assassination, or assassination attempt (like the murder and attempted murder of Senator Robert Kennedy and President Reagan, respectively). But they rarely entrust the task of actually pulling the trigger in such a high-profile case to such a low- level cutout.
Instead, the real work in such top-level assassinations is carried out only by the Agency's true PROFESSIONAL killers -- persons who are NOT used just once and then discarded, but who, instead, are used over and over again, year in and year out, for nearly all of the Agency's most secret and sensitive dirty work. "Wet" Ops: Such dirty work is generally referred to, among "black" (covert) operatives within the Agency, as "wet" operations -- operations where one or more persons are to be killed, where human blood (which is wet) is to be--spilled.
DEBRIEFINGS AFTER CIA "WET" OPERATIONS
The normal procedure is that after each "BLACK" or "wet" operation all persons participating in or connected with the operation are totally debriefed by a special debriefing team sent from Agency headquarters -- including a psychiatrist skilled in the various mind control and memory block techniques we have been discussing.
In this debriefing, each member of the "wet" team is required recite to the debriefing team exactly what happened during the operation, in a precise, step-by-step, detailed manner. Each member's recitation is generally repeated several times -- once normally, once under hypnosis, once with a polygraph, and once under scopolamine -- and only when the debriefers are fully satisfied that they have gotten ALL the details and that there are no glaring inconsistencies between these different recitations, is the debriefing brought to a close.
Part of the reason for this debriefing process is to provide detailed records and feedback to the Agency concerning all of the top-level "black" and "wet" operations -- i.e., precisely what was done? Was the operation a "success"? Did it go off as planned? What mistakes, if any, were made? And what improvements can be made so that on succeeding operations, the task at hand can accomplished even more professionally and expeditiously?
NOTE WELL:
The importance of this point cannot be overstated. For, this means that deep within the bowels of the Central Intelligence Agency -- if you only know where to look -- you can find the detailed debriefing records on all of the "black" and "wet" operations carried out by the CIA over the past,30 years or so.
You should subpoena these records immediately, Attorney General. And once you get them -- If you ever get them -- you should put them under the tightest security imaginable to protect them from being tampered with or destroyed.
All these records should then be made available for the debriefing and complete testimony of the 16 or so top covert operatives who now wish to come forward to testify -- see pages 102

Then, at the conclusion of the debriefing, once the debriefers are confident they have gotten ALL of the factual details, each operative is put under deep hypnosis, and the psychiatrist in the team implants memory blocks into his subconscious memory:
of course, forms of hypnosis vary...if you have had your sleep interrupted for weeks as a means to break down your resistance, for instance, and then subjected to theaters of trauma...to be honest, sometimes i can recall it all vividly and sometimes not...
(a) first, to make it far more difficult for him to remember what he and his other "wet" team members did during the operation i.e., to block many of the gory details as to precisely how each of the persons targeted for "elimination" was "taken out"(i.e., murdered) -- so that he will be less likely to be troubled by recurring nightmares concerning what he and his team members have just done; and
(b) second, to alleviate the guilt which would otherwise be associated with these memories, and to allow him to justify in his mind, to the extent he is able to remember what happened, that what he and his fellow team members did was "praiseworthy," rather than highly criminal -- i.e., that the person or persons they murdered were a "menace" to society and deserved to die, and that he was doing his country a valuable service by eliminating these "targets" from society.
Of course, these memories of what he and his fellows have done on these various "wet" operations are never completely erased, and can, with work, be fully recovered. But at least these mental blocks make it easier for the operative to live with himself and his conscience, and help to keep these vivid and gory images from flooding into his consciousness, and becoming obsessive thoughts and recurring nightmares.
These memory blocks are also a way for the operative to justify his having acted as the targets' accuser, prosecutor, judge, jury, and executioner -- all in one fell swoop, without the target's having been given the benefit of due process whatsoever -- i.e., NO notice, NO hearing, NO right to confront and cross-examine his accusers, NO right to put on a defense, NO right to testify personally or call witnesses in his behalf, and NO right to be tried before an honest judge and a jury of his peers, according to the laws and the Constitution of the United States.

These memory blocks thus help the operative to suppress all these troubling thoughts which might otherwise disturb his waking hours or his restful sleep -- thoughts which might otherwise force him to reexamine his calling as one of the CIA's top professional killers, and to consider seriously whether he ought to pursue some other line of work.
COMMENTS ON "WET" OPERATIONS
There may be sow argument in favor of such "wet" operations to "take out" the agents of foreign governments who were the sworn enemies of this nation during the "Cold War" era, or even today, in the instance of state-sponsored foreign or domestic terrorism.
But when such "wet" operations are used instead to "take out" citizens of this country who do NOT pose a legitimate threat to the society at large
Like David Koresh and the other 85 men, women, and children at the Branch Davidian compound -- and whose only real threat is that IF they were given a legitimate trial before an honest judge and jury, they might expose some of the CIA's dirty business concerning its top secret mind control operations and the murderous purposes for which they are used -- i.e., where these "wet" operations are used merely for the purpose of covering up and burying the truth, along with the innocent victims, in order to protect the guilty -- -- as clearly was the case both in Waco and in Jonestown -- not to mention the assassinations of President John F. Kennedy, Dr. Martin Luther King, Jr., Senator Robert F. Kennedy, and countless other persons whom the CIA has deemed a threat to its existence then such "wet" operations have clearly gone way out of bounds, and absolutely must be exposed, so that those responsible can be held accountable, and so that such operations can be prevented from happening ever again in the future.

Let's return to David Koresh and his 6 fellow "sleepers" in Waco, Texas.
#17) Returning to David Koresh and his 6 Fellow "Sleepers" in Waco: The point to be made here is that David Koresh and his 6 fellow "sleepers" were low-level Manchurian-Candidate-type programmed robot assassins -- who were scheduled to be used at some point in the future, but who had NOT yet been used for their pre-ordained secret missions
(RMNews--Paul Wilcher was not told about the mission the Waco "sleepers" had been prepared to carry out. Gunther Russbacher, Wilcher's primary source for the information contained in "The Wilcher Report", wrote an outline from memory of the chemical device the "sleepers" were constructing and alluded to how and where it would have been used. (Russbacher wrote this outline on a napkin in the visitors section of the prison where he was housed. A fellow covert operative smuggled the napkin out of the visitors's room and faxed it to Russbacher's wife. The operative typed it on an old typewriter. This is the only way he could be certain that no one knew he had the information until AFTER it had been faxed. Upon receiving the information, Mrs. Russbacher immediately put it out over her Fax- tree network. Before the Internet became so popular, Fax-trees were the way whistle blowers had to work. In other words, the information had to get out to hundreds of thousands of people in a short period of time to insure their safety.)

Note Well:
whereas the "wet" team that went in to "take them out" were some of the CIA's top professional killers.
The term "sleeper" in this context connotes:
(a) that the mind control programming which had been done on Koresh and his inner circle had probably been done a number of years earlier;
(b)that the secret instructions implanted deep into their subconscious memories had lain dormant over the intervening years;
(c) that the CIA now had to arouse Koresh and the other 6 from their "sleep" -- i.e., to reactivate the secret conditioned responses implanted into their subconscious memories -- in order to get them to perform their pre-ordained secret missions on cue, whenever the CIA deemed it appropriate; and
(d) that the CIA could also activate the secret "self-destruct" signal, discussed on pages 20 to 22 above, to cause the robotic "suicides" of Koresh and his inner circle, once they had been performed their secret mission,, or at any other time the CIA decided they were no longer of any use to the Agency
supposedly...they were going to go off early and in their own way...this science IS not exact and such is the risk...

#18) Koresh's Enormous Stockpile of Weapons:
It is also important to understand that the enormous cache of' automatic weapons, military equipment, ordinance, and ammunition which Koresh and his followers had acquired, had customized for their purposes, and had stockpiled in the Branch Davidian compound was all accumulated with the apparent knowledge and consent of the CIA over a period of several years.
The point to be made here is that David Koresh had acquired this considerable arsenal for a specific purpose -- which was NOT just to be able to defend himself and his followers against the government -- should it ever decide to attack.
Rather, the primary purpose of this enormous arsenal was to allow Koresh and his 6 fellow "sleepers" to carry out whatever secret assignments they were to be given by their CIA "handlers", if and when those handlers felt the time was right to activate the CIA's prior secret mind control programming of these 7 robotic assassins.
#19) One Reason why Koresh was so Skilled in Controlling his Followers:
Therefore, one of the reasons why Koresh was so successful in controlling and subjugating the minds and wills of his followers was that he and these 6 men in his inner circle had been through such intensive and total mind control programming themselves.

It had to keep a careful watch over them -- and, if push came to shove, to "take them out" (i.e., to kill them), if the CIA ever felt that Koresh and his 6 fellow "sleepers" could no longer be counted on to carry out their pre-assigned mission at some date in the future or, as ultimately occurred, if there was any danger that they might someday testify in a Court of law, or otherwise be able expose to the public the real truth about the CIA's mind control operations.

The "sleepers" had been programmed many years before. In the ensuing time, it was discovered that the wind currents in Oklahoma City would have dispersed the chemical so that it would have been rendered ineffective. In other words, it would not have killed the massive number of people that needed to be killed to send a message to the American people. The chemical device, which the 7 "sleepers" were in the process of constructing, could have killed up to 350,000 people. (Which ever agency or department was in control of the "sleepers" and this project, made the determination that Houston would be a better target than Oklahoma City, in other words, more people would have been killed. The seven "sleepers" had not yet been "recalled" and reprogrammed with the new instructions such as dates and locations.)

But apparently, one of the factors which strongly influenced the CIA to initiate the original BATF raid on February 28th, in the first place, was that Koresh and his 6 fellow "sleepers" were said to be resisting the attempts by their handlers to prepare them for that secret mission.

Therefore, one of the Principal reasons for the initial February 28th raid was to chasten Koresh and his fellow "sleepers" -- to frighten them , and to whip them into shape .
(RMNews has been given conflicting information as to why the BATF got involved. Our information came from three of the same sources that gave the original information to Wilcher. According to our sources, the BATF had no idea what was really going on at the Davidian compound. The BATF was carrying out a raid similar to the raid on Randy Weaver's family at Ruby Ridge. (The BATF was given information that Koresh was dealing in illegal weapons. They were also told Koresh and his followers were a Christian Doomsday cult who were preparing to use the weapons to commit terrorist acts. The BATF had no idea that a chemical device was being constructed in the underground bunker or that the device could wipe out up to 350,000 people. (The BATF was told that Koresh and his followers had most of their weapons stored in a nearby hanger. The arms and ammunition was being readied for transport by Buffalo Airlines to drug dealers in South America. RMNews does not know if this information, which was given to BATF agents, was accurate. What is known, is the BATF did not expect the members at the compound to be as fully and powerfully armed as they were.)

This is apparently why the BATF did not try to kidnap Koresh while he was jogging along the county roads near the compound, and also why it did NOT postpone or call off the raid even after it knew, to an absolute certainty, that the supposed element of surprise had been taken away, since Koresh and his followers had been tipped off in advance that the raid was about to occur.

(RMNews Paul was almost correct in what he stated. The BATF DID want to "send a message" to Koresh, his followers, and Christian Patriots nationwide. The message that was being sent was the same message being sent at Ruby Ridge, i.e. that patriots and their families will be horribly murdered if they continue to resist the New World Order. Many people never knew that while the siege was taking place at Ruby Ridge, a government unit tried to drop flammable liquid on the Weaver's cabin and burn them alive... just like what happened at Waco. The only thing that stopped them was the reporters and the friends and family of the Weavers who were close enough to see what was going on. (According to CIA operative Gunther Russbacher, there was another message being sent. Russbacher once stated that Randy Weaver was also a programmed "sleeper". Russbacher indicated that Vickie Weaver had somehow "deactivated" Randy's programming. Russbacher seemed to imply that the attack on Ruby Ridge was intended to send a message not only to the Patriot community, but to all "sleepers" from the special forces community. Some of these "sleepers" realized they had been programed, and were trying to find the "sleeper" program and deactivate it. Russbacher said this was happening in some of the men who had been programmed during the Viet Nam War. Thus, the purpose of the raid was NOT to surprise Koresh, or to take him peacefully. The purpose was to be as heavy handed, and as unsubtle, as possible.
(RMNews According to Russbacher, this is true) so that Koresh and his fellow "sleepers" could not possibly miss the message: "Either shape up and get back into line, or we will 'take you out' -- i.e., "WE WILL KILL YOU.")
Therefore, the fact that there was a gun battle on February 28th, and that 4 BATF officers, along with 6 cult members, were killed, was NOT a tragedy from the CIA's point of view. (RMNews-- nor from the standpoint of President Clinton who used the raid to dispose of men who knew too much about Clinton's past.) Those 10 deaths merely served to underscore the point they wanted to make to Koresh and his 6 fellow "sleepers" -- as well as to any other "sleepers" who might be getting out of line elsewhere across the country:
"Be prepared to carry out the orders we will give you, exactly as you have been pre-programmed to do, or you and all your loved ones will have hell to pay for your disobedience."
The deaths on February 28th also gave the government the excuse it needed to mount a permanent armed siege against the compound. After all (so the argument goes), how can you let ordinary citizens get away with killing 4 BATF agents in the line of duty?!

The truth of the matter is, from what our sources have told us, is the BATF stuck its nose in something it didn't understand. The BATF learned that a special operations unit from the CIA was preparing to mount an operation at the Davidian compound. -- The BATF had no knowledge of a chemical device or of a mind control operation.-- The rivalry between the various Bureaus, Departments and Agencies is really what is to blame for this tragedy. The BATF leaped into this situation, without appropriate background intel, because they wanted to beat the CIA to the punch and in the process, achieve what they thought would be positive media coverage.)

(RMNews to the best of our knowledge and belief, this statement of Paul's is not accurate. The moment the BATF attacked, special units in the FBI were briefed as to what was really going on. RMNews believes this unit is the same unit that was headed by Richard Rogers, who was responsible for ordering the murder of Vickie Weaver at Ruby Ridge. At the highest level of this FBI unit, the entire story was known. William Sessions, the director of the FBI at the time of Waco, knew the truth, but he was held, literally under house arrest, while Clinton and the same FBI unit responsible for Ruby Ridge, carried out their own agendas. Sessions barely escaped several assassination attempts. Sessions had lived in Waco, served on the City Council, and had intimate knowledge of the mind control operations that were going on in Waco. Wilcher is correct when he says that Attorney General Janet Reno had no idea what was really going on.)

Therefore, - the loss of life which occurred on February 28th played right into the CIA's hands, allowing it to blame Koresh and his followers for all the violence which had occurred as well as all of the far greater violence which was yet to come to desensitize the public to all that violence, and to build public acceptance of (and even support for) the proposition that the government "simply had no other choice" in dealing with Koresh and people like him.

The bottom line here is that this propaganda we were being fed by the CIA (RMNews read this as FBI) was to pave the way for a general acceptance of the imposition of martial law when situations like this "get out of hand" -- which is the way the CIA (read-- FBI) wants us to view its 51-day siege of the Branch Davidian compound in Waco.
FURTHER MIND CONTROL ASSAULTS ON KORESH AND HIS FELLOW "SLEEPERS" AFTER THE FEBRUARY 28TH BATF RAID
Since, as we have seen, the entire Waco incident grew out of the CIA's mind control programing of Koresh and his fellow "sleepers", it should not be at all surprising that such attempts to control the subconscious minds and wills of Koresh and his followers continued throughout the entire 51-day siege which followed the February 28th BATF raid.
Throughout the siege, for example, we were told each evening on the nightly news that the FBI was shining high-powered spotlights onto the compound at night, and bombarding those inside with various kinds of loud and obnoxious noises -acid rock music, Tibetan chants, Christmas songs, and the like -- in an attempt to annoy Koresh and his followers, to deprive them of their sleep, to make them cranky and irritable, and thus to make them more pliable to the FBI's demands that they surrender peacefully - - so that there would be no loss of life. That's what we were told.
The truth, however, is far different. That ability and determination to withstand even the most intense adversity is apparently what made those in charge of the siege angry beyond all comprehension. And that official anger and frustration apparently is what led to the final, fatal assault on the compound on Monday, April 19th.
(RMNews again, Paul... who was a good friend and colleague did not have all the facts and jumped to his own erroneous conclusions in the above statements. While it is true that Koresh and his followers were able to withstand the psyops warfare that was being directed at them, it is not true that this act of "defiance" so angered the FBI that the FBI attacked the compound in an angry rage and burned the Davidians to death. (The FBI WAS NOT RESPONSIBLE FOR THE FIRES THAT WERE SET! Paul lays this out very clearly in section #18 "How the fires Were Started.". The Delta Force Group that was sent in to kill the seven "sleepers", and anyone else who got in their way, was responsible for setting the fires. The voices that were heard by the FBI recordings, were probably the voices of this unit. The Delta Force Group was ordered to set the fires. The men who made up the group were "compartmentalized." This means they only thing they knew was that they were ordered to kill "potential terrorists" and start fires.)

THE PENULTIMATE PLAN BY "THE DELTA FORCE"
(RMNews Penultimate means the "second to the last")
Before we get to a discussion of what actually happened on April 19th, however, there was one penultimate plan to end the siege which was proposed to you, Attorney General Reno (according to what I have been told), which you apparently turned down -- only 2 to 3 weeks before that final fateful Monday, April 19th.
This plan, had it gone forward, would have involved the following,
#1) The plan would have been carried out by "The Delta Force" -- an elite commando-type military unit- Composed of specially trained members of the Army, Navy, Air Force, and Marines, operating under the command of the Joint Chiefs of Staff and the CIA;
#2) It would have involved a night raid on the compound, when the place was pitch black -- NOT illuminated by the usual spotlights;
#3) It would have been carried out by crack commandos dressed all in black.
#4) It would have depended for its success on the elements of surprise, lightning-quick speed, and precise execution;
#5) And it would have resulted in the vast majority of the 95 men, women, and children in -the compound at the time being brought out alive, safe, and unharmed.
There was, however, one other crucial element of this plan which was highly controversial, but upon which the commanders of "The Delta Force" and the CIA were most insistent. And IF you were informed of this element, Attorney General Reno -- though I seriously doubt that you were -- this may well have been why you reportedly rejected the plan, and refused to go forward with it.
#6) This last element was that the members of "The Delta Force" were to bring everyone out alive -- except for David Koresh and his six (6) fellow CIA "sleepers" Those 7 men were to be killed -- no questions asked period. For under NO circumstances were these 7 ever to be allowed to testify in a Court of law or otherwise to reveal to the public what they knew about the CIA's secret mind control programing or its "Manchurian Candidate type" robot assassins.

WHAT REALLY HAPPENED IN WACO ON APRIL 19TH, 1993
This brings us then to what actually happened at the Branch Davidian compound on Monday, April 19th, 1993.
You have reported to the nation, Attorney General Reno, that you met with President Clinton on Sunday, April 18th, and that after outlining the plan you had been given to him, and going over it in some detail, he told you to go ahead IF YOU THOUGHT THIS WAS THE RIGHT THING TO DO.
You have also reported to the nation that having given the ultimate go ahead for the plan, you (and President Clinton) are the ones ultimately responsible for what happened in Waco on Monday, April 19th, 1993.
That, however, is simply NOT true, Attorney General Reno. What happened in Waco is NOT your fault. (RMNews this is true) Nor is it President Clinton' s fault. ( RMNews-- This is not true. President Clinton, being fully knowledgeable of mind control operations, knew exactly what was going on. He used the situation to rid himself of people who knew too much about his drug involvements at Mena, and his long list of women.)

What actually happened in Waco, according to the information I have been given, is as follows:
#1) As early as Sunday afternoon or evening, April 18th (shortly after your conference with President Clinton), calls went in to Parkland Hospital in Dallas -- the very same hospital where President Kennedy was taken after his assassination in Dealey Plaza on November 22nd, 1963 -- again, at the hands of CIA Professional killers -- to be prepared to receive a large number of serious burn victims from Waco the following day.
#2) On the morning of April 19th, the same Delta Force commando team actually, a select group of the CIA's top professional killers -which would have carried out what I have referred to above as "the penultimate plan", had it been approved -- was on the ground in Waco to carry out all aspects of the "wet" operation planned for that Monday.
#3) This mass murder was then to be covered up and made to look like a "mass suicide -- just like Jonestown" -- thereby layering one monstrous CIA lie upon another -- since both Waco and Jonestown were CIA mass murders, and NOT mass suicides.

#4) This "Delta Force" group was composed of 15 men in all, headed by a Lieutenant Colonel who was a CIA liaison officer. The group flew into Texas on their own C-130 Transport plane, parked it either at the Waco or Dallas airport all day, and then departed once their "dirty work" had been completed. The plane belonged to "Triangle."
#5) Among the.15 men in this larger group, .there were two (2) smaller operational teams -- the 4-man- team which actually made the insertion into the compound, as described in detail below, and a back-up team, which apparently was never used.
#6) These men were dressed all in black -- black pants, black shoes, black jackets, black gas masks, black gloves -- very poetic for a "black" (or "wet") operation -- and were dressed to look like all of the other FBI officers on the ground -- probably even wearing jackets with FBI insignias on them (though I am not certain of this), so that to any outside observer, there would have been virtually no way of telling these 4 men apart from any of the other federal officers on the scene at the time.
#7) The whole nation watched on TV that morning as the FBI used MI-Al tanks to punch holes in the exterior walls of the compound's living quarters. We were later told that at the same time they had battered down these walls, the tanks had also lobbed massive quantities of a very virulent form of tear gas into the compound.
#8) This tear gas had been designed to be used for crowd control -i.e., it was so virulent and irritating that even in a fresh air, out-of-doors situation, it was guaranteed to cause people to flee from its presence instantly simply in order to be able to breathe.
#9) Now, it was being used in a closed, indoor living quarters situation where 95 men, women, and children were trapped inside. The logical expectation would have been that all 95 of these persons would have fled out-of- doors instantly , just to be able to breathe. But strangely, not a single person cam out of the compound -- even after this noisome substance had been poured into the compound in enormous quantities over a period of several hours.
#10) The logical question therefore arises: Why? Why did not ANY of these 95 men, women, and children --- particularly, the women and their children -- instantly flee for fresh air into the out of doors?
The answer we have been given by the news media and the official FBI spokesmen is that David Koresh and his cult members had stockpiled and outfitted themselves with gas masks.
TEAR GAS -- AND NERVE GAS WERE USED
#11) The real truth, however, is much more sinister and cold-blooded. For what actually happened here is that the tear gas -- as virulent and noisome as it was -- was only the mask or cover for the -real, active ingredient being propelled by the tanks into the compound.
What was actually propelled into the compound was a nerve reagent - a neuro toxin -- NERVE GAS -- a virulent poisonous substance, like curare -- which instantly paralyzed and rendered totally helpless and defenseless all of the 95 men, women, and children inside the compound -- except for those 9, later rescued, like David Thibideaux, who were on the 2nd or 3rd floor with their windows wide open on both sides, and who were thus spared the deadly effects of this tear gas/nerve gas combination. For all the others, that could no longer coordinate their muscles in the effort required even just to get up, much less to flee to the life- sustaining fresh air outside, only a few feet away. 3

This is an extremely serious matter, Attorney General Reno. For it means that here the U.S. military, the FBI, and the Justice Department -- all directed by the CIA -- used nerve gas on innocent men, women, and children in our civilian population -- and then proceeded to murder them in cold blood, as is set forth in detail below. #12) After this deadly tear gas/nerve gas combination had had time to do its debilitating and paralyzing work on all the men, women, and children in the compound, the 4-man "Delta Force" "Team" -- actually some of the CIA's top professional assassins -- made its entry into the compound. Fittingly, for a "black" operation, they were dressed all in black, from head to toe, as stated above.

#13) They were dropped onto the roof of the compound by one of the several low-flying. heavily armed military helicopters which hovered overhead throughout much of the day -- while all of the television cameras were focused on the outside of the building at ground level -- for example, focusing on the tanks which had just lobbed the tear gas/nerve gas combination into the building. The actual Insertion into the building came at approximately 10:25 AM.
#14) Before they entered the compound, however, this 4-man team of assassins had received shots of atropine, the antidote to the nerve gas, so that they too, would NOT be overcome and paralyzed by it.
#15) According to testimony given before the House Judiciary Committee on the day of your testimony, Attorney General Reno, the fires in the Branch Davidian compound did not become visible until approximately 11:45 AM that morning. This means that the team had something in the neighborhood of one (1) hour and fifteen (15) minutes, or so, in which to do their "dirty work," and then to make their escape.
#16) The Murder of David Koresh: One of the first things they did, obviously, was to go into the so-called communications center, just off the kitchen, where they found, and quickly subdued and killed, David Koresh, along with any of his close associates who were nearby. Koresh was killed with single bullet to the middle of the forehead, about an inch above the eyes, fired from a distance of about 4 inches away.
In this regard, an article on page A-3 of The Washington Post, on Tuesday, May 18th, 1993, is directly relevant. It quotes noted forensic pathologist, Dr. Cyril H. Wecht of Pittsburgh, who recently completed an independent autopsy of the bodies of David Koresh and Steve Schneider, one of his chief lieutenants, as saying that the gunshot wound in the middle of the forehead, which killed Koresh, and the gunshot wound in the back of the head, which killed Schneider, are "not typical of suicide." And no wonder! They were, in fact, NOT killed by suicide at all. This was a calculated, carefully planned, cold-blooded mass murder, carried out with precision, by the one of the best teams of professional assassins this nation has to offer!
Note also that the FBI's psychological profile of Koresh showed him NOT to be suicidal -- and the FBI (through the CIA) had access to all of the relevant information on him, dating back to, and including, his programming to become one of the CIA's Manchurian Candidate type robot assassins. They must have known, even that early on, that the normal "self-destruct" programmed response implanted into the subconscious psyche of most CIA "sleepers" would NOT work on Koresh. Consider also the point made by a teenage girl, on the NBC Nightly News, Tuesday, May 4th, 1993, who had been a member of the Branch Davidian cult in Waco until shortly before the April 19th disaster. She stated in this interview that all of the children in the compound were repeatedly grilled by Koresh on precisely how to commit suicide -- either by taking cyanide poison, or by gunshot. But she said Koresh always insisted that you must put the gun IN YOUR MOUTH before pulling the trigger. 'If you put the gun to your temple, there is always the danger that you might survive [as a vegetable]."
If this was the message which Koresh so carefully taught everyone in the compound over a number of years, is it probable that Koresh himself, and all of the other men around his who died by gunfire, would have committed "suicide" by shooting themselves in some manner other than the one they had so carefully drummed into their children's minds over all those years?! For apparently, not a single one of the persons who died of gunshot wounds died of a bullet wound to the roof of his or her mouth!
#17) From the communications center, the "wet" team then fanned out throughout the rest of the compound, and methodically "took out" (i.e., murdered) all of the other six (6) CIA "sleepers" they would have killed earlier, in what I have called-"the penultimate plan," had that plan been allowed to go forward, plus a number of other persons along the way. According to an article on page A-18 of The New York Times on Wednesday, May 5th, 1993, two-thirds of the bodies autopsied thus far -- more than 2 dozen then, and still counting -- have bullet wounds in them of some kind which the medical examiners say were inflicted after the date of the initial BATF raid on February 28th.
It is highly likely that ALL of these gunshot wounds were inflicted by this team of CIA assassins, as they went throughout the compound doing their pre- assigned 'dirty work.'
This same article in the New York Times also states that it appears that at least 17 of the children were killed by means of poisonous injections. Although I have no specific information on that point, all my other information -- including the fact that everyone else in the building, except those 9 who had been targeted to be saved -were paralyzed by the nerve gas and thus had been rendered incapable of moving at all -- strongly suggests that these children were likewise "taken out" by this CIA "wet" team. (RMNews Paul is speculating on this.)

Part Three
HOW THE FIRES WERE STARTED
#18) The remaining task for this "wet" team -- after the multiple murders, described above, had been carried out -- while they were still inside, was to place 3 or 4 canisters of "Willie Peter" (White phosphorus) in strategic locations throughout the compound in order to start the fires.
These canisters were all equipped with delayed timing devices, all set to go off simultaneously -- apparently at or shortly before 11:45 AM, since that's when the fires were actually sighted by outside observers on the scene. White phosphorus is one of the most fearsome incendiary device imaginable, and is therefore a favorite of CIA's "wet" teams, ignites instantly, immediately burns with white hot intensity, consumes, beyond all recognition, everything in its path -- thereby destroying all possible forensic evidence -- and covering, as well as one can possibly imagine, the trail of assassins (like this particular "wet" team) who want to try to claim later that their actual mass murder was merely a "mass suicide" or a "tragic accident."
CIA "wet" teams have also been known to corner their intended targets into a closed quarter, and then throw "Willie Peter" in their midst, so that these victims are instantly immolated right before the team's eyes. The fire which "Willie Peter" produces is so intense, and the combustion so complete, that victims -- as was the case here in Waco -- can only be identified by their dental records.
But here, because the team itself was inside the closed quarters they had to use delayed timing devices on the "Willie Peter" canisters -- to give themselves time to make their own exit before the entire compound was consumed in the monumental conflagration all watched in horror on television.
#19) Notice that this explanation of how the fires started comports with the observations on the scene -- with what the television cameras ground level recorded, and with what the military helicopters and their infrared cameras overhead observed -- i.e., that 3 or 4 fires started simultaneously at different places in the compound. And then these separate fires spread rapidly (because of the wood construction, the straw which was everywhere, the high winds, and the white hot "Willie Peter" incendiary devices which had started these separate blazes in the first place), until they united into cohesive whole, involving the entire compound, which became far more destructive than the sum of these separate smaller fires, until it ultimately became a massive conflagration which consumed everything in sight.
One possible contrary explanation, which has been offered by, commentators and "tragic accident" theory advocates, is that the tear gas sprayed into, the compound by the tanks [ignoring the fact that what was injected was NOT just tear gas, but a tear gas/nerve gas combination] was itself a combustible substance, that one of the tanks, in punching holes in the exterior walls, had accidentally knocked over a kerosine lantern or container, and that the kerosine had then ignited the tear gas, which then resulted in the conflagration.
This "tragic accident theory, however, simply does NOT square with the known facts, preserved on video tape, because the compound did NOT explode into a massive fire ball all at once (as would have been the case if the tear gas itself had been combustible, and had been ignited by a torch, like lighted kerosine).
#20) The other point to be made here is that, while the "wet" team did kill many of those inside the compound prior to setting the fires (by means of the"Willie Peter" canisters on delayed timing devices, discussed above), they apparently did NOT murder (at least, directly) ALL of the 86 men, women, and children who ultimately died in the tragedy -- meaning that many of those who died were left paralyzed by the nerve gas, unable to get up or free themselves from this disaster in progress, and were thus consigned to being consumed alive in the giant conflagration brought on by the white phosphorus.
(RMNews We have been told that the reason the men who made up the Delta Force Group came forward and told their stories to Gunther Russbacher, who then told the story to Wilcher, was because they did not know that the people were immobilized with the nerve gas. They believed the women and children could escape once the fire started.)

NOTE WELL
#21) The bottom line here is that 86 men, women, and children died - i.e., they were murdered in the Branch Davidian compound on Monday, April 19th, 1993 ALL at the hands of the 4 members of this CIA "wet" team, operating under the cover of the Delta Force.
#22)The bottom line is also that high ranking officials in our government -- though NOT yourself, Attorney General Reno, (RMNews true), and NOT President Clinton (RMNews not true) including senior Reagan and Bush Administration holdovers in the Justice Department, the FBI, the BATF, the Pentagon, and the CIA - all knew in advance that this Waco operation was designed from the start to be a mass murder in which only those few individuals whom the CIA had-targeted in advance to be saved would be allowed to survive -- and that AU of the other 86 son, women, and children in the compound would be murdered in cold blood by these CIA-Delta Form assassins.
(RMNews this is true but it isn't the whole truth. There were different reasons that the different units wanted these people dead. Those people who are trying to implement a New World Order, wanted to use WACO to send a powerful message to everyone who is trying to resist the plan for a One World Government. President Clinton knew there were people within the Davidian Compound who had been part of the drugs for arms operation that was being run out of Mena, Arkansas. Some of the arms that were stored in the hanger, were about to be shipped on Buffalo Airlines, to the drug dealers, AKA communist terrorists, who were trying to overthrow their elected government.)
(There was only a small group of people who knew the real truth. Some FBI officials knew that the Waco compound was part of a mind control operation, but these people did not know that the "sleepers" had begun to assemble a chemical device that could have killed everyone in the area if it had been detonated. (The small group of people who knew the whole story, believed that the chemical device was going to "trigger", either on its own, or by the "sleepers". RMNews is speculating here... but we think it is an educated speculation if the "sleepers" had already been programmed with the location where they were to use the chemical device, perhaps a date for the release of the chemicals, had also been programmed. Another RMNews theory if the "sleepers" were accidently triggered, and if they started assembling the chemical device, maybe they were on their own schedule for the release of it deadly chemicals. (What is known for sure by RMNews, is that the men who ordered that the Waco compound burned, also saw to it that everyone inside, who could have been contaminated by the deadly chemical, be completely burned also. The only members who survived, were the ones who escaped in plain view of the television cameras, and those who were upstairs, in areas that could not have been contaminated by the chemical device. (RMNews also speculates that the men who ordered the compound burned believed that burning would destroy the chemical device. The device had been stored in the underground bunkers, level 2 and 3, but evidently parts of it had recently been brought into the kitchen area. RMNews speculates that the men who gave the order for the Waco holocaust, believed that the "sleepers" were getting ready to activate the device. There is no telling how many people in the area would have died. What is known, is that all of the deaths, including the deaths of the reporters and camera people, would have been caught on live feeds to the entire world.)

The following timeline describes just a few of the hundreds of atrocities and crimes committed by the CIA.
CIA operations follow the same recurring script. First, American business interests abroad are threatened by a popular or democratically elected leader. The people support their leader because he intends to conduct land reform, strengthen unions, redistribute wealth, nationalize foreign-owned industry, and regulate business to protect workers, consumers and the environment.
So, on behalf of American business, and often with their help, the CIA mobilizes the opposition. First it identifies right-wing groups within the country (usually the military), and offers them a deal: "We'll put you in power if you maintain a favorable business climate for us." The Agency then hires, trains and works with them to overthrow the existing government (usually a democracy). It uses every trick in the book: propaganda, stuffed ballot boxes, purchased elections, extortion, blackmail, sexual intrigue, false stories about opponents in the local media, infiltration and disruption of opposing political parties, kidnapping, beating, torture intimidation, economic sabotage, death squads and even assassination.
These efforts culminate in a military coup, which installs a right-wing dictator. The CIA trains the dictator's security apparatus to crack down on the traditional enemies of big business, using interrogation, torture and murder. The victims are said to be "communists," but almost always they are just peasants, liberals, moderates, labor union leaders, political opponents and advocates of free speech and democracy. Widespread human rights abuses follow.
This scenario has been repeated so many times that the CIA actually teaches it in a special school, the notorious "School of the Americas." (It opened in Panama but later moved to Fort Benning, Georgia.) Critics have nicknamed it the "School of the Dictators" and "School of the Assassins." Here, the CIA trains Latin American military officers how to conduct coups, including the use of interrogation, torture and murder.
The Association for Responsible Dissent estimates that by 1987, 6 million people had died as a result of CIA covert operations. Former State Department official William Blum correctly calls this an "American Holocaust." The CIA justifies these actions as part of its war against communism. But most coups do not involve a communist threat. Unlucky nations are targeted for a wide variety of reasons: not only threats to American business interests abroad, but also liberal or even moderate social reforms, political instability, the unwillingness of a leader to carry out Washington's dictates, and declarations of neutrality in the Cold War. Indeed, nothing has infuriated CIA Directors quite like a nation's desire to stay out of the Cold War.
The ironic thing about all this intervention is that it frequently fails to achieve American objectives. Often the newly installed dictator grows comfortable with the security apparatus the CIA has built for him. He becomes an expert at running a police state. And because the dictator knows he cannot be overthrown, he becomes independent and defiant of Washington's will. The CIA then finds it cannot overthrow him, because the police and military are under the dictator's control, afraid to cooperate with American spies for fear of torture and execution.
The only two options for the U.S at this point are impotence or war. Examples of this "boomerang effect" include the Shah of Iran, General Noriega and Saddam Hussein. The boomerang effect also explains why the CIA has proven highly successful at overthrowing democracies, but a wretched failure at overthrowing dictatorships.
The following timeline should confirm that the CIA as we know it should be abolished and replaced by a true information-gathering and analysis organization. The CIA cannot be reformed - it is institutionally and culturally corrupt.
1929: The culture we lost - Secretary of State Henry Stimson refuses to endorse a code-breaking operation, saying, "Gentlemen do not read each other's mail."
1941: COI created - In preparation for World War II, President Roosevelt creates the Office of Coordinator of Information (COI). General William "Wild Bill" Donovan heads the new intelligence service.
1942: OSS created - Roosevelt restructures COI into something more suitable for covert action, the Office of Strategic Services (OSS). Donovan recruits so many of the nation's rich and powerful that eventually people joke that "OSS" stands for "Oh, so social!" or "Oh, such snobs!"
1943: Italy - Donovan recruits the Catholic Church in Rome to be the center of Anglo-American spy operations in Fascist Italy. This would prove to be one of America's most enduring intelligence alliances in the Cold War.
1945: OSS is abolished - The remaining American information agencies cease covert actions and return to harmless information gathering and analysis.
Operation PAPERCLIP - While other American agencies are hunting down Nazi war criminals for arrest, the U.S. intelligence community is smuggling them into America, unpunished, for their use against the Soviets. The most important of these is Reinhard Gehlen, Hitler's master spy who had built up an intelligence network in the Soviet Union. With full U.S. blessing, he creates the "Gehlen Organization," a band of refugee Nazi spies who reactivate their networks in Russia. These include SS intelligence officers Alfred Six and Emil Augsburg (who massacred Jews in the Holocaust), Klaus Barbie (the "Butcher of Lyon"), Otto von Bolschwing (the Holocaust mastermind who worked with Eichmann) . The Gehlen Organization supplies the U.S. with its only intelligence on the Soviet Union for the next ten years, serving as a bridge between the abolishment of the OSS and the creation of the CIA. However, much of the "intelligence" the former Nazis provide is bogus.
Gehlen inflates Soviet military capabilities at a time when Russia is still rebuilding its devastated society, in order to inflate his own importance to the Americans (who might otherwise punish him). In 1948, Gehlen almost convinces the Americans that war is imminent, and the West should make a preemptive strike. In the 50s he produces a fictitious "missile gap." To make matters worse, the Russians have thoroughly penetrated the Gehlen Organization with double agents, undermining the very American security that Gehlen was supposed to protect.
1947: Greece - President Truman requests military aid to Greece to support right-wing forces fighting communist rebels. For the rest of the Cold War, Washington and the CIA will back notorious Greek leaders with deplorable human rights records.
CIA created - President Truman signs the National Security Act of 1947, creating the Central Intelligence Agency and National Security Council. The CIA is accountable to the president through the NSC -there is no democratic or congressional oversight. Its charter allows the CIA to "perform such other functions and duties. as the National Security Council may from time to time direct." This loophole opens the door to covert action and dirty tricks.
1948: Covert-action wing created - The CIA recreates a covert action wing, innocuously called the Office of Policy Coordination, led by Wall Street lawyer Frank Wisner. According to its secret charter, its responsibilities include "propaganda, economic warfare, preventive direct action, including sabotage, antisabotage, demolition and evacuation procedures; subversion against hostile states, including assistance to underground resistance groups, and support of indigenous anti-communist elements in threatened countries of the free world."
Italy - The CIA corrupts democratic elections in Italy, where Italian communists threaten to win the elections. The CIA buys votes, broadcasts propaganda, threatens and beats up opposition leaders, and infiltrates and disrupts their organizations. It works - the communists are defeated.
1949: Radio Free Europe - The CIA creates its first major propaganda outlet, Radio Free Europe. Over the next several decades, its broadcasts are so blatantly false that for a time it is considered illegal to publish transcripts of them in the U.S.
Late 40s Operation MOCKINGBIRD - The CIA begins recruiting American news organizations and journalists to become spies and disseminators of propaganda. The effort is headed by Frank Wisner, Allan Dulles, Richard Helms and Philip Graham. Graham is publisher of The Washington Post, which becomes a major CIA player. Eventually, the CIA's media assets will include ABC, NBC, CBS, Time, Newsweek, Associated Press, United Press International, Reuters, Hearst Newspapers, Scripps-Howard, Copley News Service and more. By the CIA's own admission, at least 25 organizations and 400 journalists will become CIA assets.
1953 Iran - CIA overthrows the democratically elected Mohammed Mossadegh in a military coup, after he threatened to nationalize British oil. The CIA replaces him with a dictator, the Shah of Iran, whose secret police, SAVAK, is as brutal as the Gestapo.
Operation MK-ULTRA - Inspired by North Korea's brainwashing program, the CIA begins experiments on mind control. The most notorious part of this project involves giving LSD and other drugs to American subjects without their knowledge or against their will, causing several to commit suicide. However, the operation involves far more than this. Funded in part by the Rockefeller and Ford foundations, research includes propaganda, brainwashing, public relations, advertising, hypnosis, and other forms of suggestion.
1954 Guatemala - CIA overthrows the democratically elected Jacob Arbenz in a military coup. Arbenz has threatened to nationalize the Rockefeller-owned United Fruit Company, in which CIA Director Allen Dulles also owns stock. Arbenz is replaced with a series of right-wing dictators whose bloodthirsty policies will kill over 100,000 Guatemalans in the next 40 years.
1954-1958 North Vietnam - CIA officer Edward Lansdale spends four years trying to overthrow the communist government of North Vietnam, using all the usual dirty tricks. The CIA also attempts to legitimize a tyrannical puppet regime in South Vietnam, headed by Ngo Dinh Diem. These efforts fail to win the hearts and minds of the South Vietnamese because the Diem government is opposed to true democracy, land reform and poverty reduction measures. The CIA's continuing failure results in escalating American intervention, culminating in the Vietnam War.
1956 Hungary - Radio Free Europe incites Hungary to revolt by broadcasting Khruschev's Secret Speech, in which he denounced Stalin. It also hints that American aid will help the Hungarians fight. This aid fails to materialize as Hungarians launch a doomed armed revolt, which only invites a major Soviet invasion. The conflict kills 7,000 Soviets and 30,000 Hungarians.
1957-1973 Laos - The CIA carries out approximately one coup per year trying to nullify Laos' democratic elections. The problem is the Pathet Lao, a leftist group with enough popular support to be a member of any coalition government. In the late 50s, the CIA even creates an "Armee Clandestine" of Asian mercenaries to attack the Pathet Lao. After the CIA's army suffers numerous defeats, the U.S. starts bombing, dropping more bombs on Laos than all the U.S. bombs dropped in World War II. A quarter of all Laotians will eventually become refugees, many living in caves.
1959 Haiti - The U.S. military helps "Papa Doc" Duvalier become dictator of Haiti. He creates his own private police force, the "Tonton Macoutes," who terrorize the population with machetes. They will kill over 100,000 during the Duvalier family reign. The U.S. does not protest their dismal human rights record.
1961 The Bay of Pigs - The CIA sends 1,500 Cuban exiles to invade Castro's Cuba. But "Operation Mongoose" fails, due to poor planning, security and backing. The planners had imagined that the invasion will spark a popular uprising against Castro - which never happens. A promised American air strike also never occurs. This is the CIA's first public setback, causing President Kennedy to fire CIA Director Allen Dulles.
Dominican Republic - The CIA assassinates Rafael Trujillo, a murderous dictator Washington has supported since 1930. Trujillo's business interests have grown so large (about 60 percent of the economy) that they have begun competing with American business interests.
Ecuador - The CIA-backed military forces the democratically elected President Jose Velasco to resign. Vice President Carlos Arosemana replaces him; the CIA fills the now vacant vice presidency with its own man.
Congo (Zaire) - The CIA assassinates the democratically elected Patrice Lumumba. However, public support for Lumumba's politics runs so high that the CIA cannot clearly install his opponents in power. Four years of political turmoil follow.
1963 Dominican Republic - The CIA overthrows the democratically elected Juan Bosch in a military coup. The CIA installs a repressive, right-wing junta.
Ecuador - A CIA-backed military coup overthrows President Arosemana, whose independent (not socialist) policies have become unacceptable to Washington. A military junta assumes command, cancels the 1964 elections, and begins abusing human rights.
1964 Brazil - A CIA-backed military coup overthrows the democratically elected government of Joao Goulart. The junta that replaces it will, in the next two decades, become one of the most bloodthirsty in history. General Castelo Branco will create Latin America's first death squads, or bands of secret police who hunt down "communists" for torture, interrogation and murder. Often these "communists" are no more than Branco's political opponents. Later it is revealed that the CIA trains the death squads.
1965 Indonesia - The CIA overthrows the democratically elected Sukarno with a military coup. The CIA has been trying to eliminate Sukarno since 1957, using everything from attempted assassination to sexual intrigue, for nothing more than his declaring neutrality in the Cold War. His successor, General Suharto, will massacre between 500,000 to 1 million civilians accused of being "communist." The CIA supplies the names of countless suspects.
Dominican Republic - A popular rebellion breaks out, promising to reinstall Juan Bosch as the country's elected leader. The revolution is crushed when U.S. Marines land to uphold the military regime by force. The CIA directs everything behind the scenes.
Greece - With the CIA's backing, the king removes George Papandreous as prime minister. Papandreous has failed to vigorously support U.S. interests in Greece.
Congo (Zaire) - A CIA-backed military coup installs Mobutu Sese Seko as dictator. The hated and repressive Mobutu exploits his desperately poor country for billions.
1966 The Ramparts Affair - The radical magazine Ramparts begins a series of unprecedented anti-CIA articles. Among their scoops: the CIA has paid the University of Michigan $25 million dollars to hire "professors" to train South Vietnamese students in covert police methods. MIT and other universities have received similar payments. Ramparts also reveals that the National Students' Association is a CIA front. Students are sometimes recruited through blackmail and bribery, including draft deferments.
1967 Greece - A CIA-backed military coup overthrows the government two days before the elections. The favorite to win was George Papandreous, the liberal candidate. During the next six years, the "reign of the colonels" - backed by the CIA - will usher in the widespread use of torture and murder against political opponents. When a Greek ambassador objects to President Johnson about U.S. plans for Cypress, Johnson tells him: "Fuck your parliament and your constitution."
Operation PHEONIX - The CIA helps South Vietnamese agents identify and then murder alleged Viet Cong leaders operating in South Vietnamese villages. According to a 1971 congressional report, this operation killed about 20,000 "Viet Cong."
1968 Operation CHAOS - The CIA has been illegally spying on American citizens since 1959, but with Operation CHAOS, President Johnson dramatically boosts the effort. CIA agents go undercover as student radicals to spy on and disrupt campus organizations protesting the Vietnam War. They are searching for Russian instigators, which they never find. CHAOS will eventually spy on 7,000 individuals and 1,000 organizations.
Bolivia - A CIA-organized military operation captures legendary guerilla Che Guevara. The CIA wants to keep him alive for interrogation, but the Bolivian government executes him to prevent worldwide calls for clemency.
1969 Uruguay - The notorious CIA torturer Dan Mitrione arrives in Uruguay, a country torn with political strife. Whereas right-wing forces previously used torture only as a last resort, Mitrione convinces them to use it as a routine, widespread practice. "The precise pain, in the precise place, in the precise amount, for the desired effect," is his motto. The torture techniques he teaches to the death squads rival the Nazis'. He eventually becomes so feared that revolutionaries will kidnap and murder him a year later.
1970 Cambodia - The CIA overthrows Prince Sahounek, who is highly popular among Cambodians for keeping them out of the Vietnam War. He is replaced by CIA puppet Lon Nol, who immediately throws Cambodian troops into battle. This unpopular move strengthens once minor opposition parties like the Khmer Rouge, which achieves power in 1975 and massacres millions of its own people.
1971 Bolivia - After half a decade of CIA-inspired political turmoil, a CIA-backed military coup overthrows the leftist President Juan Torres. In the next two years, dictator Hugo Banzer will have over 2,000 political opponents arrested without trial, then tortured, raped and executed.
Haiti - "Papa Doc" Duvalier dies, leaving his 19-year old son "Baby Doc" Duvalier the dictator of Haiti. His son continues his bloody reign with full knowledge of the CIA.
1972 The Case-Zablocki Act - Congress passes an act requiring congressional review of executive agreements. In theory, this should make CIA operations more accountable. In fact, it is only marginally effective.
Cambodia - Congress votes to cut off CIA funds for its secret war in Cambodia.
Watergate Break-in - President Nixon sends in a team of burglars to wiretap Democratic offices at Watergate. The team members have extensive CIA histories, including James McCord, E. Howard Hunt and five of the Cuban burglars. They work for the Committee to Reelect the President (CREEP), which does dirty work like disrupting Democratic campaigns and laundering Nixon's illegal campaign contributions. CREEP's activities are funded and organized by another CIA front, the Mullen Company.
1973 Chile - The CIA overthrows and assassinates Salvador Allende, Latin America's first democratically elected socialist leader. The problems begin when Allende nationalizes American-owned firms in Chile. ITT offers the CIA $1 million for a coup (reportedly refused). The CIA replaces Allende with General Augusto Pinochet, who will torture and murder thousands of his own countrymen in a crackdown on labor leaders and the political left.
CIA begins internal investigations - William Colby, the Deputy Director for Operations, orders all CIA personnel to report any and all illegal activities they know about. This information is later reported to Congress.
Watergate Scandal - The CIA's main collaborating newspaper in America, The Washington Post, reports Nixon's crimes long before any other newspaper take up the subject. The two reporters, Woodward and Bernstein, make almost no mention of the CIA's many fingerprints all over the scandal. It is later revealed that Woodward was a Naval intelligence briefer to the White House, and knows many important intelligence figures, including General Alexander Haig. His main source, "Deep Throat," is probably one of those.
CIA Director Helms Fired - President Nixon fires CIA Director Richard Helms for failing to help cover up the Watergate scandal. Helms and Nixon have always disliked each other. The new CIA director is William Colby, who is relatively more open to CIA reform.
1974 CHAOS exposed - Pulitzer prize winning journalist Seymour Hersh publishes a story about Operation CHAOS, the domestic surveillance and infiltration of anti-war and civil rights groups in the U.S. The story sparks national outrage.
Angleton fired - Congress holds hearings on the illegal domestic spying efforts of James Jesus Angleton, the CIA's chief of counterintelligence. His efforts included mail-opening campaigns and secret surveillance of war protesters. The hearings result in his dismissal from the CIA.
House clears CIA in Watergate - The House of Representatives clears the CIA of any complicity in Nixon's Watergate break-in.
The Hughes Ryan Act - Congress passes an amendment requiring the president to report nonintelligence CIA operations to the relevant congressional committees in a timely fashion.
1975 Australia - The CIA helps topple the democratically elected, left-leaning government of Prime Minister Edward Whitlam. The CIA does this by giving an ultimatum to its Governor-General, John Kerr. Kerr, a longtime CIA collaborator, exercises his constitutional right to dissolve the Whitlam government. The Governor-General is a largely ceremonial position appointed by the Queen; the Prime Minister is democratically elected. The use of this archaic and never-used law stuns the nation.
Angola - Eager to demonstrate American military resolve after its defeat in Vietnam, Henry Kissinger launches a CIA-backed war in Angola. Contrary to Kissinger's assertions, Angola is a country of little strategic importance and not seriously threatened by communism. The CIA backs the brutal leader of UNITAS, Jonas Savimbi. This polarizes Angolan politics and drives his opponents into the arms of Cuba and the Soviet Union for survival. Congress will cut off funds in 1976, but the CIA is able to run the war off the books until 1984, when funding is legalized again. This entirely pointless war kills over 300,000 Angolans.
"The CIA and the Cult of Intelligence" - Victor Marchetti and John Marks publish this whistle-blowing history of CIA crimes and abuses. Marchetti has spent 14 years in the CIA, eventually becoming an executive assistant to the Deputy Director of Intelligence. Marks has spent five years as an intelligence official in the State Department. "Inside the Company" - Philip Agee publishes a diary of his life inside the CIA. Agee has worked in covert operations in Latin America during the 60s, and details the crimes in which he took part.
Congress investigates CIA wrong-doing - Public outrage compels Congress to hold hearings on CIA crimes. Senator Frank Church heads the Senate investigation ("The Church Committee"), and Representative Otis Pike heads the House investigation. (Despite a 98 percent incumbency reelection rate, both Church and Pike are defeated in the next elections.) The investigations lead to a number of reforms intended to increase the CIA's accountability to Congress, including the creation of a standing Senate committee on intelligence. However, the reforms prove ineffective, as the Iran/Contra scandal will show. It turns out the CIA can control, deal with or sidestep Congress with ease.
The Rockefeller Commission - In an attempt to reduce the damage done by the Church Committee, President Ford creates the "Rockefeller Commission" to whitewash CIA history and propose toothless reforms. The commission's namesake, Vice President Nelson Rockefeller, is himself a major CIA figure. Five of the commission's eight members are also members of the Council on Foreign Relations, a CIA-dominated organization.
1979 Iran - The CIA fails to predict the fall of the Shah of Iran, a longtime CIA puppet, and the rise of Muslim fundamentalists who are furious at the CIA's backing of SAVAK, the Shah's bloodthirsty secret police. In revenge, the Muslims take 52 Americans hostage in the U.S. embassy in Tehran.
Afghanistan - The Soviets enters in Afghanistan. The CIA immediately begins supplying arms to any faction willing to fight the Soviets. Such indiscriminate arming means that when the Soviets leave Afghanistan, civil war will erupt. Also, fanatical Muslim extremists now possess state-of-the-art weaponry. One of these is Sheik Abdel Rahman, who will become involved in the World Trade Center bombing in New York.
El Salvador - An idealistic group of young military officers, repulsed by the massacre of the poor, overthrows the right-wing government. However, the U.S. compels the inexperienced officers to include many of the old guard in key positions in their new government. Soon, things are back to "normal" - the military government is repressing and killing poor civilian protesters. Many of the young military and civilian reformers, finding themselves powerless, resign in disgust.
Nicaragua - Anastasios Samoza II, the CIA-backed dictator, falls. The Marxist Sandinistas take over government, and they are initially popular because of their commitment to land and anti-poverty reform. Samoza had a murderous and hated personal army called the National Guard. Remnants of the Guard will become the Contras, who fight a CIA-backed guerilla war against the Sandinista government throughout the 1980s.
1980 El Salvador - The Archbishop of San Salvador, Oscar Romero, pleads with President Carter "Christian to Christian" to stop aiding the military government slaughtering his people. Carter refuses. Shortly afterwards, right-wing leader Roberto D'Aubuisson has Romero shot through the heart while saying Mass. The country soon dissolves into civil war, with the peasants in the hills fighting against the military government. The CIA and U.S. Armed Forces supply the government with overwhelming military and intelligence superiority. CIA-trained death squads roam the countryside, committing atrocities like that of El Mazote in 1982, where they massacre between 700 and 1000 men, women and children. By 1992, some 63,000 Salvadorans will be killed.
1981 Iran/Contra Begins - The CIA begins selling arms to Iran at high prices, using the profits to arm the Contras fighting the Sandinista government in Nicaragua. President Reagan vows that the Sandinistas will be "pressured" until "they say 'uncle.'" The CIA's Freedom Fighter's Manual disbursed to the Contras includes instruction on economic sabotage, propaganda, extortion, bribery, blackmail, interrogation, torture, murder and political assassination.
1983 Honduras - The CIA gives Honduran military officers the Human Resource Exploitation Training Manual - 1983, which teaches how to torture people. Honduras' notorious "Battalion 316" then uses these techniques, with the CIA's full knowledge, on thousands of leftist dissidents. At least 184 are murdered.
1984 The Boland Amendment - The last of a series of Boland Amendments is passed. These amendments have reduced CIA aid to the Contras; the last one cuts it off completely. However, CIA Director William Casey is already prepared to "hand off" the operation to Colonel Oliver North, who illegally continues supplying the Contras through the CIA's informal, secret, and self-financing network. This includes "humanitarian aid" donated by Adolph Coors and William Simon, and military aid funded by Iranian arms sales.
1986 Eugene Hasenfus - Nicaragua shoots down a C-123 transport plane carrying military supplies to the Contras. The lone survivor, Eugene Hasenfus, turns out to be a CIA employee, as are the two dead pilots. The airplane belongs to Southern Air Transport, a CIA front. The incident makes a mockery of President Reagan's claims that the CIA is not illegally arming the Contras.
Iran/Contra Scandal - Although the details have long been known, the Iran/Contra scandal finally captures the media's attention in 1986. Congress holds hearings, and several key figures (like Oliver North) lie under oath to protect the intelligence community. CIA Director William Casey dies of brain cancer before Congress can question him. All reforms enacted by Congress after the scandal are purely cosmetic.
Haiti - Rising popular revolt in Haiti means that "Baby Doc" Duvalier will remain "President for Life" only if he has a short one. The U.S., which hates instability in a puppet country, flies the despotic Duvalier to the South of France for a comfortable retirement. The CIA then rigs the upcoming elections in favor of another right-wing military strongman. However, violence keeps the country in political turmoil for another four years. The CIA tries to strengthen the military by creating the National Intelligence Service (SIN), which suppresses popular revolt through torture and assassination.
1989 Panama - The U.S. invades Panama to overthrow a dictator of its own making, General Manuel Noriega. Noriega has been on the CIA's payroll since 1966, and has been transporting drugs with the CIA's knowledge since 1972. By the late 80s, Noriega's growing independence and intransigence have angered Washington. so out he goes.
1990 Haiti - Competing against 10 comparatively wealthy candidates, leftist priest Jean-Bertrand Aristide captures 68 percent of the vote. After only eight months in power, however, the CIA-backed military deposes him. More military dictators brutalize the country, as thousands of Haitian refugees escape the turmoil in barely seaworthy boats. As popular opinion calls for Aristide's return, the CIA begins a disinformation campaign painting the courageous priest as mentally unstable.
1991 The Fall of the Soviet Union - The CIA fails to predict this most important event of the Cold War. This suggests that it has been so busy undermining governments that it hasn't been doing its primary job: gathering and analyzing information. The fall of the Soviet Union also robs the CIA of its reason for existence: fighting communism. This leads some to accuse the CIA of intentionally failing to predict the downfall of the Soviet Union. Curiously, the intelligence community's budget is not significantly reduced after the demise of communism.
1992 Economic Espionage - In the years following the end of the Cold War, the CIA is increasingly used for economic espionage. This involves stealing the technological secrets of competing foreign companies and giving them to American ones. Given the CIA's clear preference for dirty tricks over mere information gathering, the possibility of serious criminal behavior is very great indeed.
1993 Haiti - The chaos in Haiti grows so bad that President Clinton has no choice but to remove the Haitian military dictator, Raoul Cedras, on threat of U.S. invasion. The U.S. occupiers do not arrest Haiti's military leaders for crimes against humanity, but instead ensure their safety and rich retirements. Aristide is returned to power only after being forced to accept an agenda favorable to the country's ruling class.
EPILOGUE
In a speech before the CIA celebrating its 50th anniversary, President Clinton said: "By necessity, the American people will never know the full story of your courage." Clinton's is a common defense of the CIA: namely, the American people should stop criticizing the CIA because they don't know what it really does. This, of course, is the heart of the problem in the first place. An agency that is above criticism is also above moral behavior and reform. Its secrecy and lack of accountability allows its corruption to grow unchecked. Furthermore, Clinton's statement is simply untrue. The history of the agency is growing painfully clear, especially with the declassification of historical CIA documents. We may not know the details of specific operations, but we do know, quite well, the general behavior of the CIA. These facts began emerging nearly two decades ago at an ever-quickening pace. Today we have a remarkably accurate and consistent picture, repeated in country after country, and verified from countless different directions.
The CIA's response to this growing knowledge and criticism follows a typical historical pattern. (Indeed, there are remarkable parallels to the Medieval Church's fight against the Scientific Revolution.) The first journalists and writers to reveal the CIA's criminal behavior were harassed and censored if they were American writers, and tortured and murdered if they were foreigners. (See Philip Agee's On the Run for an example of early harassment.)
However, over the last two decades the tide of evidence has become overwhelming, and the CIA has found that it does not have enough fingers to plug every hole in the dike. This is especially true in the age of the Internet, where information flows freely among millions of people. Since censorship is impossible, the Agency must now defend itself with apologetics. Clinton's "Americans will never know" defense is a prime example.
Another common apologetic is that "the world is filled with unsavory characters, and we must deal with them if we are to protect American interests at all." There are two things wrong with this. First, it ignores the fact that the CIA has regularly spurned alliances with defenders of democracy, free speech and human rights, preferring the company of military dictators and tyrants. The CIA had moral options available to them, but did not take them.
Second, this argument begs several questions. The first is: "Which American interests?" The CIA has courted right-wing dictators because they allow wealthy Americans to exploit the country's cheap labor and resources. But poor and middle-class Americans pay the price whenever they fight the wars that stem from CIA actions, from Vietnam to the Gulf War to Panama. The second begged question is: "Why should American interests come at the expense of other peoples' human rights?"
The CIA should be abolished, its leadership dismissed and its relevant members tried for crimes against humanity. Our intelligence community should be rebuilt from the ground up, with the goal of collecting and analyzing information. As for covert action, there are two moral options. The first one is to eliminate covert action completely. But this gives jitters to people worried about the Adolf Hitlers of the world. So a second option is that we can place covert action under extensive and true democratic oversight. For example, a bipartisan Congressional Committee of 40 members could review and veto all aspects of CIA operations upon a majority or super-majority vote. Which of these two options is best may be the subject of debate, but one thing is clear: like dictatorship, like monarchy, unaccountable covert operations should die like the dinosaurs they are.

Dutch tapping room not kosher

According to anonymous sources within the Dutch intelligence community, all tapping equipment of the Dutch intelligence services and half the tapping equipment of the national police force, is insecure and is leaking information to Israel. How difficult is it to make a back-door in the Dutch Transport of Intercepted IP Traffic[1] system?
The discussion focusses on the tapping installations for telephony and internet delivered to the government in the last few years by the Israeli company Verint[2]. This company was called Comverse-Infosys[3] until half a year ago, but was quickly renamed when the FBI started several investigations against it and arrested some of its employees in the US on suspicion of espionage. (See pulled FoxNews stories, Politech, Cryptome or Google).
People within the Dutch government got worried too. Especially because they had been warned as early as 1998 about the possible back-doors in the tapping equipment. The ex-ministers of interior ("Binnenlandse Zaken"), Peper and de Vries, could not comment. The minister of Justice at the time, Korthals Altes, was asked to report to parliament in december 2001, where he stated that the security measures meet the required level and that an investigation would be started if this, after all, was not the case. No investigation followed.
In april 2002, Kolkert, procecutor in-chief of the Court of Appeals in Den Bosch, demanded clarification in a letter sent to Stein, the state procecutor ("landelijk officier van justitie") and responsible for interception matters. Stein stated that there are no problems.
On august 24 the project leader of the National Interception Organisation ("Landelijk Interceptie Orgaan", LIO) J.Steeg announced that he plans to check the tapping rooms for backdoors. However, when the equipmenent was bought from the Israelis, it was agreed that no one except Comverse personel was authorized to touch the systems, according to the insider of the AIVD (formerly BVD), the Dutch intelligence organisation that spoke to the EO radioprogram De Ochtenden[4]. Source code would never be available to anyone.
Finally, on October 10th, the Council of Chiefs of Police ("raad van hoofdcommisarissen") sent a confidential letter to the vendors of tapping equipment for ISPs and telcos expressing its concern about the situation in the US.
All of this came after questions were raised publicly in the trial against Baybasin, co-founder of the Kurd parliament in excile, about the possible leaks in the Dutch tapping room as well as manipulation of the collected evidence[4b]. Baybasin was recently sentenced to life-long imprisonment for his connections to assasinations, kidnappings and heroine transports. His lawyers called in experts to question them about the possibility that Israel had laid hands on information tapped by the Dutch. The lawyers claim that Israeli then forwarded the information to the Turkish secret service[5]. Baybasin recently told the media about the Turkish government's involvement with crime syndicates.
c't magazine warned about the blackbox problem in its June 2001 issue[6]. Opentap[7] gave similar warnings on the hacker conference HAL2001[8] in august of 2001 and at the Chaos Computer Club (CCC)[9] in december 2001 with a presentation on lawful interception in the Netherlands[10].
Hebrew as crypto
The insiders at the AIVD and the tapping room were interviewed by the radio program of the EO[11]. According to them, the Dutch government and Comverse have a gentlemen's agreement that the Dutch government would get the Comverse systems for a very reduced price and in exchange the Israelis would get full access to all tapped information. The systems still ended up being more expensive than rejected competitors' quotes. The Comverse maintanance contract alone apparently costs more then the installation itself, according to the anonymous sources. Since the leaks seem to be disguised as maintenance, one could say that the Dutch government is actually paying the cost of foreign intelligence against the Dutch state.
Israeli Comverse employees apparently show up in the tapping rooms on a very regular basis for maintanance, since no Dutch are allowed to touch the equipment. The radio program further stated that the maintanance is done using their own Hebrew keyboards and language. They leave the tapping rooms with filled MO-discs and no-one from the Dutch government has any idea what the Comverse people are doing. To make things yet worse, Comverse can dial-in to the tapping room equipment at all times.
The possible criminal nature of Comverse and their overpricing are not the only problems. A comparison of the Comverse tapping records with billing records of KPN, the largest Dutch telco, shows that 20% of the calls that should be tapped, are not tapped at all. The Dutch government still keeps buying Comverse equipment.
On november 26, a day after the EO radio program was broadcasted, three political parties, D'66, GroenLinks and SP asked questions to the government in parliamant. The current minister of interior, Remkens, answered that the chance of the tapping rooms leaking information is small, but not zero. He further claimed that the Comverse employees were given the most strict screening by the Dutch intelligence agency AIVD, and that they are never allowed to work without supervision. Comverse was chosen based on its price-performance results, the minister said.
Hacking the system?
In an interview with 2Vandaag[12], a daily Dutch television news program, defense specialist and LPF party leader Herben believes that there is enough cryptography know-how available in the Netherlands to hack the systems, if Comverse does not assist in the evaluation process. Apparently, Herben hasn't thought about the intrusion detection system that has undoubtedly been installed in these tapping systems by Comverse. He also seems to forget (as did Remkes) that these systems work in Hebrew. On top of it, proving the inner workings of the machines to be correct and safe is anything but a trivial task.
The capacity of the MO-discs and the bandwidth of the dial-up facilities is not enough to copy a lot of internet traffic or entire telephone conversations. A Comverse employee would have to swap disks so often, that he would have to use the tapping room as a hotel. So, assuming that there is no (illegal) high-speed internet connection between the tapping room and the Israeli embassy, what the Comvers staff can do at the most on these visits is to copy a list of who talks to whom, and the cryptographic keys that are used to secure the tapping communications. Therefore, the Israelis don't need to copy entire phone conversations or all internet traffic of a user from within the tapping room, but can simply monitor the encrypted traffic that is sent to the tapping room. Having the cryptographic key to the data, they then decrypt it at their leisure. If any nation has the technical skills and knowledge to pull this off, it is Israel.
The experts
We explained the situation to two cryptography experts: Niels Provos[13] of the OpenBSD team and autor of various crypto software such as Outguess[14], a program to detect steganographic content, and Michael Richardson[15] of the FreeSwan Project, the IPsec implementation of Linux. We posed the hypothesis of the insecure tapping room and asked whether it would be possible for the Israelis to get a hold of our taps.
Provos explains that a very important part of strong cryptography is a good random source. Without a proper random generator, or worse, with a intentionally crippled random generator, the resulting ciphertext becomes trivial to break. Even if Comverse would let experts have a look at the source code, if there is one single unknown chip involved with the random generation, such as a hardware accelerator chip, all bets are off. Provos suggests to use only off-the-shelf PC hardware. If you can trust the hardware and you have access to the source code, then it should theoretically be possible to verify the system. This, however, can just not be done without the source code, according to Provos.
One possible undetectable scheme could be to use a set of truly random, but pre-calculated keys. Only those who know the pre-calculated set, Comverse in this case, could break the cipher, which would become a sort of one-time pad for Comverse only. Provos also pointed us to the work of Adam Young en Moti Yung, who have written a few papers on what they dubbed, kleptography[16], the art of secretly stealing the cryptograhic key from the ciphertext stream itself. Their research showed it is impossible for third parties to detect whether any given ciphertext is secretly leaking key material. An overview of TIIT
The Dutch tapping porotocol, Transport of Intercepted IP Traffic[1] is used for the communication between the tapping machine at the ISP, and the Dutch government. The suspect who is using the internet generates IP traffic that is copied by a special sniffer machine, called S1. The S1 then encrypts the traffic with an RC4 (or AES) key supplied (and generated) by the Dutch tapping room, and sends the encrypted traffic to the S2, the ISP's collector machine. The collector sets up an encrypted connection, using SSL or IPsec to the government collector machine, the T2. This will normally happen over the internet itself. The T1 then sends the encrypted information onwards to one more agencies, who all have their own T2 for receiving the encrypted traffic. The T2's have the key to decrypt the gathered data into the original plaintext, as it was captured by the ISP. Both the SSL and IPsec protocol, which are part of the encrpytion scheme used by the Dutch tapping specification (TIIT), contain parts where one has to "fill" packets with random data. It is impossible to see whether this data is truly random, or contains a secret message. This means that no-one needs to go to the tapping room to fetch the key material. According to Provos, the keys can just be sneaked into the encrypted tap itself. Richardson agrees with this view. There has even been a software implementation of this in the past. The TIS-client implemented this feature as "Government Access to Session Keys method". There are even rumors that the ciphers SHA1 and DSS, both NSA ciphers, leak key information on purpose, with only the NSA knowing how to retrieve it.
Richardson claims that it is easy to use weak key material. And there are other dangers as well. Because RC4 is based on XOR, using the same key twice is enough to crack the code. RC4 is used for the inner encryption of user data in the TIIT, since the final AES candidate wasn't known at the time when the protocol was set. But this RC4 encrpytion is packaged in another layer of encryption, SSL or IPsec. That layer needs to be broken as well.
Richardson takes IPsec as example. Imagine that we need to leak an RC4 key and an IPsec key. For RC4, only the first 128bits are relevant. For IPsec 3DES is often used, which means another two times 56bits. Each IPsec packet has an IV of 64 bits. This IV is random filling to ensure that there will never be two identical packets encrypted with the same key, a deadly sin in the world of cryptography. So this makes it possible to hide 64bits in each IPsec packet. Theoretically, after two packets you have leaked the RC4 key, and after another two you have the 3DES key too, although Richardson says that if such a scheme is used, it is very likely that the leaking would take place a bit slower, so it can be covered up. For example, the 64 bits can be divided in four parts of 16 bits hidden in the first 20 bits of four IV's. 16 bits of actual key material and four bits to poiint to the position of those bits in the key. That means that about 16 IPsec packets are needed to leak the entire key. According to Richardson, that would leave plenty of randomness in the IV to make this leakage invisible.
Due to the overhead of IPsec and of the TIIT, this means the tapped user needs to cause even less packets for this to happen. In other words, reading a few lines of email or looking at a single wegpage, is more then enough to leak all key information.
Weis and Lucks showed that the use of the IV isn't even needed, and presented their paper All your keybits...[17] at SANE2002[18] that mathematicly proves that blackbox crpytography is fundamentally insecure and that leaking key material cannot be detected in any way.
Conclusion
Without the cooperation of Comverse, is it not possible to determine whether the Dutch tapping systems contain backdoors or not. Worse, even if Comverse would appear to cooperate, there is no way to detect a possible double-cross. Key information can leak quickly and undetectably and the only way to prevent that is by having full control over both the hardware and the software involved.
In mid december, the parliament will discuss the annual report of the AIVD, but it seems unlikely that the public will ever find out what really happened. Remkes only wants to talk about these matters behind closed doors. De Graaf, party leader of D'66, said he finds the risk of possible manipulation of the tapping rooms "pretty serious", but cannot give more public statements, since he was a member of the watchdog commision that oversees the intelligence service AIVD, and therefore has inside sensitive knowledge.
Remkes claims he didn't know about the dangers. Apparently, he was the last one that didn't know; Comverse and blackbox cryptography have been under heavy fire for years.

The trail of a secret spy plane leads to a mysterious outfit in Reno with ties to a prominent Nevada politico.

THIS IS A story about an airplane, a Boeing 737 passenger jet.
This is also a story about torture, the war on terrorism, and the Central Intelligence Agency's practice of quietly snatching suspected terrorists and transporting them to dungeons in far-off lands, where, allegedly, they're detained indefinitely without charges in any court of law in any country drugged, beaten, threatened, and interrogated. These two narrative threads, as you've probably guessed by now, are interwoven. A growing body of evidence suggests the plane you're about to read about is used by CIA agents to shuttle prisoners to clandestine jails around the world. And new clues, revealed here for the first time, link this airliner to a small office in Reno, Nev. and to one of the biggest figures in Nevada politics.
The Boeing passenger jet in question, which trundled off the assembly line in Washington state in late 2001, looks unremarkable from the outside. Its paint scheme is low profile: The top half is painted white, the bottom is painted gray, and red and blue striping runs along the midsection of the vehicle and up the tail fin. There is no corporate logo of any sort on the aircraft. Stamped on the fuselage near the rear of the plane is a key clue to its shadowy life, a tracking code known as a "tail number," essentially the Federal Aviation Administration's version of a license plate.
FAA records show plane number N313P was initially purchased by a Massachusetts company called Premier Executive Transport Services Inc., a tiny firm that owned one other plane.
As soon as Premier acquired the Boeing, the company began making intriguing modifications to what is normally a short-range aircraft mainly the sorts of things you'd do if you wanted to fly epic distances without stopping for gas. The changes are documented in a thick sheaf of FAA paperwork obtained by the Bay Guardian.
First, Premier tweaked the wings, installing "winglets," little vertical fins designed to help planes take off from short runways and under tough weather conditions and to boost fuel efficiency, and thus, range. Next, Premier put in an auxiliary fuel tank system, adding seven extra fuel cells, again increasing the vehicle's range. Then, in 2002, the plane was sent off to a hangar in Dallas, where technicians added a sophisticated data and antenna system, a 24-inch flat-panel TV, and a new "executive interior."
Around this time, a Bay Area guy, a brainy character with a background in science and a penchant for speaking in baffling aerospace jargon, became one of the first people to notice that something strange was going on with plane number N313P. We met this gentleman, whom we'll call Ray, on a blustery night in early December in a dimly lit burger joint in the East Bay suburbs. Ray's a hardcore planespotter, one of those somewhat eccentric hobbyists who spend their free time tracking the flights of aircraft by sifting through FAA data, airplane radio transmissions, and the Web postings and snapshots of other planespotters.
There are dozens of planespotter Web sites Airliners.net, Landings.com, and Flightaware.com are among the most popular loaded with photos of aircraft and arcane facts about modern aviation. Some sites are focused on commercial planes, while others are dedicated to ferreting out details about military vehicles and classified experimental craft. Planespotters tend to be inveterate data-fetishists, men obsessed with the accumulation of facts and over the past year, some of those facts have migrated from their insular online universe to the mainstream media, causing migraines for the CIA and the Bush administration.
Ray, who uses some, shall we say, interesting methods to get some of his information, has asked us not to use his real name for this story. He greeted us with a half joke. "There's no story here! Condoleezza Rice says we don't torture people," he said, laughing and pointing to a story on the front page of USA Today.
Back in 2002, Ray and fellow planespotters started noticing some odd flights: civilian planes traveling to places like Afghanistan, Azerbaijan, Libya, and Uzbekistan the kind of thing Ambrose Bierce meant when he famously declared that "war is God's way of teaching Americans geography." Planespotters slowly developed an index of the tail numbers of these aircraft, but as Ray and his pals started searching for more information about the jets, they stumbled into a spider web of front companies, cover stories, half-truths, and obvious lies.
Ray could verify one thing, however. For some reason, plane N313P had blanket permission to land at any US Army base anywhere in the world, a fact that sparked his curiosity, since very few private companies are allowed that level of access to military facilities. Army records indicate the service has issued only 24 such permits in the past two years. Planespotter listservs bubbled with speculation that the plane was a spookmobile, a vehicle owned by a phony front company and used by the CIA to carry out agency missions.
The notion certainly wasn't implausible. The spy agency has a well-documented history of creating bogus aviation firms to cover its tracks, most notably Air America, a Vietnam-era company that later became the subject of a Hollywood film.
Eventually Ray got another juicy clue: Using FAA data, he caught the plane making a trip from the States to Guantαnamo Bay, Cuba. Given the intense secrecy surrounding the controversial base, where the US is holding thousands of men pulled off the battlefields in Iraq and Afghanistan, Ray couldn't imagine the military opening up its Gitmo landing strip to a civilian plane owned by an insignificant little company. "That's when I realized that these things were the real deal," he said.
He became convinced it was being used for "extraordinary rendition," the process of dragging purported terrorists to countries where regard for human rights is low and the use of torture in eliciting testimony is common.
At this point, there's little doubt the plane served as Langley's torture taxi. The Washington Post, 60 Minutes, and numerous German media outlets have all tied Boeing number N313P to the agency, and all traces of its putative owner, Premier, have vanished. The company's boss appears to be a completely fictional character.
It was the Boeing's alleged role in the kidnapping of a German citizen, a 42-year-old man of Lebanese descent named Khaled El-Masri, that put Secretary of State Condoleezza Rice on the defensive during her recent visit to Germany.
"We know the CIA is using a fleet of some 26 planes," said Steven Watt, a human rights expert with the American Civil Liberties Union who is working on El-Masri's behalf. The agency's network of front companies, Watt argued, is "complicit in unlawful acts of torture and detainment."
El-Masri's tale, laid out in a lawsuit filed in federal court Dec. 6 by the ACLU, reads like a post-9/11 spy novel. A really fucking scary spy novel.
According to the suit, El-Masri was forcibly abducted on New Year's Eve 2003, while on vacation in Macedonia. His captors a rotating crew of armed Macedonians, apparently law enforcement agents of some sort held him in a hotel room for 23 days, he claims. Eventually, El-Masri says, seven or eight men clad in black, their faces covered by black ski masks, entered the room. They hooded him, chained his wrists and ankles, wrapped him in a diaper, and threw him on a plane, where, he alleges, he was injected with some sort of sedative drug. ACLU investigators later identified the aircraft as plane N313P.
The Boeing purportedly ferried him, semiconscious, from Macedonia to Kabul, Afghanistan, making a stop in Baghdad on the way. In Kabul, the suit claims, "Mr. El-Masri was removed from the plane and shoved into the back of a waiting vehicle. The car drove for about ten minutes. Mr. El-Masri was then dragged from the vehicle, pushed into a building, thrown to the floor, and kicked and beaten on the head and the small of his back. He was left in a small, dirty, concrete cell. When he adjusted his eyes to the light, he saw that the walls were covered in crude Arabic, Urdu, and Farsi writing. The cell did not contain a bed."
The ACLU believes the jail was a secret CIA detention center, a former brick factory outside Kabul called the "Salt Pit." For five months, El-Masri says, he was locked in a solitary cell in the Salt Pit and interrogated by Arabic-speaking inquisitors who asked him repeatedly if he was involved with the Sept. 11 hijackers, if he'd journeyed to Jalalabad on a false passport, if he hung out with Islamic extremists living in Germany.
Problem was, El-Masri didn't have any terrorist connections. He was the wrong guy, a conclusion the agency apparently reached in late May 2004, when, El-Masri says, he was thrown on another plane and dumped in Albania.
The ACLU's Watt said "the allegations are substantiated by flight records" placing plane N313P in Macedonia, Iraq, and Afghanistan during the times at issue. As of mid-2004, FAA records show, the plane had spent more than 1,300 hours in the skies, enough time to make 100 flights between the US and Kabul.
The story doesn't stop with Premier. When journalists started connecting the dots in 2004, Premier sold the Boeing to a Reno firm called Keeler and Tate Management Group LLC. The transaction is recorded in FAA documents we obtained.
Though Keeler and Tate is named in the ACLU's suit along with Premier, another aviation outfit, and former CIA chief George Tenet nobody's really checked out the company yet, so we decided to take a little trip up I-80 to northern Nevada to see what we could uncover. Things got shady fast.
On a cold, gray December day, we paid a visit to the Nevada secretary of state's office, a little stone building in Carson City, a small town nestled between snow-flecked Sierra peaks. The office, which oversees all businesses incorporated in the state, has several documents related to Keeler and Tate on file and all of them look screwy.
According to the state records, Keeler and Tate is owned by a guy named Tyler Edward Tate, whose signature appears on three different official documents. The signatures vary markedly from document to document. Obviously we're not handwriting experts, but we got the distinct impression they weren't made by the same person.
In fact, there doesn't appear to be a Tyler Edward Tate anywhere near Reno, because he's not in the white pages and the name didn't pop up in an extensive review of online databases.
The only live person we could find on the Keeler and Tate paperwork was Steven F. Petersen, an attorney who acts as its "registered agent." A registered agent is someone who handles any subpoenas or lawsuits served on a business.
Petersen runs his practice from a suite at 245 East Liberty St. in Reno; it's the same address listed on Keeler and Tate's official letterhead and is the only address listed on any document related to the company. We headed there next.
We got a surprise when we arrived at the building, a five-story brown-glass office cube in downtown Reno, a few blocks from the neon-lit casino strip. Petersen shares his suite with a guy with deep Washington, DC, connections, a man named Peter Laxalt.
Petersen and Peter Laxalt have a clear business relationship. The sign on the office door says Laxalt is "of counsel" to Petersen's law firm, meaning he works with Petersen.
The building directory says the suite is also home to the Reno branch of the Paul Laxalt Group, a major Capitol Hill lobbying firm.
A little background is in order: Peter and Paul Laxalt are brothers. A hawkish Republican, Paul Laxalt is one of the bigger names in Nevada politics, having served as governor, from 1967 to 1971, and later as a US senator, from 1974 to 1987. He was a close confidant of Ronald Reagan (heading his election campaigns on three occasions), a strong supporter of the MX nuclear missile program, and a liaison between the Senate and the White House during the Iran-Contra scandal. An Army veteran, he was also, according to the New York Times, a good friend of late CIA director William Casey.
After leaving Congress, Paul Laxalt pulled a classic politico move, promptly forming a lobby shop, dubbing it the Paul Laxalt Group, and hiring his brother Peter.
We dropped by the office three times and confirmed that both Petersen and Peter Laxalt use the space, but we couldn't get past the receptionists, who, for some reason, didn't seem too freaked-out when we started talking about the CIA, torture, and mysterious aviation companies. Stymied, we placed a call to the DC headquarters of the Paul Laxalt Group, where we reached an employee named Tom Loranger, who told us, "We don't have an office in Reno.... I don't think Peter is working for us any more."
Later, we called the office at 245 East Liberty one last time. The receptionist said we had indeed reached the Paul Laxalt Group, but, unfortunately, Peter Laxalt wasn't available. She took a message; he never called back.
At the ACLU, Watt admitted he's still piecing together the Keeler and Tate puzzle, but he feels certain the firm is simply Langley's latest ruse. "If I were a resident of Reno and I knew a local company had a role in human rights abuses, I wouldn't be overly happy about it," he said, adding that by his tally, at least 150 people have been the victims of extraordinary renditions.
One thing is clear. FAA flight logs reveal the plane, which now bears a new number, is still flying, taking off regularly from a North Carolina airfield that the New York Times has linked to the CIA.
We spent the night at the El Dorado, a garish hotel-casino that happens to have cheap rooms and wireless Internet access. Now, generally speaking, we're not big on gambling, but we were in Reno, and in Reno gambling is practically a civic responsibility, so we decided to examine the odds.
Perhaps this is all just strange coincidence what appears to be a CIA shell company operating out of the office of Peter Laxalt, brother to a big-time Washington powerbroker who counted as his friend a notorious spymaster and former head of the agency. Maybe Keeler and Tate is a thoroughly legit outfit.
