The first production run of "Digital Angel®" devices has begun, the Florida-based, NASDAQ-traded company has announced. While the manufacturers of the technology bill it as a potential lifesaver, others fear the advent of the device threatens personal privacy – and even raises the ugly specter of the Bible's "mark of the beast." Applied Digital Solutions, an e-business-to-business solutions provider, acquired the patent rights to the miniature digital transceiver it has named "Digital Angel®." The company plans to market the device for a number of uses, including as a "tamper- proof means of identification for enhanced e-business security." Digital Angel® sends and receives data and can be continuously tracked by global positioning satellite technology. When implanted within a body, the device is powered electromechanically through the movement of muscles and can be activated either by the "wearer" or by a monitoring facility. "We believe its potential for improving individual and e-business security and enhancing the quality of life for millions of people is virtually limitless," said ADS Chairman and Chief Executive Officer Richard Sullivan. "Although we're in the early developmental phase, we expect to come forward with applications in many different areas, from medical monitoring to law enforcement. However, in keeping with our core strengths in the e-business to business arena, we plan to focus our initial development efforts on the growing field of e- commerce security and user ID verification." Dr. Peter Zhou, chief scientist for development of the implant and president of DigitalAngel.net, a subsidiary of ADS, told WorldNetDaily the device will send a signal from the person wearing Digital Angel® to either his computer or the e-merchant with whom he is doing business in order to verify his identity. But e-commerce is only one field to which Digital Angel® applies. The device's patent describes it as a rescue beacon for kidnapped children and missing persons. According to Zhou, the implant will save money by reducing resources used in rescue operations for athletes, including mountain climbers and skiers. Law enforcement may employ the implant to keep track of criminals under house arrest, as well as reduce emergency response time by immediately locating individuals in distress. The device also has the ability to monitor the user's heart rate, blood pressure and other vital functions. "Your doctor will know the problem before you do," said Zhou, noting peace of mind is possible for at-risk patients who can rest in the knowledge that help will be on the way should anything go wrong. Indeed, peace of mind is Digital Angel®'s main selling point. "Ideally," the patent states, "the device will bring peace of mind and an increased quality of life for those who use it, and for their families, loved ones, and associates who depend on them critically." Referring to the threat of kidnapping, the patent goes on to say, "Adults who are at risk due to their economic or political status, as well as their children who may be at risk of being kidnapped, will reap new freedoms in their everyday lives by employing the device." Digital Angel®'s developer told WND demand for the implant has been tremendous since ADS announced its acquisition of the patent. "We have received requests daily from around the world for the product," Zhou said, mentioning South America, Mexico and Spain as examples. One inquirer was the U.S. Department of Defense through a contractor, according to Zhou. American soldiers may be required to wear the implant so their whereabouts and health conditions can be accessed at all times, said the scientist. But for critics, military use of the implant is not at the top of their list of objections to the new technology. ADS has received complaints from Christians and others who believe the implant could be the fulfillment of biblical prophecy. The Book of Revelation states all people will be required to "receive a mark in their right hand, or in their foreheads: And that no man might buy or sell, save he that had the mark." (Rev. 13: 16-17) In an increasingly cashless society where identity verification is essential for financial transactions, some Christians view Digital Angel®'s ID and e-commerce applications as a form of the biblical "mark of the beast." But Zhou dismisses such objections to the implant. "I am a Christian, but I don't think [that argument] makes sense," he told WND. "The purpose of the device is to save your life and improve the quality of life. There's no connection to the Bible. There are different interpretations of the Bible. My interpretation is, anything to improve the quality of life is from God. The Bible says, 'I am the God of living people.' We not only live, we live well." Sullivan, responding to religious objections to his product, told WorldNetDaily no one will be forced to wear Digital Angel®. "We live in a voluntary society," he said. According to the CEO, individuals may choose not to take advantage of the technology. Zhou alluded to some Christians' objection to medicine per se, adding such opposition wanes when the life-saving, life-improving benefits of technology are realized. "A few years ago there may have been resistance, but not anymore," he continued. "People are getting used to having implants. New century, new trend." Zhou compared Digital Angel® to pacemakers, which regulate a user's heart rate. Pacemakers used to be seen as bizarre, said Zhou, but now they are part of everyday life. Fifty years ago the thought of a cell phone, where you could walk around talking on the phone, was unimaginable. Now they are everywhere," Zhou explained. Rather, the company's patented sensor technology is being used in externally worn devices only, such as watches and pagers. The company had been developing implants for humans that would monitor a wearer's location, pulse, blood-oxygen level and other vital bodily functions, but has instead put the tiny sensors in externally wearable devices. The devices contain sensors that perform monitoring tasks of the original prototype, including alerting subscribers to medical emergencies. Digital Angel® technology requires a monitoring system and an end- user. Subscribers to the monitoring system can include medical groups and hospitals hoping to keep an eye on patients, and parents who can use the system to locate their kids. End users are those people wearing the sensor – from people to animals to inanimate objects. The various applications of the tracking and monitoring system are virtually endless, according to Applied Digital Solutions, which believes the device will tap into a $70 billion dollar market in North America alone. Testing of the watches and pager will be conducted using individual participants selected from all pre-registered subscribers expressing interest in the technology. Testing participants will be chosen by June 30 and will be notified of their selection by July 6. The testing is expected to extend for a period of 90 days. "While this is just the first production run, we have incorporated many of the suggestions of those who have pre-registered, resulting in the delivery of Digital Angels that are very close to final design specifications," said Mercedes Walton, president and chief operations officer of Applied Digital Solutions. Critics of the monitoring technology fear the development of Digital Angel® as an implant for humans, claiming the device could be a fulfillment of biblical prophecy regarding the "mark of the beast." Others believe the device could lead to the erosion of personal liberty, particularly if government chooses to adopt the technology for various uses, such as the monitoring of military personnel and civilian identification. Was there a high-level MI5 agent in the British Workers Revolutionary Party?

A former agent for the British Security Service (known as MI5) has alleged in a sworn statement that the agency received reports from a high-level spy inside the Workers Revolutionary Party during the late 1960s.

The ex-agent, David Shayler, is currently living in exile in France, where he has fled to escape prosecution for his exposure of state secrets. In his February 18 affidavit, Shayler asserts that the spy provided MI5 with reports of financial support given by John Lennon to the WRP.

Shayler recounts that he was shown portions of an MI5 file relating to the agency's surveillance of Lennon, whose socialist and anti-imperialist sentiments angered the British ruling class.

The affidavit states that the material “concerned Lennon's support for the Workers Revolutionary Party (WRP), a Trotskyist organization. According to the file, a source in the WRP had reported that Lennon gave tens of thousands of pounds sterling to the WRP in the late 1960s and also provided some funds to the Irish Republican Army at around the same time.”

Shayler's statement was faxed to a federal district court in Los Angeles in support of a Freedom of Information Act motion filed by Professor Jon Wiener, who teaches history at the University of California, seeking the release of Federal Bureau of Investigation surveillance material on Lennon that it had received from MI5.

The FBI has resisted releasing these files on the spurious grounds that they are the property of a foreign government. However, Judge Brian Q. Robbins ruled against the FBI two weeks ago and instructed it to release two letters in which the MI5 summarized the results of the anti-Lennon operation. The documents promise to shed light on the collaboration of US and British governments in the hounding of the great songwriter and musician. It is expected that the FBI will appeal Judge Robbins' ruling.

Ironically, MI5 had been reluctant to share its surveillance reports on Lennon with the FBI because it feared that this information would eventually reach the public. “MI5 believed,” writes Shayler, “that the FBI might make the information public and compromise its source in the WRP.”

An article that appeared in the Sunday Times of London on February 20 provides additional information. According to journalists John Harlow and Nicholas Rufford:

“Officers from MI5's F branch were already carrying out surveillance on the WRP, which was regarded as a serious threat to democracy in Britain. It had a ‘deep throat' within the organization, possibly the very person to whom Lennon talked. This, to MI5, made him a legitimate target—they wanted to know whether he was conspiratorial or just naïve.

“To this end they opened a general file on him, including newspaper cuttings and snatches of gossip.

“It appears also to have included a handwritten version of the lyrics to Lennon's most overtly political song, “Working Class Hero”. He had sent the sheet as a gift to the WRP and it was intercepted by MI5's agent in the party. Today the lyrics would be worth thousands of pounds at auction.”

The Sunday Times article also explains the origins of the collaboration of the FBI and MI5.

“In the early 1970s, when Lennon started worrying the FBI, the Washington agency approached its British colleagues for background information. The request, however, put MI5 into a quandary.

“ Lennon's anti-Vietnam activities were unsettling the American authorities and Nixon was anxious to discredit him. MI5 had, in principle, no problem with that but it feared that any information it handed over could endanger its mole within the WRP.

“A compromise was reached in Curzon Street, then MI5's intelligence headquarters in central London, and a summary of Lennon's file was sent to the FBI, omitting any details that could threaten the MI5 mole. They amounted to little more than a few pages that might encourage but not inflame the FBI, according to American sources.

“Certainly it struck a chord in Washington. Undercover agents tracked the Liverpool-born singer and his wife to Irish bars in New York that were holding fundraising events. Their agents even scribbled down the lyrics of the song he was performing. They noted that after the Bloody Sunday shootings in 1972 he proclaimed: ‘If it's a choice between the IRA and the British army, I'm with the IRA.'”

Shayler's affidavit and the Sunday Times article by Harlow and Rufford raise serious questions that require further investigation. It has been known for more than a decade—certainly since the appearance of Peter Wright's Spycatcher (which the government of Prime Minister Thatcher attempted to suppress)—that the British state attempted to infiltrate agents into the Workers Revolutionary Party. This is the first time, however, that credible information has emerged that indicates that the state had an informer in the upper echelons of the organization.

The WRP, which was until 1985 the British section of the International Committee of the Fourth International, enjoyed a following among important sections of the working class and also among many well-known figures in the artistic community. During the 1960s, the organization—which was known until November 1973 as the Socialist Labour League—grew rapidly. It is not in the least improbable that John Lennon might have donated money to the British Trotskyists. He would have been one among many British artists who gave support to the revolutionary movement during that period.

However, too little information has been provided to accept Shayler's affidavit unconditionally, let alone the additional revelations of Harlow and Rufford. One incongruent element of Shayler's affidavit is its reference to the Workers Revolutionary Party rather than the Socialist Labour League. Any document prepared by the British state prior to the autumn of 1973 would have referred to the organization as the SLL. It may be that Shayler has simply used the better-known later name of the organization, with which politically-informed people are more likely to be familiar. This incongruity should be cleared up with the publication of the two letters whose release has been ordered by Judge Robbins.

If the information by Shayler is true, the next demand that socialists and all those committed to democratic rights must raise, in Britain and internationally, is the identification of the MI5 agent inside the SLL/WRP. This is important not only to expose the individual (or individuals) involved but to educate a new generation of socialists in the dangers posed by state infiltration and provocation.

According to Rufford and Harlow “there is no way of knowing about the current status of the WRP mole, although he or she is unlikely still to be active.”

This is not a situation that socialists can accept. First, it should be possible to determine whether there is any substance to the Shayler affidavit. There are former leaders of the SLL/WRP who must know whether John Lennon had any contact with the party in the 1960s and whether he donated money to the movement. If he did, this information would in all likelihood have been privy to a relatively small number of people. Moreover, if the story about the interception of the lyrics of “Working Class Hero” is true, an effort should be made to reconstruct who in the organization might have been in a position to get his or her hand on the handwritten sheet and then pass it on to MI5.

The International Committee of the Fourth International calls upon surviving former leaders of the SLL/WRP—and anyone else in the movement who might have relevant information—to contact the World Socialist Web Site or, if they wish, to issue a public statement independently.

It is almost inescapable to understand the essential character
of Israeli oppression in the Occupied Territories if you are
confronted with the reality directly. I was a member of the
three-person United Nations commission of inquiry that
visited Israel and the Palestinian territories in late
February. The circumstances of the Palestinians are worse
than my moral imagination is capable of depicting. The
present modalities of Israeli occupation impose on every
Palestinian a daily ordeal, whether closures, checkpoints,
incursions, or random attacks. Israel's larger design includes
a desire to break the will of Palestinians to resist and to
fasten a permanent structure of dominance onto the
territories. The Israeli public, with some notable exceptions,
lacks any real understanding of the Palestinians' daily
suffering.

Interaction between Palestinians and Israelis looks more and
more like a war of attrition and less like an Intifada. Beyond
the overwhelming military power it uses, Israel also exerts
what can be called "information hegemony." It constructs the
reality about the conflict that [most] Americans accept, one
that not only shifts responsibility to the victims but also
shapes public understanding of a fair solution based on
Israel's starting point. Israel's baselines include regarding
pre-1967 Israel (78 percent of historic Palestine) as belonging
definitively to Israel and accepting the existence of
190 illegal Israeli settlements.

Most of the violence in the early portions of the Intifada
related to the defense of these settlements and the roads
leading to them; almost no Israeli casualties resulted from
violence during demonstrations. Despite the settlements'
prominent role in the conflict, their expansion has not been
adequately understood at the international level. Their
expansion is part of a psychological war being waged against
the Palestinians and on behalf of a Greater Israel. That
these settlements are continuously expanding in space,
population, number, and road infrastructure casts doubt as
to whether Israel ever intends to withdraw from the Occupied
Territories.

The settlement dynamic should be viewed as disclosing a
fundamental ambivalence of the Israeli mainstream about
whether it is possible or desirable to seek a negotiated
outcome of the conflict. The settlements could allow Israel to
make the conflict permanently irreconcilable while purporting
to seek "peace" on the basis of a bargain that the
Palestinians will have to reject. They will thus be blamed
for the failure to reach a peaceful solution.

Palestinians are left further psychologically battered by
Israeli political assassinations, with their seemingly random
hit list. These assassinations appear designed to make
Palestinians feel that no matter who they are or what they
do, Israel has the capacity to kill them at its discretion
and without any obligation to come forward with evidence or
justification. It appears every adult Palestinian is a
potential target. An acute level of anxiety among
Palestinians is evident.

Destruction of Palestinian property beside settler roads by
Israelis is also notable in its cruelty in concept and
execution. The bulldozers typically arrive between midnight
and 2:00 a.m., soldiers give inhabitants seven minutes to
vacate their home, and then they proceed to destroy it as
well as trees, wells, and farm buildings. There appears to
be no genuine security justification, and even if there were,
Israel could proceed in a far less inhumane manner: giving
notice, providing alternative housing, offering compensation,
and making a demonstration of security needs. House
demolitions are a microcosm of Israel's general approach to
the Palestinian population. Palestinians are not treated as
"protected persons," as legally required by the Geneva
Conventions, or even with a minimal respect due to all
human beings. It is traumatic in the extreme to lose a home
and livelihood as a result of a midnight action of this sort,
especially considering that those so victimized have not been
accused of any wrongdoing whatsoever.

The Refugees: Israel's treatment of the refugees is an
intensified version of the state's violation of fundamental
Palestinian economic and social rights. Palestinian refugees
are vulnerable in a manner that other refugee communities
around the world are not. They were supposed to be protected
by the UN Conciliation Commission established in 1948 as a
supplement to the UN Relief and Works Agency (UNRWA)'s role
in providing material humanitarian assistance. Because the
protection role assigned to the Commission never became
operational, however-it has no budget and no operating role,
Palestinians have been left in the cold for decades. If a
protective regime does not operate as intended, then the
refugee community in question is supposed to be reassigned
to the UN High Commission on Refugees. But this has not
happened in the Palestinian case, so they have not qualified
for standard forms of protection normally granted to refugees.

The conclusions reached, summarized briefly here, are some-
what self-evident, following directly from Israel's approach
since the onset of the Intifada. Israeli police units have
relied on excessive and disproportionate use of force,
shooting unarmed demonstrators, deliberately shooting to kill,
and deploying snipers at the scene of demonstrations. It is
worth stressing that during the early phases of this second
Intifada, there was no Palestinian gunfire. In these circum-
stances, there was no pretext for using snipers. Their active
role since the very beginning of the Intifada was itself
shocking. The first and most major conclusion of the
commission was that Israeli use of force was excessive and
in violation of international law.

A second conclusion involves a legal condemnation of extra-
judicial assassinations by Israel that have been officially
proclaimed by high military and political officers of the
Israeli government. Such assassinations are grave breaches
of the Fourth Geneva Convention, Article 147, and of inter-
national humanitarian law. The Commission also concluded
that the settlements and their extension are both intimately
connected to the violence of recent months, and a source of
continuous provocations. This pattern violates directly the
Fourth Geneva Convention, which makes the settlements per
se illegal. Our further conclusion was that the Israeli
reliance on closures, curfews, and the destruction of property
of civilian Palestinians violates fundamental economic and
social rights and is, as I suggested earlier, a severe form
of collective punishment. And finally, we found that the
treatment of Palestinian refugees is an intensified version
of this violation of fundamental economic and social rights.

In conclusion, the sorts of things that the Commission
recommended follow directly from our findings and are rather
obvious. There is, first of all, a strong recommendation to
establish an international protective presence in the
Palestinian territories along the lines unanimously supported
in the Security Council, but failed to be acted upon because
of a veto by the United States. A second recommendation
calls upon the parties to the Geneva Convention to take
urgent steps to secure the implementation of its provisions.
Third, steps need to be taken to secure credible protection
for Palestinian refugees living in Gaza and the West Bank.
Fourth, a clear expression must be made that settlement
activity is illegal and should be stopped and reversed at
once. A final recommendation mandates an end to the
violations of international humanitarian law, such as
assassinations and the destruction of property.

AD) states that 40,000 scrolls were burned during the Alexandria War of 47 BC between Caesar and Pompeii, when Caesar occupied the Brucheion palace and was attacked by the Egyptians. Seneca attributes this information to the Roman historian Livy (from writings now lost). We do not know what part of the collection was burned, but the location of the fire near the docks suggests that the books were not in the Library but were stored in the warehouse awaiting processing. Plutarch, the Greek biographer and historian (1st c. AD), relates the improbable story that Mark Antony gave Cleopatra 200,000 volumes from the Library of Pergamum to assuage her grief on the loss of her beloved Alexandrian Library. Shaw repeats this story in Caesar and Cleopatra. When Caesar is besieged in the palace, a Greek scholars begs him to send troops to save the Library which was set afire as a result of Roman military operations. Caesar replies: "I am an author myself, and I tell you that it is better that the Egyptian should liver their lives rather than dream them away wit the help of books." Gibbon writes that the Library was totally consumed by Caesar's war, and that Antony's gift became the foundation for a new library. Alexandria hosted a number of rebellions against Roman rule during the third and fourth centuries.

In 215, Emperor Caracalla brutally put down rebellious youths, during which the Museion was sacked. In 272, Queen Zenobia of Palmyra occupied Alexandria, inviting Emperor Aurelian to punish both the Queen and the city. In this event, the royal quarter sustained great damage, forcing the resident scholars of the Mouseion to take refuge in the Serapeion. In 273, troops of Aurelian again sacked the city in a campaign against a rebel who proclaimed himself emperor. Ammianus Marcellinus, a 4th c. Roman historian, states that the Library was destroyed in this campaign. Another rebellion in 297-98, resulted in the massacre of scholars and the burning of books by troops of Emperor Diocletian. Books on alchemy were especially singled out for destruction. Finally, when St. Jerome visited Alexandria at the end of the 4th c., he reported that the royal quarter was almost deserted.Anti-Pagan Riots The loss of a large part of the Library can be attributed to the efforts of Christian leaders to obliterate all traces of paganism, when Christianity became the official and later the compulsory, religion of the state. This anti-pagan policy is exemplified by the maxim, "One mouth cannot couple the praise of Christ with the praise of Jupiter." Christian zealots of the fourth and fifth centuries sought to destroy all books which did not conform to Christian dogma. For example, copies of Aristarchos of Samos, the astronomer who discovered the movement of the planets around the sun, were removed from the shelves because the heliocentric theory (confirmed by Copernicus in 1543) was contrary to Church belief. It is probable that many other books deemed undesirable by Christian standards were also removed from the Library by Church action. Likewise, many classical texts were lost because they were considered unworthy to be copied by Christian scribes when the codex (the bound book on parchment) replaced the papyrus scroll. The fate of the Mouseion itself can be inferred from that of Hypatia, the famous Neoplatonic philosopher and mathematician who taught at the Mouseion. Hypatia was attacked and killed by a mob during the persecution of pagans in 415. A major loss occurred in 391 when Emperor Theodosius I issued a decree ordering the destruction of all pagan temples throughout the Empire. Armed with this imperial edict, Archbishop Theophilos ordered the destruction of the Temple of Serapis, as Gibbon states, "to make room for a church erected in honor of the Christian martyrs. The valuable Library of Alexandria was pillaged and destroyed; and, near twenty years afterwards, the appearance of empty shelves excited the regret and indignation of every spectator whose mind was not totally darkened by religious prejudice."

Constantinople It is also possible that many of the Library's books were removed by Emperor Theodosius II (408-450), a ruler of scholarly temperament, to stock his own library in Constantinople, the capital of the Eastern Roman (Byzantine) Empire. Evidence for the removal of books from Alexandria to Constantinople is based on the fact that the majority of books in the imperial collection came from Egypt and Asia Minor.

Arabs The role of the Arabs in the destruction of the Library has been long disputed. The main source for Arab culpability rests on a medieval Arabic text of the thirteenth century, written by Ibn al Kifti, titled History of Wise Men. In it Ibn Al Kifti relates the famous story that it took six months to burn the mass of books used to feed the stoves in the 4000 baths of Alexandria. The order to destroy the books presumably was given by Caliph Omar, when the Arabs led by General Amr conquered the city in 641042 and put an end to Christian Egypt. Ibn al Kifti's account contains a dialogue between a certain John the Grammarian and Amr: There was at that time a man named John the Grammarian of Alexandria in Egypt...a Coptic priest, but was deprived of his office owing to some heresy concerning the Trinity...He lived to see the capture of Alexandria by the Arabs, and made the acquaintance of Amr...Emboldened by Amr's favor, John one day remarked, "You have examined the whole city, and have set your seal on every kind valuable. I make no claim for anything that is useful to you, but things useless to you may be of service to us." "What are you thinking of?," asked Amr. "The books of wisdom," said John, "which are in the royal treasuries." Amr asked, "And who collected these books?" John answered, "Ptolemy Philadelphos, King of Alexandria, was fond of learning...His search for books went far and wide, and he spared no costs in acquiring them...and these books continued to be guarded and preserved by the kings and their successors until our day." Amr said, "I cannot dispose of these books without the authority of the Caliph." When Caliph Omar was informed about the books in Alexandria, he answered, "Concerning the books you mention, if what is written in them agrees with the Book of God [Koran], they are not required; ;if it disagrees, they are not desired. Destroy them therefore." Arab writers in the Middle Ages repeated this account of the destruction of the Library, but it was not until the seventeenth century that the story first appeared in European sources where the question of its authenticity gave rise to controversy. One aspect of the controversy concerned whether the vellum or parchment of which the books were made would or would not burn. (We know that vellum will burn at a temperature of about 400ºC.) Skepticism focused mainly on the points that the story first appeared five centuries after the event, and that no writer - Christian, Pagan, Muslim, or Jew - who lived at the time of the Arab conquest of Egypt, or during the next five centuries, mentioned the Library or its destruction. These facts, as well as internal evidence, support the conclusion that the story was a fabrication. Most scholars, but not all, now agree that the use of the books as fuel for the stoves of the city's baths was an invention of the twelfth century, a period of crusading zeal in the East and the revival of classical learning in the West. Whatever books the Arabs destroyed, if any, were probably not classical texts but Christian theological treatises.

Christian Riots Egyptian opposition to Roman authority took on a religious character as the Early Church sought to define the canons of the Christian faith. During the centuries after the death of Cleopatra in 30 BC, which marks the end of the Ptolemaic dynasty, Alexandria was the scene of interminable riots which were exacerbated by religious fervor. The city was wracked by the Christological controversies as Christian groups sought to define the nature of Christ. Ultimately, the Egyptians refused to accept the orthodox creed, as it was formalized by the ecumenical councils, and were declared heretical. Egypt was eventually ostracized by the Emperors, and Alexandria lost its imperial patronage. It is against this background that we should place the destruction of the Library. by the date of the Arab conquest in the middle of the seventh century, the library had outlived its time, and probably ceased to exist, having sustained for several centuries the ravages of fire, plunder and religious fanaticism. Great Loss The loss of the library of Alexandria, in almost every branch of letters and science, is one of the greatest disasters in the history of learning If the Library had not been destroyed, we might have today, among other masterpieces, 123 plays of Sophocles instead of seven. The books on its shelves were the medium by which the scientists, philosophers, poets, historians and musicians of antiquity enriched human experience wit the their research and creativity. It is this learning, embodying the genius of classical Greece, that was lost to subsequent ages. it is estimated that only one percent of all Greek literature has survived.

Los Angeles -- The Rev. Julius Goldwater, an early American convert to Buddhism revered for safeguarding the belongings of hundreds of Japanese Americans forced into internment camps during World War II, died June 11 at his home here after an illness. He was 93. A descendant of a German Jewish clan that included the late Sen. Barry Goldwater, his first cousin, he became an ordained Buddhist priest in the 1930s, when Buddhism was relatively unknown in the United States and Caucasian converts were rare. He went on to teach Buddhism in Los Angeles for almost 70 years. "As a priest, he was a pioneer in this country," said the Venerable Walpola Piyananda, president of the Buddhist Sangha Council of Southern California. From the 1960s to the 1980s, when new waves of immigration brought Buddhists from Vietnam, Cambodia, Thailand, Sri Lanka, South Korea and other countries to the United States, the Rev. Goldwater helped them get settled and establish temples, often with money from his own pocket. He was part of the group, along with Piyananda, that founded the Buddhist Sangha Council in the 1980s to draw together diverse representatives of Southern California's growing Buddhist community. The Rev. Goldwater was born in 1908 to a well-to-do Los Angeles family. He encountered Buddhism as a teenager when he went to live with his father in Hawaii after the death of his mother. There he was impressed by the teachings of three men: the Rev. Ernest Hunt, an Englishman who had become a Buddhist minister; Yeimyo Imamura, a Japanese bishop; and Tai Xu, a Chinese monk. In 1928, he started a study group called the Buddhist Brotherhood in America and began to teach Buddhism in Los Angeles. During the 1930s, he was ordained in Kyoto, Japan, by the Jodo Shinshu sect. He was ordained again in Hangzhou, China, where he spent time in a monastery. He took a Buddhist name, Subhadra. In the late 1930s he returned to Los Angeles to become a minister at a large Buddhist temple. When President Franklin D. Roosevelt authorized the evacuation of Japanese and Japanese Americans on the West Coast in early 1942, the Rev. Goldwater's role became even more critical. As the only priest in the local Buddhist diocese who was not of Japanese ancestry, he "assumed responsibility for all the temples in the district," said the Rev. Mas Kodani of Senshin Buddhist Temple in Los Angeles. The Rev. Goldwater's temple became a warehouse for the furniture and other possessions left behind by evacuees. During their incarceration, the Rev. Goldwater, at his own expense, traveled to camps in California, Arizona, Wyoming, Colorado and Arkansas, bearing gifts, Buddhist study materials and news of the outside world. He watched over internees' homes, in one case preventing the illegal sale of one by alerting the FBI. He wrangled with suspicious officials, trying to make them understand that Buddhism was autonomous and not connected with the Japanese government. When the internees were released at the end of the war, he turned the temple into a hostel, where internees could find temporary housing as well as other assistance, such as obtaining a job, a driver's license and gas rations. When a congregant needed a car, he loaned his own. When anti-Japanese grocers refused to sell them food, "he would go out and buy it," recalled Kodani, a temple member who was a child during the war years. "He was very energetic, very dedicated to Buddhism . . . and feisty -- he had to be to do all of that." The Rev. Goldwater, who had observed the persecution of German Americans during World War I, resisted attempts to paint his actions as heroic. "I only behaved as any American would have done," he told the Los Angeles Daily News in 1992. DECLASSIFIED American government documents show that the US intelligence community ran a campaign in the Fifties and Sixties to build momentum for a united Europe. It funded and directed the European federalist movement.

The documents confirm suspicions voiced at the time that America was working aggressively behind the scenes to push Britain into a European state. One memorandum, dated July 26, 1950, gives instructions for a campaign to promote a fully fledged European parliament. It is signed by Gen William J Donovan, head of the American wartime Office of Strategic Services, precursor of the CIA.

The documents were found by Joshua Paul, a researcher at Georgetown University in Washington. They include files released by the US National Archives. Washington's main tool for shaping the European agenda was the American Committee for a United Europe, created in 1948. The chairman was Donovan, ostensibly a private lawyer by then.

The vice-chairman was Allen Dulles, the CIA director in the Fifties. The board included Walter Bedell Smith, the CIA's first director, and a roster of ex-OSS figures and officials who moved in and out of the CIA. The documents show that ACUE financed the European Movement, the most important federalist organisation in the post-war years. In 1958, for example, it provided 53.5 per cent of the movement's funds.

The European Youth Campaign, an arm of the European Movement, was wholly funded and controlled by Washington. The Belgian director, Baron Boel, received monthly payments into a special account. When the head of the European Movement, Polish-born Joseph Retinger, bridled at this degree of American control and tried to raise money in Europe, he was quickly reprimanded.

The leaders of the European Movement - Retinger, the visionary Robert Schuman and the former Belgian prime minister Paul-Henri Spaak - were all treated as hired hands by their American sponsors. The US role was handled as a covert operation. ACUE's funding came from the Ford and Rockefeller foundations as well as business groups with close ties to the US government.

The head of the Ford Foundation, ex-OSS officer Paul Hoffman, doubled as head of ACUE in the late Fifties. The State Department also played a role. A memo from the European section, dated June 11, 1965, advises the vice-president of the European Economic Community, Robert Marjolin, to pursue monetary union by stealth.

It recommends suppressing debate until the point at which "adoption of such proposals would become virtually inescapable".

According to Vladimir Krsljanin, international secretary of the Socialist Party of Serbia, of which Mr. Milosevic is chairman, Propic was not acting with the full the authority of the Yugoslav government. Krsljanin said that the chief of the cabinet of the Yugoslav government sent a cable at 7:34 p.m. Belgrade time 1:34 p.m. in Washington ordering that Mr. Clark receive his visa. The embassy also refused a visa to Gloria La Riva, a videographer and the West Coast coordinator of the International Action Center, who is accompanying Mr. Clark. La Riva, who was in Belgrade with Mr. Clark twice during the bombing as a member of Mr. Clark's delegation, produced the world-renowned film, "NATO Targets," about NATO's war against Yugoslavia. Clark is the founder of the IAC. Mr. Clark condemned the U.S.-led campaign to label Mr. Milosevic a war criminal "when the murder perpetrated by NATO political and military leaders during 78 days of bombing of civilian targets in Yugoslavia is still fresh in the memory of the world." "The undemocratic steps taken to refuse the defendant and his supporters the right to a consultation on legal and political questions is evidence that those in charge in Yugoslavia are capable of denying the most basic legal rights. By Joseph Algazy Ha'aretz Correspondent and Agencies If the Israeli government does not take significant steps to halt trafficking in women, it will face U.S. sanctions. "Israel does not yet meet the minimum standards for combating trafficking in persons, and has not yet made significant efforts to combat the problem," the State Department said in a scalding report on human trafficking in 2001 issued last night. The report cites Israel as "a destination country for women from Moldova, Russia, Ukraine, Brazil, Turkey, South Africa, and some countries in Asia." It includes Israel in a "Third Tier" list of 23 countries where human trafficking is endemic, but does note that Israel "has begun to take steps" to combat the trade - mainly in women for prostitution. The countries named are Albania, Bahrain, Belarus, Bosnia-Herzegovina, Burma, Democratic Republic of Congo, Gabon, Greece, Indonesia, Israel, Kazakhstan, Lebanon, Malaysia, Pakistan, Qatar, Romania, Russia, Saudi Arabia, South Korea, Sudan, Turkey, United Arab Emirates and Yugoslavia. The report was prepared under American legislation approved in October that calls for imposing economic sanctions in 2003 against countries that fail to act against traffickers or protect their victims. If the government does not take significant steps to end the human trade, Israel will have to face the sanctions. Trafficking as a problem has reached "staggering" proportions around the globe, says the report. Research "clearly demonstrates that most governments are taking steps to curb this horrific practice ... of trafficked victims being subjected to threats against their person and family, violence, horrific living conditions and dangerous work places." The "root causes," says the report, "are greed, moral turpitude, economics, political instability and transitional and social factors." The report says the Israeli government "recognizes that trafficking in persons is a problem, but devotes limited resources to combating it." NGOs and some concerned state officials have strongly criticized the government for failing to take vigorous action against trafficking, especially given the sometimes violent practices of the traffickers and the significant numbers of women who are ferried into the country. "In June 2000, the Knesset amended a 1997 prostitution law to prohibit the buying or selling of persons, or forcing a person to leave their country of residence to engage in prostitution. The penalties for rape and violation of the 1997 prostitution law require close to a doubling of sentences if the victim is a minor. "The government has convicted one trafficker under the new legislation," the report comments laconically. The State Department says the government "has provided training to immigration officials at Ben Gurion airport," however "it has not formally begun cooperation with other governments on trafficking cases," but did work with Ukrainian officials on one case. "The government has not conducted anti-trafficking information campaigns or other efforts aimed at prevention. Little protection is provided to trafficked persons," the report says. "Victims of trafficking are detained, jailed in a special women's prison separate from other female prisoners, and deported. Victims who are willing to testify against traffickers may be granted relief from immediate deportation, but the government does not actively encourage victims to raise charges against traffickers. The report continues: "Israeli NGOs have encouraged victims to take legal action. Some victims have accused individual police officers of complicity with brothel owners and traffickers. The government provides limited funding to NGOs for assistance to victims." Israeli law enforcement officials estimate that 85 percent of the prostitutes in the country are illegal aliens smuggled into Israel via Sinai. They say present laws do little to protect the women and enable the pimps and slave traders to operate with relative impunity. A report under preparation by a committee including police and prosecutors is nearing completion and is expected to include recommendations for a separate hostel for prostitutes escaping the clutches of slave traders, protection for the prostitutes when they testify against pimps, and a legal defense mechanism that eliminates a relatively common occurrence of the pimps hiring lawyers for the women.

An elderly, meek-looking man who migrated to Israel from Russia 43 years ago, Pollock ekes out a living as a translator of scientific texts and proofreader in a publishing firm.

He has devoted 40 of his 64 years to trying to prove that six out of 10 Israelis and nine out of 10 Jews in the Western Hemisphere are not real Jews' Jews, but descendents of fierce Khazar tribes which roamed the steppes of southern Russia many centuries ago.

For obvious reasons the Israeli authorities are not at all eager to give the official stamp of approval to Pollock's theories.

"For all we know, he may be 100 per cent right," said a senior government official. "In fact, he is not the first one to discover the connection between Jews and Khazars. Many famous scholars, Jews and non-Jews, stressed these links in their historical research works.

"But who can tell today what percentage of Khazar blood flows in our veins, if at all? And who can declare with any degree of scientific accuracy which Jews are Jews and which are descendants of this Tartar-Mongol race?

"As a matter of fact, our alleged descent from the Khazars is the central theme of Arab propaganda," he added. "The Arabs claim most European Jews have no right to be in Israel in the first place because they are not descended from Biblical Hebrews, but from Tartar-Mongol nomad tribes, including the Khazars who were converted to Judaism en masse 1,000 years ago,"

OPINION DIVIDED

Scientific opinion in Israel is divided on the subject. No one argues the basic premise: that a group of 12,000 Jews, fleeing from persecution and wars in the Holy Land, in the wake of Byzantine and Moslem conquests, made the long overland trek to Persia, crossed the territory of today's Turkestan in Central Asia and found asylum in the Khazar Kingdom, which occupied a vast area between the Caspian Sea, Volga River, Ural Mountains, Black Sea and the Polish borderlands.

In the year 965 the Khazars were defeated for the first time in 500 years, by Prince Sviatoslav of Kiev. King Bulan III of Khazaria concluded that Prince Sviatoslav emerged victorious from the war because his troops and mercenaries were Christians, while h i s nomads were pagan worshippers. The king and his nobles embraced Judaism in 965, and in 966 a royal edict was passed enforcing Judaism as the only legal religion in the Khazar Kingdom. Tribesmen had to undergo circumcision, learn Hebrew prayers and recognize Jewish rabbis as their spiritual leaders on pain of death.

As other Jews who were persecuted in the Middle East, medieval Europe and Spain at that time, heard of the new Jewish-Khazar kingdom, rumors spread that the Messiah had arrived at long last. There were several consecutive migration waves to Khazaria, via Persia, Greece and Poland.

Pollock believes the traditional Russian anti-Semitism probably stems from that epoch when Hebrew-speaking Khazar raiders attacked Russian villages, killed the men folk, abducted women, forcibly converted them to Judaism and married them in full-fledged religious ceremonies. This also would explain why so many European Jews are blond and blue-eyed, with a slight Mongol slant to their eyes, as well as the total absence of Semitic features among many Israelis of European descent.

MONGOLS DESTROY KINGDOM

The flourishing Jewish-Khazar Kingdom was destroyed in 1239 by the Mongol invasion of Batu Khan.

Following the Mongol invasion and conquest, surviving members of Jewish-Khazar tribes trekked west and settled in Poland, Hungary, Bohemia, Austria, Romania and the Ukraine.

According to Pollock, whose parents came from Poland, if your name is Halperin, Alpert, Halpern, Galpern, etc., you are a 100 per cent Khazar. "Alper" means "brave knight" in the Khazar tongue, and the name was granted by the king to the most distinguished warriors. Names like Kaplan, Caplon, Koppel and the like are positive proof of Khazar descent, according to the scholar. "Kaplan" means "fierce hawk" in the Khazar language. Kogan, Kangan, Kaganvich show aristocratic descent from Kagan-Hagan, King Bulan's chief minister.
